HomeMy WebLinkAboutRES-95-5764 (ELECTION 11-7-95/FILING WRITTEN ARGUMENTS)U 1 2 3 4I 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 RESOLUTION NO. 95-5764 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, SETTING PRIORITIES FOR FILING WRITTEN ARGUMENTS REGARDING THREE CITY MEASURES TO BE SUBMITTED AT THE REGULAR MUNICIPAL ELECTION TO BE HELD TUESDAY, NOVEMBER 7, 19959 AND DIRECTING THE CITY ATTORNEY TO PREPARE IMPARTIAL ANALYSES WHEREAS, a Regular Municipal Election is to be held in the City of Hermosa Beach, California, on Tuesday, November 7, 1995, at which there will be submitted to the voters the following additional measures: 21 22 23 24 25 26 `%Wool' 27 11 28 CROSSING GUARD SERVICES SPECIAL TAX REPEALING OBSOLETE AND UNENFORCEABLE YES NO Shall the special tax proposed in Ordinance No. 95-1135-U of the City of Hermosa Beach against parcels within the City to finance crossing guard services, commencing in fiscal year Shall the ordinance repealing provisions of the Hermosa 1996-97, be levied? AMENDMENT TO THE MUNICIPAL CODE REPEALING OBSOLETE AND UNENFORCEABLE YES PROVISIONS NO Shall the ordinance repealing provisions of the Hermosa Beach Municipal Code which require City employees to be United States citizens and which require the automatic termination of any Civil Service Board member who files to run for an elective office of the City be adopted? AMENDMENT TO THE MUNICIPAL CODE EXEMPTING DEPARTMENT HEADS FROM THE YES CIVIL SERVICE SYSTEM NO Shall the ordinance removing City department heads from the City's civil service system be adopted? 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 �••' 27 28 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the Hermosa Beach City Council hereby authorizes as follows: The measure LEVYING A CROSSING GUARD SERVICES SPECIAL TAX - Councilmember Sam Edgerton in favor, with all Councilmembers invited to sign. The measure EXEMPTING DEPARTMENT HEADS FROM CIVIL SERVICE - Mayor John Bowler in favor, with all Councilmembers invited to sign. Said members of that body to file written arguments regarding the City measure as specified above in accordance with Article 4, Chapter 3, Division 9 of the Elections Code of the State of California and to change the arguments until and including the date fixed by the City Clerk after which no arguments for or against the City measure may be submitted to the City Clerk. SECTION 2. That the City Council directs the City Clerk to transmit copies of the measures to the City Attorney. The City Attorney shall prepare an impartial analysis of each measure showingthe effect of the measure on the existing law and the operation of the measure. g p The impartial analyses shall be filed by the date set by the City Clerk for the filing of primary arguments. SECTION 3. That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the =OND solutions. PASSED, APDOPTED TA "STH DAYOF JULY, 1995.
