CALL TO ORDER 7:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Gila Katz, Alan Benson, Tracy Hopkins, Carol Russell, Ken Hartley, William Hallett Commissioners Absent: George Schmeltzer STAFF: Tom Bakaly, City Manager; Michael McCrary, Interim Police Chief; David Lantzer, Fire Chief ANNOUNCEMENTS City Manager Bakaly introduced Interim Police Chief Michael McCrary. City Manager Bakaly distributed a bullet point description of the city’s strategic plan and gave a brief description of the timeline and the process for the plan. He offered to return to the July EPAC meeting and give a more detailed explanation. The strategic plan is available on the city’s website and City Manager Bakaly encouraged the public to visit the website and view the plan. The community will have the opportunity to participate in the development and revisions to the plan. Commissioner Hopkins announced the following: Community Day of Service on May 4, 2013. Four events in the City of Torrance needed assistance; 10 planning hours gathered 300 volunteers, 1,118 working hours. These volunteers would be available in the event of a disaster or emergency in Hermosa Beach. The recent events the volunteers participated in: Clean up at the L.A. River Basin near the Good Year Blimp site. Basic beautifying at the Southern California Regional Occupational Center (SCROC) Weed Removal at Paradise Park. Ivy and ice plant removal and re-planting at West High School. Ethics Training held in April. Topics included: Conflicts of Interest. Accepting/not accepting gifts. Goals to prevent favoritism. Page 2 of 6 Elected officials cannot serve two masters. If there is an HOA and City Council, one may have to remove themselves from an issue. The importance of determining if ideas are coming from the community or outsiders. What protects a city from an outside lobby group? Local government has been delegated from the local people and the power. 10-part series entitled “Your Secret Government” – a history of “backroom” deals. Commissioner Russell announced the following: She thanked all the firefighters for their efforts during the recent wildfires. Commissioner Benson announced the following: He reminded the public of adhering to The Brown Act and having an item that needs to be discussed placed on the agenda. Commissioner Katz announced the following: The Red Cross recently presented a “Pillow Case exercise” to Hermosa View School 2nd graders which taught them how to prepare for an emergency and what items to put into a pillow case. It was very successful and now the entire school will get the training. Kiwanis Club planted succulent plants in front of the police department. Program will be held on May 11 at city hall for residents to view the new trash bins and ask questions regarding the new trash service, Athens. An all hands meeting held on May 2 to meet Interim Police Chief PUBLIC PARTICIPATION Ethan Cole, 2601 The Strand, Hermosa Beach – Spoke regarding his business, Emergency Link. The company is an emergency response network which relays medical information to family when a medical emergency occurs. They will offer the service free of charge to Hermosa Beach residents. Registration information is available at www.emergencylink.com/hermosabeach Bob Johnson, Redondo Beach resident (mother lives at 23rd and The Strand in Hermosa Beach). Mr. Johnson introduced his business, Best Survival Products, which offers emergency kits, CERT supplies, and all survival and emergency supplies. They are interested in getting involved in any Hermosa Beach emergency preparedness events. Information is available at www.bestsurvivalproducts.com PRESENTATIONS None Page 3 of 6 1. APPROVAL OF MINUTES FROM THE MEETING OF MARCH 4, 2013. Motion by Commissioner Katz to approve the minutes from the meeting of March 4, 2013 as written, seconded by Commissioner Russell Vote: 6-0. 2. MONTHLY E-NEWSLETTER ARTICLE - TIP OF THE MONTH. The following eNewsletters will be posted on the City's website: a. Prepare For Your Pets Too b. Emergency Kits for Your Home, Work and Vehicles 3. REPORT BY WEBSITE SUBCOMMITTEE. Verbal report (Commissioner Benson). Commissioner Benson advised that he met with City Manager Bakaly to discuss the pages to be added to the website. Commissioner Benson will submit items to the city manager for approval, followed by posting to the website. 4. EARTHQUAKE UTILITY SHUT OFF VALVES. Verbal report (Commissioner Hartley). Commissioner Hartley withdrew this item from the agenda. 5. SENIOR CENTER EMERGENCY PREPAREDNESS. (Commissioners Katz). Commissioner Katz has no information regarding this topic at this time. 6. COMMUNITY PREPAREDNESS EVENT - HERMOSA PREPARED! (Commissioner Russell) Commissioner Russell Met with City Manager Bakaly. Event will be held on September 28, 2013. Tommy Thompson from the police department will assist. Details are being finalized. 