MUNICIPAL ELEC)� 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 95-5763 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 7, 1995, PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE WHEREAS, on June 27, 1995, the City Council of the City of Hermosa Beach called a Regular Municipal Election to be held Tuesday, November 7, 1995, for the purpose of electing two Members of the City Council, a City Clerk and a City Treasurer, and also for submitting to the voters a question relating to oil drilling; and WHEREAS, the City Council is also submitting to the voters three additional questions: one relating to levying a crossing guard special tax and the other two relating to amending the City's civil service system; and WHEREAS, it is desirable that the General Municipal Election be consolidated with the School Election to be held on the same date and that within the city the precincts, polling places and election officers of the two elections be the same, and that the county election department of the County of Los Angeles canvass the returns of the General Municipal Election and that the election be held in all respects as if there were only one election; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That pursuant to the requirements of Section 10403 of the Elections Code, the Board of Supervisors of the County of Los Angeles is hereby requested to consent and agree to the consolidation of a General Municipal Election with the School Election on Tuesday, November 7, 1995, for the purpose of the election of two Members of the City Council, a City Clerk and a City Treasurer. rl� Section 2. That four measures are to appear on the ballot as follows: 1 1 2 3 4 51 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 140►' 27 28 REPEALING THE TWO EXCEPTIONS TO THE CITYWIDE BAN ON OIL DRILLING YES NO Shall the Ordinancewhich would eliminate the current Municipal Code provisions which exempt the City Yard and Shall the Ordinance repealing provisions of the Hermosa the former South School playground sites from the citywide ban on oil drillingbe adopted CROSSING GUARD SERVICES SPECIAL TAX REPEALING OBSOLETE AND UNENFORCEABLE YES NO Shall the special tax proposed in Ordinance No. 95-1135-U of the City of Hermosa Beach against parcels within the City to finance crossing guard services, commencing in fiscal year Shall the Ordinance repealing provisions of the Hermosa 1996-97 be levied? AMENDMENT TO THE MUNICIPAL CODE REPEALING OBSOLETE AND UNENFORCEABLE YES PROVISIONS NO Shall the Ordinance repealing provisions of the Hermosa Beach Municipal Code which require City employees to be United States citizens and which require the automatic termination of any Civil Service Board member who files to run for an elective office of the City be adopted? AMENDMENT TO THE MUNICIPAL CODE EXEMPTING DEPARTMENT HEADS FROM THE YES CIVIL SERVICE SYSTEM NO Shall the Ordinance removing City department heads from the City's civil service system be adopted? Section 3. That the county election department is authorized to canvass the returns of the General Municipal Election. That the Board of Supervisors is requested to issue instructions to the county election department to take any and all steps necessary for the holding of the consolidated election. Section 5. That the City of Hermosa Beach recognizes that additional costs will be incurred by the County by reason of this consolidation and agrees to reimburse the County for any costs. Section 6. That the City Clerk is hereby directed to file a certified copy of this resolution' with the Board of Supervisors and the county election department of the County of Los Angeles. Section 7.
