OWNER/APPLICANT:Isaac Laufer on behalf of SBL Development, LLC 11941 Prairie Avenue Hawthorne, CA 90250 Recommendation: To extend the expiration date of the Vesting Tentative Parcel Map No. 74236 for a two-unit residential condominium project one year, to April 18, 2020, by minute order. Background/Analysis: At the meeting of April 18, 2017, the Planning Commission approved a Conditional Use Permit, Precise Development Plan, and Vesting Tentative Parcel Map #74236 for a two-unit condominium project at 959 5th Street. The existing Conditional Use Permit, Precise Development Plan and associated Resolution remain in effect and will not be modified as a part of this extension. Once a Tentative Map is approved, the Final Map must be submitted and recorded before the Tentative Map expires. If the Final Map has not recorded and the subdivider does not timely request a time extension with the County Recorder, the subdivision approval expires. The applicant requires a valid Vesting Tentative Parcel Map in order to record their Final Map. The Final Map allows for separate ownership in the case of condominium units because the Final Map depicts dedications, owner’s statement and boundaries of new lots and easements. The Vesting Tentative Parcel Map No. 74236 is set to expire on April 18, 2019 (two years from the approval date). Building permits were issued January 30, 2019 and the construction is underway. The Final Map is being processed with the County Engineer for recordation. However, the Final Map will not be recorded prior to the expiration date. Therefore, the applicant is seeking a one year extension of the Tentative Map which will allow the engineers to proceed through recordation of the Final Map as explained in the attached letter.