7. REPORTS a. HERMOSA BEACH DISASTER SERVICES WORKERS (HBDSW) Jean Laurin of the HBDSW reported that Commissioner Hopkins was the guest speaker at the last meeting. Commissioner Hopkins spoke about Map Your Neighborhood. Jean invited all commissioners to the next meeting on May 21 at 7pm. The monthly HBDSW meetings will have a training topic. May’s meeting topic will be water and sanitation. Jean explained that the group is developing a Page 4 of 6 policies and procedures handbook which will be finalized June 22. Lloyd Ray will be the guest speaker for next meeting. Mr. Ray has experience with Hurricane Sandy and Katrina. HBDSW meetings are held every 3rd Tuesday of the month at 7pm in the EOC. Interested residents should complete the application and are welcomed to attend meetings. Information is available at www.hbdsw.org b. HERMOSA BEACH AMATEUR RADIO ASSOCIATION (HBARA REPORT AND EMERGENCY OPERATIONS CENTER (EOP UPDATE. Oral report from Commissioner Hartley, Founder HBARA. Commissioner Hartley advised Hearts of Hermosa will be using the internet connection at the EOC. A network engineer did some work to upgrade the Wi-Fi. There are two networks: one is a “guest” Wi-Fi and the second is separate one in the event of an emergency. Commissioner Hartley reported that Field Day is June 22 & 23 at which HBARA will be participating in the 24-hour event in the EOC. Jamboree Day will take place in October. c. OFFICE OF DISASTER MANAGEMENT - AREA G REPORT (South Bay Area of Los Angeles County). - Oral Report from Jeff Robinson, Executive Director. Jeff Robinson advised that with the recent wildfires the week began with wildfire preparedness week. He reminded everyone that home emergency preparedness is important. A resource management table top exercise will be held May 9, 2013 and will cover how to get resources. d. FIRE CHIEF REPORT i. CODERED UPDATE CodeRED Counts a. CODERED UPDATE – Chief Lantzer distributed the CodeRED Counts by quarter. b. Hermosa Beach Fire Department was part of the Springs Fire Strike Team in Camarillo. The strike team returned Saturday afternoon. Chief Lantzer reported that the city is currently in the middle of budget and the fire department will be replacing a fire engine and a rescue ambulance. c. ICMA STUDY PROCESS FOR POLICE & FIRE – Chief Lantzer reported that the International City/County Management Association (ICMA) will begin a study of Police & Fire/EMS Services. ICMA representatives will Page 5 of 6 conduct a site visit on June 10 & 11, 2013. The proposal includes public input and comment. Fire Department staffing was reduced in 2009 to aid in the budget shortfall and the study will review the causes of the decrease and the increased call volume since then. The study should be completed within four months of council approval which was April 23, 2013. Commissioner Hallett asked about placing CodeRED applications at the Hermosa Beach Firefighters Association booth during the upcoming Hermosa Beach Fiesta. Chief Lantzer will inquire with the association. Commissioner Benson asked for staffing numbers. Chief Lantzer explained that the department currently has five personnel on per shift, in administration with the Fire Chief and Administrative Assistant, who work a 40-hour work week. In 2008 six per shift and an Assistant Chief were budgeted. Commissioner Hopkins asked what will happen with the results from the ICMA study. Chief Lantzer explained that the process will include recommendations from the police and fire chiefs but ultimately final decisions are made by city council. Commissioner Katz commented that she visits Sunrise Assisted Living and the residents appreciate the police and fire personnel who speak to them on a regular basis, not only during an emergency situation. Commissioner Hartley asked about reimbursement for Strike Team deployment. Chief Lantzer commented that the city is reimbursed by the State within three to six months for personnel and fire engine costs. e. POLICE CHIEF REPORT a. POLICE CHIEF HIRING PROCESS/STATUS. i. Interim Chief McCrary reported that Avery & Consultants will be conducting the recruitment. The final filing date is June 15 with the assessment date held on July 15. The final list will be submitted to City Manager Bakaly by July 25, followed by a background investigation. The earliest date of candidate selection will be September, 2013. Commissioner Russell asked about an increase in crime in the city. Chief McCrary explained that Los Angeles County has recently enacted an early release program for low level criminal which has led to an increase in property crimes across the state. Hermosa Beach may be experiencing these types of crimes due to the early release. Commissioner Katz asked about the issue of the mentally disabled from Nevada being sent to Los Angeles. Chief McCrary stated that HBPD will deal with the issue at it occurs. Page 6 of 6 8. COMMISSION MEMBER REOUESTS FOR FUTURE AGENDA ITEMS.
