STRATEGIC PLAN ACTION AGENDA QUARTERLY UPDATE
Recommendation:
That the City Council receive and file the Revised Action Agenda submitted by staff. Background:
On April 8th, 2014, the City Council approved the Hermosa Beach Strategic Plan which
included an action agenda itemizing the city’s 5-year goals for 2019. Centered on the tenants of a: Commitment to a Safe Community; Financially Sound City Government;
High Performing City Providing 1st Class Services; More Livable, Sustainable Beach City; with Enhanced Economic Development Through Revitalized Downtown and Entry
Corridors, the action agenda herein outlines policy and management priorities while serving as a status report for ongoing projects. Additionally, a central purpose of this report is to illustrate how the City Council’s 2019 strategic goals are in-line with year 2014/2015 goals and action items identified by staff. This agenda reflects the current
status of all projects as of June 1st, 2015.
Within the revised Strategic Plan Action Agenda, dark headings denote policy and management priorities identified by council. Below these, a comprehensive list of individual action items are outlined, along with a status report illustrating whether
projects are ‘completed’, ‘in-progress’, ‘ongoing’ or have not yet begun [blank].
Important to note, are the ‘revised due dates’ for ongoing projects. Furthermore, revisions in dates may reflect available resources. As this is a living document and a work-in-progress, it would be most-valuable to staff if Council were to focus attention on the Goals in bold.
It is the intent of staff to return to council on a quarterly basis with necessary updates and revisions to the action agenda.

Council-members,
First let me touch on the obvious. Tom has scheduled this "evaluation" on a Friday morning so
as few people as possible would show up to speak. This is yet another example of his poor management
skills.
Now let's revisit his poor management skills with regards to Public Records Requests and his
handling of the Chris Miller Incident. (Is this what we are officially calling it?) I do not have to remind you
how many PRR have been filed since 3.3.15. I lost count. This should be an alarm bell for everyone in our
city government that something has happened and the people want to get to the bottom of it. Let's
review shall we...
1- office Brunn lies to the chief about Chris Miller inciting a riot (I was in the street with him so I can say
this)
2- the chief looks at crappy B&W video WITHOUT audio and thinks this evidence is enough to condemn
Chris Miller and others
3- chief Papa oversteps her job description by sending a threatening and harassing letter to, none other
then Ken Hartley, spouting off about the future destroyed relationship between the PD and the
Chamber of Commerce unless action is taken against the notoriously violent and mob instigator, Chris
Miller. (sarcasm is mine)
4- Chris refuses to apologize for something that never happened. Rightfully so I might add...
5- Our city manager Tom Bakaly tells Chris to her face that she should just apologize. NOT very objective
as I pointed out in my email to everyone earlier today.
Tom also tells another activist in town that "someone has to teach Chris Miller a lesson." Also, far from
the objectivity that Tom spoke about at a recent council meeting.
6- all of the PRR dealing with this one event are still not met.
It would appear that Tom was/is in damage control. Assuming both he and the chief had seen the
channel 5 video of the events in question that actually was in color, had audio and a time stamp
matching the crappy surveillance video they based their crappy decisions on. This is not behavior any of
us would expect from a City Manager. Terrible leadership and terrible decision making skills.
Do I even need to re hash the passed couple of days where Tom magically found police reports that I
was told didn't exist? Numerous times I might add. Conveniently 2 days after a court hearing where
those documents were needed prove a point? Again with the PRR denials...these issues fall squarely in
the lap of our City Manager and I have yet to hear him once take responsibility for his actions. Had
council member Petty not been accused of lying about seeing one of these reports, it never would have
surfaced.
Should I even bother to file a PRR regarding the back and forth between Tom and Carolyn as to who was
lying about this issue? The HbPD or Carolyn? That would be a good read, but judging by past requests,
we, the public, would never see it.
These are my concerns with Tom's "evaluation". Again, had Tom not scheduled this at the worst
possible me time, perhaps I would have been there in person to speak.

