CLOSED SESSION—CALL TO ORDER 5:00 PM Mayor Francois called the Closed Session meeting to order at 5:00 p.m. 2. ROLL CALL City Clerk Myra Maravilla announced a quorum. 3. PUBLIC COMMENT ON THE CLOSED SESSION AGENDA Mayor Francois opened public comment. No public comment was provided. 4. RECESS TO CLOSED SESSION The City Council recessed to Closed Session at 5:05 p.m. 4.a Closed Session Minutes Approval of minutes of Closed Session held on October 14, 2024. 4.b Conference with Labor Negotiator Government Code Section 54957.6 2 City Negotiator(s): Mayor Dean Francois and City Attorney Patrick Donegan Unrepresented Employee: City Manager 5. OPEN SESSION—CALL TO ORDER 6:00 PM Mayor Francois called the Open Session to order at 6:10 p.m. 6. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by a volunteer. 7. ROLL CALL City Clerk Maravilla announced a quorum. 8. CLOSED SESSION REPORT City Attorney Patrick Donegan provided the Closed Session Report. No reportable action was taken. 9. ANNOUNCEMENTS—UPCOMING CITY EVENTS Carrie the Movie—On Friday, October 25th, the City will host a 70s prom fun event, including a party with live music, refreshments, and photo opportunities at original film locations. The event reception begins at 6:30 p.m., and the film screening begins at 8:00 p.m. Tickets are $10 per person, and attendees are encouraged to wear their “best prom attire.” The film is rated R, so this event is for those who are 18 years old and older. Mayor’s Town Hall Forum—On Wednesday, October 30th from 6:00 to 8:30 p.m. a town hall-style meeting will take place at the Council Chambers, giving an opportunity for residents to meet the Mayor, ask questions and have an open discussion about the City of Hermosa Beach and its community. RSVP for the Town Hall Forum is optional at DFrancois@hermosabeach.gov with the subject line: “RSVP – October 30." Veteran's Ceremony—On Monday, November 11th at 10:30 a.m., the City of Hermosa Beach will honor the sacrifice of those who served our Country with the Veterans Day Wreath Laying Ceremony, and Veterans are Timeless Presentation at the Veterans Memorial on the East Lawn of the Community Center, 710 Pier Avenue. A reception at the Hermosa Beach Museum will follow the ceremony. For more details, please visit the City’s website. Councilmember Detoy announced the Hermosa Valley Parent Teacher Organization (HVPTO) Halloween Carnival being held on October 25th at 4:30 p.m. 10. APPROVAL OF AGENDA Mayor Francois requested to pull item 15.i from the Consent Calendar for separate discussion and approve the remainder of the agenda. 3 Moved by: Councilmember Detoy Seconded by: Mayor Pro Tem Saemann To pull item 15.i and approve the remainder of the agenda. PROCLAMATIONS / PRESENTATIONS 11.a RECOGNIZING YOUTH SUBSTANCE USE PREVENTION MONTH Beach Cities Health District Board Member Jane Diehl and Alcove Youth student Kennedy Hastey spoke on Youth Substance Use Prevention Month. Mayor Francois presented a proclamation to the Beach Cities Health District. Mayor Francois proclaimed October 2024 Bullying Prevention Month and Domestic Violence Awareness Month. 12. CITY MANAGER REPORT Deputy City Manager Angela Crespi provided the City Manager Report. 12.a PUBLIC WORKS DIRECTOR UPDATE Public Works Director Joe SanClemente provided an update on various Public Works projects. Councilmember Detoy asked about the status of a Cal Water project. Director SanClemente provided information. 12.b POLICE CHIEF UPDATE Lieutenant Mick Gaglia provided the Police Chief Update. Councilmember Detoy asked about a recognition the Police Department was receiving at a conference. Lieutenant Mick Gaglia spoke about the department's hiring efforts and an award they are receiving for their presentation. Mayor Francois asked about green zone meter installations. Deputy City Manager Crespi provided information. 13. PUBLIC COMMENT Mayor Francois opened public comment. CITY COUNCILMEMBER COMMENTS Mayor Francois asked if there is a policy to receive donations for CIP projects. Mayor Pro Tem Saemann requested to separate the temporary special event permit from the Zoning Code Update and asked various questions about the Special Events Policy. 