John Nalbandian
Facilitator Brief Bio:
John Nalbandian grew up in Hawthorne, attended Hawthorne High, and graduated with a BA and MA
from the University of Southern California. Following duty as an Army officer, John worked for Central
Intelligence briefly and then returned to USC for his doctorate in public administration. Since 1976, he
has taught at the University of Kansas, now as an Emeritus Professor. U.S. News and World Report has
recognized the University of Kansas’ academic program in local government as the best in country.
In addition to his academic work, John served on the Lawrence, Kansas (pop. 100,000), city council from
1991-1999, including two terms as the council’s mayor. In his different roles, John has been recognized
as both “academic administrator of the year” and “elected official of the year.” In addition to his
consulting work, annually he teaches in local government professional development programs at the
University of North Carolina, University of Virginia, and University of Texas. He also serves as
courtesy professor of practice for the Virginia Tech Certificate Program in Local Government.

MORNING – 8:00 AM
1. FORMS OF GOVERNMENT – ROLES AND RESPONSIBILITIES
This brief presentation will distinguish between mayor-council and council-manager forms of local
government and identify differences in roles and responsibilities in each.
2. HIGH PERFORMING GOVERNANCE – BRIDGING THE GAP BETWEEN POLITICAL
ACCEPTABILITY AND ADMINISTRATIVE SUSTAINABLITY
In a workshop style setting including a case study and several anecdotes, the concept of the gap
between political acceptability and administrative sustainability will be presented. “Political
astuteness” that facilitates bridging the gap focuses on an understanding (1) that political/policy
issues have no “correct” answers and are value laden where efficiency is just one of four values; and
(2) that while staff and governing body members use the same words to communicate with each
other, they actually speak different languages.

3. ATTRIBUTES OF HIGH PERFORMING COUNCIL
Governing body members will be asked to identify the attributes of a model high performing
governing body. And then members will be asked to identify what they think the governing body
should be doing more of/less to move in the direction of the model.
4. RELATIONSHIP BETWEEN GOVERNING BODY AND PROFESSIONAL STAFF
In this segment governing body members will be asked to think about a model relationship and
Identify what a governing body would need/expect from professional staff in order for
the governing body to do effective work.
Likewise, the professional staff will be asked to focus on a model relationship and to
identify what the staff would expect/need from the governing body in order for the staff
to do an effective job.
Then, each will be asked to identify what it is prepared to provide to the other in order
for the other to do an effective job.
The resultant matrix will constitute a “psychological contract” that can be used to facilitate
discussion of governing body-staff relationships and also for orientation of governing body
members and staff members.
