City Manager Lowenthal provided information about Mayor-signed letters of support. b)REPORT 24-0260 CONSIDERATION OF AMENDING THE RULES OF CONDUCT OF CITY COUNCIL MEETINGS AND SUBSIDIARY CITY BOARDS AND COMMISSIONS (City Attorney Patrick Donegan) City Attorney Patrick Donegan provided a presentation. In-Person Public Comment: David Grethen Virtual Public Comment: Raymond Dussault Kent Allen Mayor Pro Tem Francois asked questions about substitute motions and amendments to motions. David Grethen provided information. Councilmember Saemann provided comments. Mayor Massey spoke in support of Rosenberg’s Rules of Order. Councilmember Detoy provided comments. Councilmember Jackson provided comments. Mayor Pro Tem Francois provided comments. City Council consensus was to continue using Robert’s Rules of Order. c)REPORT 24-0267 DISCUSSION ON THE HANDLING OF AGENDA ITEMS AND TIMING FOR COUNCIL QUESTIONS VERSUS DELIBERATION AND FINDING (City Attorney Patrick Donegan) Mayor Pro Tem Francois suggested to reconsider the allotted minutes for general public comment to three minutes per speaker. In-Person Public Comment: David Grethen Stephen Izant Virtual Public Comment: Anthony Higgins Kent Allen Councilmember Saemann provided comments. Mayor Pro Tem Francois provided comments about having the agenda published one day earlier. Comments were made to reserve Council questions for the City Manager Report and staff presentations until after public comments. Councilmember Saemann requested to bring back Zoom for general public comment, continue to limit the time block to thirty minutes, and revert to three minutes per speaker. Councilmember Jackson provided comments about maintaining general public comment at two minutes per speaker. Councilmember Detoy shared information about the Leader’s Guide. Mayor Massey made comments about time spent on Proclamations/Presentations and staff reports. A request was made to add a five minute time estimate next to presentations. A request was made to limit the City Manager Report to five minutes. Direction was provided to have the City Clerk display each proclamation on screen in place of the Mayor reading it in its entirety. Mayor Pro Tem Francois commented on having the City Manager Report submitted as a Consent Calendar item instead of a verbal presentation. Direction was provided to have the City Clerk include how long each item takes for the staff presentation and deliberation. All members were present. Mayor Pro Tem Francois commented on implementing an informal process to limit Council comments to five minutes per round of comments. d)REPORT 24-0258 DISCUSSION ON MEETING DISTURBANCES AND OPTIONS (City Attorney Patrick Donegan) City Attorney Patrick Donegan provided a presentation Mayor Pro Tem Francois provided comments. Mayor Massey provided information. Councilmember Jackson provided comments. Comments were made about having the City Clerk include in the public comment announcement that cheering or jeering is not allowed. Councilmember Saemann provided comments and asked various questions about the removal process of members of the public disrupting the meeting. Direction was provided to have the City Clerk update the Speaker Card to notate the time limit for general public comment. Councilmember Detoy suggested to add a disclaimer to the Speaker Card and language on the Agenda about decorum and being subject to removal. Mayor Pro Tem Francois provided comments. Councilmember Jackson suggested the mayor remind the public that no jeering or cheering is allowed. Councilmember Saemann made comments on having a guide or handbook for the mayor and/or chair on how to run a meeting. Mayor Massey spoke. Councilmember Saemann spoke. In-Person Public Comment: David Grethen Virtual Public Comment: Anthony Higgins Laura Pena Kent Allen Mayor Massey expressed support for the use of the verification link and profanity filter. Councilmember Jackson expressed support for moving to virtual voting and discontinuing the roll call vote. Councilmember Detoy did not support the use of the verification links, and supported touch voting and enabling the profanity filter. Councilmember Saemann expressed support for the use of the verification link and profanity filter. Mayor Pro Tem Francois expressed opposition for the use of the verification link but supported the profanity filter. The City Council asked various questions. f)REPORT 24-0274 COMMUNITY DEVELOPMENT AND PUBLIC WORKS DEPARTMENTS OVER-THE-COUNTER SERVICES (Community Development Director Carrie Tai) (Public Works Director Joe SanClemente) Community Development Director Carrie Tai and Public Works Director Joe SanClemente provided a presentation. Mayor Pro Tem Francois provided comments about payment taken at the same counter where a permit is being pulled. Virtual Public Comment: Kent Allen Mayor Massey spoke. Councilmember Saemann spoke. Councilmember Detoy spoke. Mayor Massey expressed support of lighting Pier Plaza to recognize national holidays.
