RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HERMOSA BEACH, CALIFORNIA,
DECLARING ITS POLICY WITH RESPECT TO
CERTAIN MATTERS RELATING TO A PROPOSED
VEHICLE PARKING DISTRICT.
WHEREAS, certain interested merchants and property
owners have proposed to this City Council that a vehicle park-
ing district be formed in:the City of Hermosa Beach under
the Vehicle Parking District Law of 1943, being Part 1 of
Division 18 of the Streets and Highways Code, said proposed
district to be located, in whole or in part, in the following
general vicinity: southerly of Fourteenth Street, westerly
of Palm Drive, northerly of Tenth Street and easterly of the
Pacific Ocean; and
WHEREAS, said interested merchants and property
owners have advised this City Council that they intend shortly
to circulate and.file a petition for the formation of such a
distriet; and
WHEREAS, this City Council believes that the forma-
tion of such a district would be in the public interest, and
desires to cooperate with such merchants and property owners
to that end; and
WHEREAS, this City Council has been asked whether
or not, if said district is formed, this City Council would
be willing: to contribute a portion of the cost and expenses
of the proposed acquisition and improvement for said district;
to adopt an ordinance under and pursuant to Chapter 2.1 of
said Part 1 of Division 18 of the Streets and Highways Code
relating to the use of certain city lands; and to adopt an
ordinance providing that net on -street parking meter revenues
be used for certain purposes for the benefit of said district
and property owners therein; and
WHEREAS, for the purpose of indicating to the
property owners who will be asked to sign such petition the
policy of this City Council with respect to said matters, it
is desirable that this resolution be adopted;
NOW.. THEREFORE, the City Council of the City of
Hermosa Beach, California, DOES HEREBY RESOLVE, DETERMINE AND
ORDER as follows:
Section 1. That if such a petition is filed and if
such a district is formed, this present City Council hereby
declares its policy with respect to the following matters:
(a) That this City Council will agree to make a contri-
bution in an amount not less than $96,000 towards the cost
and expenses of the proposed acquisition and improvement,
such contribution to be paid, in whole or in part, from any

��parking meter revenues which may have been
accumulated by the City prior to the confirmation of the
assessment;
(b) That with respect to certain lands which are already
owned by the City, the City Council will adopt an ordinance
under and pursuant to Chapter 2.1 of said Part 1 of Division
18 of the Streets and Highways Code, declaring and agreeing
that such city lands shall for all purposes of the proposed
district be held, used and treated in all respects the same

as parking places acquired with the proceeds of the collection
of paid assessments and bonds issued under said Part 1, and
that no compensation be paid to the City therefor. The city
lands to which this policy shall apply are as follows:
Parcel 1-A: Lots 19 to 23, inclusive, and Lots 32
and 33, all in Block 14, Original
Subdivision of Hermosa Beach, Maps,
Book 1, pages 25 and 26, office of the
County Recorder of Los Angeles County.
Parcel 2-A: Lot 10, Block 13, said Original Sub-
division of Hermosa Beach, and Lot 30,
said Block 13, except the westerly
thirty (30) feet of said Lot 30 meas-
ured parallel to the westerly line of
said Lot 30.
(c) That at or prior to the sale of bonds to be issued
the City Council will adopt an ordinance providing that, for
a period of twenty (20) years from the effective date of such
ordinance, all of the net on -street parking meter revenues
shall be used for the purposes specified in said ordinance,
which may include the acquisition, improvement, maintenance,
repair and operation of the parking places for the use and
benefit of the district, and also the application of such
revenues for the making of credits upon the assessments levied
upon lands in said district, said credits to be computed and
applied in the manner specified in Sections 31828, 31829 and
31830 of the Streets and Highways Code; provided that if
and when the total net on -street parking revenues applied as
credits upon said assessments shall equal the total principal

amount of the assessments levied, thereafter such ordinance
shall be of no further force or effect.
Section 2. As used in this resolution, "net on -
street parking meter revenues" shall mean all of the gross
revenues derived by the City from parking meters located on
streets or public ways within such district which remain
after deducting therefrom the costs and expenses of acquisi-
tion, installation, replacement, repair, maintenance and
operation of such parking meters and of collection of parking
meter revenues therefrom.
