Following duty as an Army officer, John worked for Central Intelligence briefly and then returned to USC for his doctorate in public administration. Since 1976, he has taught at the University of Kansas, now as an Emeritus Professor. U.S. News and World Report has recognized the University of Kansas’ academic program in local government as the best in country. In addition to his academic work, John served on the Lawrence, Kansas (pop. 100,000), city council from 1991-1999, including two terms as the council’s mayor. In his different roles, John has been recognized as both “academic administrator of the year” and “elected official of the year.” In addition to his consulting work, annually he teaches in local government professional development programs at the University of North Carolina, University of Virginia, and University of Texas. He also serves as courtesy professor of practice for the Virginia Tech Certificate Program in Local Government.