14.a UPDATES FROM CITY COUNCIL AD HOC SUBCOMMITTEES AND STANDING COMMITTEE DELEGATES/ALTERNATES Mayor Francois attended the Santa Monica Bay Restoration Committee and the Council of League of California Cities Convention. He also attended the LA County Mayors Selection Committee and was elected to serve on the LA County Library Commission. Mayor Pro Tem attended a reception at the Getty House where Los Angeles Mayor Karen Bass hosted a reception for the Paris delegation and discussed the 2028 Olympics. 15. CONSENT CALENDAR 5 Moved by: Councilmember Detoy Seconded by: Councilmember Massey To approve the Consent Calendar with item 15.i pulled for separate discussion. Ayes (5): Mayor Francois, Mayor Pro Tem Saemann, Councilmember Detoy, Councilmember Jackson, and Councilmember Massey Motion Carried 15.a WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Moved by: Councilmember Detoy Seconded by: Councilmember Massey To waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. Motion Carried 15.b CITY COUNCIL MEETING MINUTES - 24-CCO-067 Moved by: Councilmember Detoy Seconded by: Councilmember Massey To approve the minutes for the Tuesday, October 8, 2024 Regular Meeting and Monday, October 14, 2024 Study Session Meeting (Living Streets). Motion Carried 15.c CHECK REGISTERS - 24-AS-037 Moved by: Councilmember Detoy Seconded by: Councilmember Massey To ratify the check registers from October 2, 2024 and October 9, 2024. The Administrative Services Director hereby certifies to the accuracy of the attached demands. Motion Carried 15.m ADOPTION OF ORDINANCE NO. ORD-24-1482 TO AMEND VARIOUS SECTIONS OF THE HERMOSA BEACH MUNICIPAL CODE TO UPDATE THE TITLE AND ROLE OF CERTAIN CITY PERSONNEL - 24- CA-007 Moved by: Councilmember Detoy Seconded by: Councilmember Massey To waive the full second reading and adopt by title only Ordinance No. ORD-24-1482 of the City of Hermosa Beach, California, amending various sections of the Hermosa Beach Municipal Code to update the title and role of certain city personnel and determine that the ordinance is not a project under CEQA; and direct the City Clerk to print and publish a summary ordinance in a newspaper of general circulation within 15 days following adoption and post a copy on the City’s bulletin for 30 days. 8 Motion Carried 15.i APPROVAL OF THE COMMENCEMENT OF SPECIAL EVENT LONG- TERM AGREEMENT NEGOTIATIONS WITH THE ASSOCIATION OF VOLLEYBALL PROFESSIONALS FOR THE AVP JUNIOR NATIONAL CHAMPIONSHIPS - 24-CR-026 Community Resources Director Nichols provided a brief overview of the item. Moved by: Mayor Pro Tem Saemann Seconded by: Mayor Francois To approve the initiation of long-term agreement (LTA) negotiations with the Association of Volleyball Professionals (AVP) for the AVP Junior National Championships in 2025, authorizing staff to proceed with drafting the terms and conditions for Council’s future consideration and approval. MUNICIPAL MATTERS 17.a SIDE LETTER TO THE GENERAL AND SUPERVISORY EMPLOYEES’ MEMORANDUM OF UNDERSTANDING - 24-AS-039 Interim Human Resources Manager Cynthia Stafford provided a presentation. 9 No public comment was provided. Mayor Pro Tem Saemann provided comments. Deputy City Manager Crespi provided information. City Attorney Patrick Donegan provided information. Mayor Francois asked various questions. Moved by: Councilmember Massey Seconded by: Councilmember Detoy To receive and file the following informational update on the City’s broadcast system, cable franchises, and streaming options for public meetings. Ayes (5): Mayor Francois, Mayor Pro Tem Saemann, Councilmember Detoy, Councilmember Jackson, and Councilmember Massey Motion Carried 18. FUTURE AGENDA ITEMS Mayor Francois requested support for an action item to consider approving the New Year's Eve event. Mayor Pro Tem Saemann and Councilmember Detoy provided support. Mayor Francois requested support to discuss a new donation policy to accommodate donations for CIP projects. City Attorney Donegan provided 10 information about the City's process for accepting donations. No support was provided. Mayor Pro Tem Saemann requested support to hear the temporary special events permit process separately from the Zoning Code Update. Mayor Francois and Councilmember Detoy provided support. Councilmember Massey requested support to direct the Naming Subcommittee to consider naming the accessible play area of South Park after Casey Roher.
