1984-85 HERMOSA BEACH LIGHTING DISTRICT
Recommendation:
It is recommended that the City Council adopt the attached
resolution which directs staff to meet with the City's
Lighting Assessment Engineer and begin preparation of the
1984-85 Lighting District.
Background:
As required for the continuation of the Hermosa Beach Lighting
District, it is necessary to now commence the process which
emanates with the adoption of the Lighting Assessment District
for 1984-85.
The steps are as follows:
1) April 17 City Council adopts resolution ordering
report - district renewal.
2) April 18 Staff.meets with Lighting Assessment Engineer
to develop budget.
3) May 1 Assessment Engineer files report consisting
of estimate of costs, maps, and assessment
rolls.
4) May 8 a) City Council adopts resolution approving
report.
b) City Council adopts Resolution of Intention
which sets date of Public Hearing for
May 22, 1984.
5) May 10 Public Notice of Improvement in local news-
paper - minimum of ten days prior to Public
Hearing.
6) May 22 City Council at conclusion of Public Hearing
adopts resolution confirming the Assessment
District.
7) May 25 Assessment roll on magnetic tape is delivered
to Los Angeles County Auditor's office.

Analysis:
The adoption of the attached resolution begins the process
of the formation of the Lighting District for 1984-85. It
in essence directs your staff to commence work in conjunction
with the Lighting Assessment Engineer on the preparation of
the District. As noted in the Background, the process is
multi -phased and your staff will be reporting to you throughout
the process.
This Assessment is provided for under the Landscaping and
Lighting Act of 1982. The current District began in 1980
and runs through 1985.
Mr. Patrick Rossetti, the City's Engineer, will be present
at the April 17, 1984 City Council meeting to answer any
questions that may arise.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HERMOSA BEACH, CALIFORNIA, ORDERING THE
CITY MANAGER TO PREPARE AND FILE A REPORT IN
ACCORDANCE WITH ARTICLE 4, CHAPTER 1, PART 2,
"LANDSCAPING AND LIGHTING ACT OF 1972", BEING
DIVISION 15, STREETS AND HIGHWAYS CODE OF THE
STATE OF CALIFORNIA, FOR THE INSTALLATION OF
STREET LIGHTING FIXTURES, APPURTENANCES AND
APPURTENANT WORK, AND THE MAINTENANCE THEREOF
IN THE CITY OF HERMOSA BEACH, CALIFORNIA, FOR
THE FISCAL YEAR COMMENCING JULY 1, 1984 AND
ENDING JUNE 30, 1985 .
WHEREAS, the City Council of the City of Hermosa Beach,
California, proposes to renew the assessment district pursuant to
the "Landscaping and Lighting Act of 1972", being Division 15,
Part 2 of the Streets and Highways Code of the State of
California; and
WHEREAS, the said assessment district shall include all
parcels of land wihin the said City and shall be designated as
the "HERMOSA BEACH STREET LIGHTING DISTRICT NO. 1984-1985 "; and
WHEREAS, it is proposed to install certain lighting fixtures
and appurtenances, and appurtenant work, as shown on Diagram and
Plan No. 1975, as amended, each year as funds become available
and as the City Council and City Staff designate; and
WHEREAS, it is necessary to furnish the energy and to main-
tain the street lighting system;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA
BEACH, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That the City Manager is hereby ordered to
prepare and file a report in accordance with Article 4, Chapter
1, Part 2, "Landscaping and Lighting Act of 1972", being Division
15, Part 2, Streets and Highways Code of the State of California,
for the installation of certain street lighting fixtures, appur-
tenances and appurtenant work and the maintenance thereof for the
fiscal ,year commencing July 1, 1984 and ending June 30, 1985 ,
all set forth in this Resolution.
SECTION 2. That a certified copy of this Resolution be
presented to the said City Manager for his information and
guidance.
SECTION 3. The Cite Clerk shall certify to the passage and
adoption of this Resolution; shall cause the same to be entered
among the original resolutions of said City; and shall make a
minute of the passage and adoption -thereof in the records of the
proceedings of the City Council of said City in the minutes of
the meeting at which the same is passed and adopted.

REQUEST FOR ADDITIONAL APPROPRIATIONS
TO THE SEWERS AND STORM DRAIN IMPROVEMENT ACCOUNT
Recommendation:
It is recommended that the City Council authorize the appropriation
of $25,000 from the fund 50 Capital Improvement Fund to Capital
Improvement Project 113 - (50-59112-6010) which provides
for the up grading and installation of new and existing sewers
and storm drains. The fund balance of the sewer portion
of the fund 50 account is $332,208.
Background:
Through the course of fiscal year 83-84, much work has been
done in the area of sewers. In addition, the replacement of
a collapsed sewer line on 21st Street between Pacific Coast
Highway and Prospect accounted for an expenditure of $18,220.
In addition, monies have been used to continue to monitor
troubled areas with the use of video cameras. While the two
aforementioned items account for the major portion of the
expended monies, funds continue to be spent for the up grading
and on going maintenance of the sewers and storm drain systems
throughout the City.
Analysis:
There currently exists $332,208 in the sewer portion of
fund 50 which is a collection of monies for Capital Improvement
funds. The requested amount would reduce this portion by
$25,000. These monies were set aside for the exact purpose
that they are being expended; the up grading and maintenance
of the City's sewers and storm drains systems.
