ORAL AND WRITTEN COMMUNICATIONS This is the time for members of the public to address the City Council on any items within the Council's jurisdiction not on this agenda, on items on this agenda as to which public connnent will not be taken, or to request the removal of an item from the consent calendar. Connnents on public hearing items are heard only during the public hearing. A 4/5 vote of the City Council is required to place a general tax increase on the ballot. 4 b. BACKGROUND: At the Pre-Budget Workshop held on 2/26/09, the City Council directed staff to bring back a recommendation to increase the business license tax. At the City Council meeting of April 28, 2009, the City Council reviewed the staff recommendation and appointed a sub-committee comprised of Councilmember DiVirgilio and Councilmember Keegan (subsequently changed on 5/21/2009 to Councilmember Keegan and Councilmember Tucker) to suggest revisions to the recommendation. ANALYSIS: The attached worksheet contains revisions to the original recommendation of 4/28/09. (the original recommendation is attached as “Background Materials”) The worksheet categories (classes) that contain a revision are highlighted and the changed rate is in bold. The full impact after the second year is $186,033. The first year revenue of the original recommendation was $177,868 and the impact over two years was $293,708. Business licenses are valid for a year from the original license date therefore they renew at different times. The earliest start date would be January 1, 2010, after the election, or the City Council may select a start date for the increase. It will take a year from that date for all the licenses to cycle through their renewal dates at the increased rate.
