RESOLUTION NO. 95- 5721
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACZ,
CALIFORNIA URGING SUPPORT FOR RETENTION OF SPACE AND MISSI
SYSTEMS CENTER AT LOS ANGELES AIR FORCE BASE, CALIFORNIA
RETAINING LOS ANGELES AIR FORCE BASE AS AN ACTIVE AIR FORC
INSTALLATION
WHEREAS, Congress passed the Defense Base Closure an
Realignment Act of 1990 establishing Base Closure and Realignmen
Commissions in 1991, 1993, and 1995 "to provide a fair process tha
will result in the timely closure and realignment of militar
installations inside the United States."
WHEREAS, the fourth and final round of base closures
realignment is currently being addressed by the Department of
Defense.
WHEREAS, the Los Angeles Air Force Base is being considered,
along with all other military installations, for closure or
realignment during this final round.
WHEREAS, the Los Angeles Air Force Base houses the Space
Missile Systems Center of the Air Force Materiel Command and
Aerospace Corporation, a non-profit corporation, designated
federally -funded research and development center.
WHEREAS, the Space and Missile Systems Center continues to,
and will for the foreseeable future, conduct research, development,
and acquisition for military space systems.

WHEREAS, the Aerospace Corporation is under annual coi
with the Space and Missile Systems Center to provide architf
and engineering services in support of military space systems.
WHEREAS, the annual contracting by the Space and Missile
Systems Center within a 100 -mile radius was $5.2 billion in 1994,
exceeding the entire motion picture industry revenue in all of the
United States.
WHEREAS, one of every eight jobs could be lost from the
Bay economy if the Space and Missile Systems Center and
Aerospace Corporation were to be relocated and Los Angeles
(Force Base were to be closed.
WHEREAS, the Governor of the State of California directed t
Governor's Office of Planning and Research to coordinate the Sta,
Effort to assist local communities in developing strategies
protect California's military bases from further closures.
WHEREAS, if the Los Angeles Air Force Base is identified
(the Department of Defense for realignment or closure action,
Military Affairs Committee of the South Bay Association of Cham
of Commerce will mount a grass roots effort in conjunction with
Governor's Office of Planning and Research and the Los Angeles ,
Chamber of Commerce to ensure the military value of the Los Ang
Air Force Base is recognized by the 1995 Base Realignment
Closure Commission.

WHEREAS, to be successful in convincing the commission to kee;
Los Angeles Air Force Base in El Segundo, the grass roots effort
must include active participation from the City of Hermosa Beach,
including public testimony during all Commission hearings if the
base appears on the 1995 list.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
Hermosa Beach supports the South Bay Association and Los Ange
Area of Chambers of Commerce grass Roots campaign to retain
Angeles Air Force Base and urges other South Bay cities to ad
similar resolutions to retain the Base, a vital element of
security of the United States and an essential contributor to
economic well being of the South Bay.
BE IF FURTHER RESOLVED that a copy of this resolution be forwa
to each of the federal, state and county elected offic
representing the South Bay Area.