Tom,
Let me start by saying how thoroughly disappointed I am in in your public performance in the
aftermath of the March 3rd election. I'm disturbed by your handling of the "Chris Miller
Incident" and your comments at a recent council meeting about your earned "objectivity"
(regarding oversight of the investigation) is hard to swallow based on the facts. It's difficult to
give you the credit you ask for in "managing" this investigation from an objective point of view
when you are already on record as having told Chris Miller very early on to "just apologize" to
the HBPD. This was well before any facts were in.
I am also disappointed, and downright dubious, about the latest news of police reports that are
claimed to have been recently just "found". This seems very convenient for the city considering
the police reports I requested, in the attached public records request, were never located. After
numerous attempts, Lt Thompson told me there was only one police report filed by Ken Hartley
and that was against me. (case #14-2465) Knowing that a council person had seen another report,
I pushed the Lt. to dig deeper and still received nothing.
These documents were part of a legal defense to show Ken's pattern of outright, systematic
harassment of outspoken anti oil activists and they were needed for a hearing on 5/29/15. I find it
dishonest and disingenuous that the city has located these police reports 2 days AFTER this
hearing.
Your performance in every matter pertaining to the aftermath of the 3.3.15 election could have
been handled in a much more transparent manner. Your statement that "someone has to teach
Chris Miller a lesson" is a perfect example of where you went wrong. Not to mention the stalling
tactics with Public Records Requests. The community who are following these antics are loosing
confidence in your ability to lead.
If you truly want the relationship between the city, the HBPD and the public to ease into a place
of mutual respect, Chief Papa and Officer Brunn must both be dismissed from their service to
this community. Moving forward, there must be an oversight committee that includes residents,
city leaders and police officers to explore options to improve relationships in the community.
Once again, I will suggest stripping the officers of their intimidating vehicles and weapons they
carry and have them walk their weekend beats. (some could use the exercise) They should
introduce themselves to residents, hand out cards so if someone has a concern, they have a face
connected to the dept. And pass out happy face stickers to kids. Then the officers can actually
crack a smile and not someone head.You will be surprised how quickly trust will be re built.

PS - I heard a vicious rumor that Mr. Hartley is back on the reserve police dept. I hope this isn't
true and look forward to you dispelling that crazy talk.

You filed a Public Records Act requesting “All complaints filed by Ken Hartley on 2014 & 2015.” In
searching our data bases, I was unable to find any other complaint filed by Mr. Hartley except for the report
filed in 2014 under DR#14-2465.
Regarding the second Public Records Act request requesting communications regarding case #14-2465. I am
in receipt of this request and will get back to you within the ten day requirement, which is 5/15/2015.

Even though I am out of the country, I want to go on record about how my disappointment is now
turning to anger over this kabuki being played out…what are you afraid of - why do you want to bury the
fact the City Manager has an evaluation coming up - why would you set it for Friday morning when the
public cannot attend?
And while I am at it…first the police chief is allowed to falsely accuse someone of something that never
happened then the City Manager admits it was a false accusation but continues the bogus waste of time
and money investigation by shifting the focus from Chris Miller to people like me who were on the patio
that night, documents mysteriously appear and disappear, Ken Hartley is treated like a king even though
he has been involved in stalking and terrorizing citizens, our police officers walk around in tactical gear
like a police state and on and on and on and on.
Really folks - you think this is acceptable behavior? Well it is not and now that the genie is out of the
bottle there’s no going back. Lies - deception - poor leadership…is this what you want YOUR legacy to
be? Remember all of you except for Tom (and Ann) are elected officials and we will not forget which
side you stood on…
This should have been over long ago - you should have called for open dialogue instead of hiding behind
the thin veil of the “law”…you should have had more respect for us, the residents - the people who
voted for you and who asked for our help. Instead you turned your backs (at least most of you did) until
you had to finally acknowledge us…you should have honored the constitution which says we are all
innocent until proven guilty. And you should have fired the liars…and you should have had some respect
for the positions you hold. Shameful.
