PUBLIC PARTICIPATION -- ORAL AND WRITTEN COMMUNICATIONS Page 3 City of Hermosa Beach Printed on 9/14/2023 September 19, 2023Planning Commission Regular Meeting Agenda This is the time for members of the public to address the Planning Commission on items within the Commission's jurisdiction not on this agenda; on items on this agenda as to which public comment will not be taken (Verbal Reports, Staff Items, Commissioner items, Consent Calendar items and Future Agenda Items); on written communications; and to request the removal of an item from the consent calendar. Public comments on the agenda items called Verbal Reports, Staff Items, Commissioner items, Consent Calendar items that are not pulled for separate consideration and Future Agenda Items will only be heard at this time. Further, comments on public hearing items are heard only during the public hearing. Members of the audience may also speak during discussion of items removed from the Consent Calendar for separate consideration and during Public Hearings. All comments from the public under this agenda item are limited to three minutes per speaker, but this time allotment may be reduced due to time constraints. CONSENT CALENDAR The following matters will be acted upon collectively with a single motion and vote to approve with the majority consent of the Planning Commission. Planning Commission members may orally register a negative vote on any consent calendar item without pulling the item for separate consideration prior to the vote on the consent calendar. There will be no separate discussion of these items unless a Commission member removes an item from the Consent Calendar prior to the vote on the consent calendar item. Items removed will be considered under a latter agenda item, with public comment permitted at that time. The title is deemed to be read and further reading waived of any resolution or ordinance listed on the consent calendar for introduction or adoption. MUNICIPAL MATTERS REPORT 23-0522 DISCUSSION OF ALCOHOL-RELATED VIOLATIONS AT PEDONE’S PIZZA AND FINE FOODS LOCATED AT 1332 HERMOSA AVENUE (Daniel Hortert Interim Senior Planner) Recommendation:Staff recommends that the Planning Commission discuss and provide direction on initiating a review of the Conditional Use Permit for Pedone's Pizza and Fine Foods, an existing restaurant with on-site alcohol consumption at 1332 Hermosa Avenue. PUBLIC HEARING Page 4 City of Hermosa Beach Printed on 9/14/2023 September 19, 2023Planning Commission Regular Meeting Agenda REPORT 23-0490 PRECISE DEVELOPMENT PLAN (PDP) 23-05 AND VESTING TENTATIVE PARCEL MAP (VTPM) NO. 84202 FOR A 234-SQUARE-FOOT ADDITION TO AN EXISTING CONDOMINIUM LOCATED AT 168 HILL STREET AND A DETERMINATION THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) (Assistant Planner Johnathon Masi) Recommendation:Staff recommends Planning Commission adopt Resolution No. 23-XX approving a Precise Development Plan (PDP 23-05) and Vesting Tentative Parcel Map (VTPM) No. 84202 for a 234-square-foot addition to an existing condominium unit at 168 Hill Street, and determine the project is exempt from the California Environmental Quality Act (CEQA). REPORT 23-0491 CONDITIONAL USE PERMIT (CUP) 23-07 REQUEST FOR A CONDITIONAL USE PERMIT AMENDMENT (CUP 23-07) TO MODIFY THE EXISTING TYPE 41 ON-SALE BEER & WINE - EATING PLACE LICENSE, TO A TYPE 47 ON-SALE GENERAL - EATING PLACE LICENSE, FOR THE SALE OF BEER, WINE, AND DISTILLED SPIRITS FOR THE CONSUMPTION ON THE LICENSE PREMISES, AND TO MODIFY THE FLOOR PLAN AT AN EXISTING RESTAURANT LOCATED AT 420-422 PIER AVENUE (ROCKEFELLER), AND TO MAKE THE DETERMINATION THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) (Assistant Planner Jake Whitney) Recommendation:Staff recommends that the Planning Commission 1. Adopt the resolution approving Conditional Use Permit 23-07 to modify the existing Type 41 On-Sale Beer & Wine - Eating Place license, to a Type 47 On-Sale General - Eating Place license, for the sale of beer, wine, and distilled spirits for consumption on the license premises, and to modify the floor plan at an existing restaurant located at 420-422 Pier Avenue (Rockefeller). 2. Make the determination that the project is categorically exempt from the California Environmental Quality Act (CEQA). REPORT 23-0557 CONSIDERATION AND RECOMMENDATION FOR GENERAL PLAN MAP CHANGE, ZONING CHANGE (ZC 23-01), AND ZONING TEXT AMENDMENT (TA23-02), TO EFFECTUATE PROGRAMS IN THE HOUSING ELEMENT, AND DETERMINATION THAT THE ACTIONS ARE CONSISTENT WITH THE PLAN HERMOSA FINAL ENVIRONMENTAL IMPACT REPORT PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (Community Development Director Carrie Tai) Page 5 City of Hermosa Beach Printed on 9/14/2023 September 19, 2023Planning Commission Regular Meeting Agenda Recommendation:Staff recommends the Planning Commission: 1. Receive a staff presentation; 2. Conduct a public hearing and solicit public comments; and 3. Adopt Resolutions recommending that the City Council adopt the General Plan Amendment Map Change (GPA 23-01), Zoning Text Amendment (TA 23-02) and Zone Change (ZC 23-01) to change the land use designation and zoning for certain sites to allow realization of housing capacity, align zoning on certain sites with the General Plan, designate Housing Element sites on the Zoning Map, and update the zoning ordinance to implement Housing Element policies. VIII. STAFF ITEMS a.REPORT 23-0467 ROTATION OF PLANNING COMMISSION CHAIR AND VICE CHAIR ON SEPTEMBER 1, 2023 (Administrative Assistant Melanie Bristow) Recommendation:Pursuant to Commission direction, the Chair and Vice Chair of the Planning Commission rotate every nine months. Stephen Izant served as Chair and Peter Hoffman served as Vice Chair from December 1, 2022 through August 31, 2023. On September 1, 2023, the Chair position rotated to Peter Hoffman and the Vice Chair position rotated to Marie Rice for the term of September 1, 2023 through May 31, 2024. b. VERBAL REPORT ON CITY COUNCIL ACTIONS c. STATUS REPORT ON MAJOR PLANNING PROJECTS d.REPORT 23-0535 PLANNING COMMISSION TENTATIVE FUTURE AGENDA (Community Development Director Carrie Tai) Recommendation:Staff recommends City Council receive and file the October 17, 2023 Planning Commission tentative future agenda. IX. COMMISSIONER ITEMS a. PLANNING COMMISSION COMMENTS Planning Commission members may briefly respond to public comments, may ask a question for clarification, or make a brief announcement or report on his or her own activities or meetings attended. b. FUTURE AGENDA ITEMS Requests from the Planning Commission for possible future agenda items and questions from Planning Commission members regarding the status of future agenda items. No discussion or debate of these requests shall be undertaken; the sole action is whether to schedule the item for consideration on a future agenda. No public comment will be taken. Planning Commission members should consider the city's work plan when considering new items. X.
