1. PUBLIC PARTICIPATION: Oral and Written communication to the Board and
the City Council
Although the City Council and Board value your comments, the Brown Act generally
prohibits the Council and Board from taking action on any matter not listed on the
posted agenda as a business item. The Council and Board may take action to
schedule issues raised in oral and written communications for a future agenda.
Citizens with comments regarding City management or departmental operations are
requested to submit those comments to the City Manager. Complaints regarding
School District employees must be dealt with in Closed Session, not in Public.
Comments from the public are limited to three minutes per speaker.

2015-2016 JOINT PROGRAMMING OPPORTUNITITES: CITY OF HERMOSA BEACH AND THE
HERMOSA BEACH CITY SCHOOL DISTRICT

Recommended Action:
Staff recommends that City Council and the Hermosa Beach City School District approve in concept
and direct staff to return with a cooperative agreement regarding the Hermosa Beach Youth
Enrichment program (HBYEP).
Background/Analysis:
The City and the School District are considering a cooperative agreement to share resources in order
to address the need for “Before”and “After School”Programs for students living within the City of
Hermosa Beach.
The proposed program under the Agreement will be named the “Hermosa Beach Youth
Enrichment Program” (HBYEP).
Under the Agreement,the Hermosa Beach Youth Enrichment Program will resolve many issues that
currently face the community, including:
•Waiting lists for the City’s P.A.R.K. After School Program
•2015-16 School District Kindergarten Schedule Changes (AM Class & PM Class)
•Maximum utilization of available space between the City & School District
The following chart details the recommended 2015-2016 Joint Programming Opportunities for School
Children within the Hermosa Beach School District.This program details a unified effort under the
Agreement which allows parents the opportunity to select childcare programs for their AM or PM
kindergarteners,as well as a variety of After School Programs ranging from homework-
based/tutoring to recreation and enrichment activities.

children total, at all times. This must be considered when reviewing registration requests.
The Hermosa Beach City School District shall make available the number of potential students to be
enrolled in Early Afternoon PM Program (12 -3PM)in order to finalize availability /space for other
afternoon programs.
Fiscal Implications:
Pricing needs to be established for each of these programs,and advertised to the community in a
proactive manner to gauge the demand of these services from the City/School District and the need
to continue to find additional space for students.
Prop A funds are available through the City to be applied towards transportation for the students.

CITY OF HERMOSA BEACH PROPOSED TRAFFIC STUDY

The City and the School District are both facing challenges with traffic and the negative impact that
increased traffic has had on the safety, health, welfare, and quality of life for all residents including
school children.
Recommended Action:
Staff recommends that City Council and the Hermosa Beach City School District support staff
recommendation to conduct a city wide traffic study.
Summary:
For many years there has been a trend of increased traffic throughout the city at all times of day.
Among other considerations contributing to this trend is an increase in the number of residents who
no longer commute to work outside of the city during traditional 9-5 hours and work irregular hours
from their homes. Traffic from the egress and ingress to commercial centers, recreation areas,
shops, beach access and schools have negatively impacted and become a potential safety threat to
pedestrians of all ages.
Since 2012, the Hermosa Beach School District has been studying the reopening of the district’s
North School Campus to alleviate overcrowding at Valley and View schools and the associated
traffic. Several joint Council/Board meetings have been held to discuss this issue. In November
2014, Measure Q was placed before the voters asking them to approve a bond to fund the
modernization or new construction and aging infrastructure of the district’s schools. The measure did
not pass the super majority of 55% and fell short by 32 votes.
Shortly after the November election, the Board ordered a post-election poll to identify the voter
arguments against Measure Q that needed to be mitigated prior to placing a future bond before the
voters. These variables were traffic flow, Valley Park, parking, building design/placement, cost,

grade level configuration, and other. On March 25, 2015, the Board conducted an Envisioning
Workshop where 100 residents participated in “creative chaos” to provide input on how these
variables might be mitigated. There were 7 criteria listed under the variable of Traffic Flow each
falling under the city’s jurisdiction.
Analysis:
A joint traffic study between the City and the District is an important component of the development of
the City’s Strategic Plan and the implementation of the District’s Long Range Facilities Master Plan.
Fiscal Implications:
Pricing needs to be established.
