A RESOLUTION OF THE PLANNING CO.MlVll.SSION OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, APPROVING AN EXPANSION AND REMODEL TO AN
EXISTING NONCONFORMING BUJLDING AND USE TO CONVERT THREE UNITS
TO TWO UNITS AND ADD A SIXTY SQUARE FOOT ENCLOSED STAIRWAY AT
2648 THE STRAND AND LEGALLY DESCRIBED AS LOTS 8, BLOCK 27, HERMOSA
BEACH TRACT
WHEREAS, the Planning Commission held a public hearing on March 18, 1997, to
receive oral and written testimony regarding a request for conversion from three units to two
units and a 60 square foot expansion to an existing nonconforming triplex, pursuant to Section
17.44 .140 of the Zoning Ordinance and made the following findings:
A The applicant is proposing a 60 square foot expansion to an existing duplex, resulting in an
aggregate increase of valuation of 12%.
B. The proposed project will reduce the residential density from three units to two units thereby
reducing the degree of nonconformity;
C . The scale of the proposed expansion is very small and is more consistent with planning and
zoning requirements for the R-1 zone than existing conditions, and does not warrant requiring
the current nonconforming use and yard setbacks to be brought into conformance;
D. The proposed expansion is consistent with the parking requirements of Section 17. 44 .140 of
the Zoning Ordinance;
E. The project is Categorically Exempt from the requirements of the California Environmental
Quality Act, pursuant to CEQA guidelines, Section 15301 e(2) with the finding that the
project is in an area with available services and not in an environmentally sensitive area.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of Hermosa Beach, California does hereby approve a conversion from three
units to two units and a 60 square foot expansion, subject to the following
conditions:

VOTE:
The project shall be consistent with submitted plans . Modifications to the plan which do
not involve any further expansion shall be reviewed and may be approved by the
Community Development Director.
Precise height shall be reviewed at the time of plan check for building permits.
This approval shall be null and void one year from the date of approval unless Building
Permits have been obtained. The applicant may apply in writing for an extension of time
to the Planning Commission prior to the date of expiration.
