Re: Some history with respect to the original “approval” by the City Council (sitting in 2014)
which allowed the proposed ‘Strand & Pier Hotel / Retail / Restaurants’ developer to submit a
development application (kart-before-the-horse) which included a non-binding,
“consideration” , of the use of city properties, and to remind all that the developer, ‘Bolour
Associates Inc’, has been given no assurances by the city, and that the developer’s
application is strictly at the developer’s own risk and expense. “No guarantees.” Plus
additional of my comments.
Inclusions:

2 - Direct Internet-link to an isolated-clip of City Attorney Michael Jenkins speaking within the
above noted item regarding that there is “no guarantee” to the developer with respect to the

Following is the wording of the main item on this October 1, 2018 ‘Special Planning
Commission’ meeting’s agenda. Unfortunately at the time of this submittal, no other Internet
links or specific attached information, or staff reports, were provided by the Department of
Community Development with the agenda item.

Gentlemen, Ladies, City Officials, City staff, and others:

1. The following comments, and/or suggestions by me, are given freely, and they are
entirely my views and opinions on all that I've stated and provided herein.
2. Notwithstanding that this Public Hearing Item 5 (the specific item of this ‘Special
Planning Commission’ meeting agenda) concerns receiving information, and
commenting with respect to the Draft Environmental Impact Report (draft-EIR) for a
proposed ‘Strand and Pier” project, I am nonetheless herein providing some
comments and background for all to be reminded.
3. Too often, events move forward in Hermosa Beach that appear to be cast in stone,
due to their forward movement being so incredibly slow, or perhaps due to a perhaps
hidden agenda by some to make a proposal appear as if it’s an all but “done deal”,
and additionally with the Public, as well as some of those to be involved with granting
of any final approvals, losing all notion of the history of a proposal’s movement, and
thus with many believing the proposal is essentially already approved; I.e., that these
present events, hearings, etc., are merely steps in the final adjustment and approval
of same.
4. Nothing’s been approved for this essential obscene proposal. Nothing. At least
nothing out in the open. If that’s not true, someone needs to spell it all out for
everyone to know. Perhaps Councilman Hany Fangary can spell it out for all to know.
He seems to want people to believe he knows what’s going on with this developer’s
ugly proposal.
5. The bottom line at the present time, as I understand it, is that this massive, proposed
‘Strand & Pier Hotel / Retail / Restaurants’ proposal in fact has absolutely no
meaningful approvals, and that what has been submitted to date by the developer is
little more than a need-for-greed pipe-dream of the developer. I.e. a proposal simply
masquerading as something that is going to happen.
6. No one should make assumptions that this massive, proposed project is anywhere
close to being a ‘done-deal’. This ever-changing, over-the-top proposal is a long way
from that point, and further for the benefit of the city, never should reach that point.
7. Recently the rumor mill even has it that now the developer has given up the absurd
idea of building a two story basement parking garage (below sea-level) and now
expects to place virtually 100% of his required parking on city properties elsewhere.
This project gets more irrational by the day, especially if that’s true.
8. As a Structural Engineer by degree, I was actually very much looking forward to
viewing the construction of the foundation for this project, i.e., especially the huge
hole on the beachfront and construction of the necessary “bath tub” sealed foundation
with hundreds of pilings being needed further down below the 30 foot deep foundation
itself.

9. The foundation, I estimated, will need its base (below the lowest parking level) to have
a ten-foot thick mass of concrete and rebar (not including the foundation’s walls)
covering an approximately 40,000 sq-foot area, i.e., the footprint of this oversized
proposed complex. This due to the fact that otherwise, without considering all the
pilings and heavy-mass foundation, the entire structure would likely be unstable, and
float around like a boat, not to mention what would happen during an earthquake.
10. Thus as an old-fart, just being able to view the monumental big dig to remove the
well-over 5000 - 10-yard truckloads of sand, and the dealing with the sea-water-
intrusion during the big dig, and the foundation construction, would have been a very,
very interesting show for sure; Especially to place on YouTube.
11. Just the minimum 10-foot thick mat of concrete for the foundation’s base, down
somewhere at around a 30 foot necessary depth, would require some 14,800 cubic
yards of concrete, i.e. some one-thousand-three-hundred 12-yard truck-loads of
concrete, and not to mention the tremendous tonnage of reinforcement steel for that
mat of concrete, all likely necessary to help stabilize the building from floating out of
its depths.
12. Developers and even residential property buyers seem to always forget or bother to
take note that in Hermosa Beach, all of the properties west of Hermosa Avenue are
essentially situated on the beach itself. This is considerably different than in Redondo
Beach and especially in Manhattan Beach.
13. I suspect that at the time of the city’s early days, the need-for-greed, even back then,
had beach-front land owners subdividing the beach up into lots. That never should
have happened. It certainly would not happen today.
14. Anyway that the developer may now be expecting the City Council to provide
approvals for his parking via some esoteric scheme to park his pipe-dream mammoth
project, is absolutely beyond absurd for this small town. This is not Los Angeles, or
West Hollywood, or urban unincorporated areas of the county.
15. If the developer is wheeling and dealing with one or more of the city’s “Big Shot”
Hermosa politician councilmembers, than the developer has clearly “met the enemy”,
and it’s not the city councilmembers, it’s the “developer” for being so foolish.
16. I.e., since the “Mermaid estate properties” were purchased by the developer,
Hermosa Beach has been churning top personnel and is now some three City
Managers later, plus additionally, three Interim City Manager positions later, three
Public Works Directors later, no longer a city with its own Fire Department, and except
for one member of the City Council, having four members who had no participation
whatever in the original approval allowing the developer to move forward, completely
at the developer’s own risk and expense, on a proposal that city code and more does
not permit.

17. This developer, as did E&B with their oil drilling pipe-dream, perhaps bought a ‘pig in
a poke’ when this developer speculated by paying top-dollar for those non-residential
properties probably worth much less, in a tiny town that’s already packed together like
sardines in a can, and doesn’t particularly like outsiders coming in and pushing
everyone around, and even worse, seeing those inside wheeling and dealing with
outsiders on such nonsense proposals.
18. Nothing is worse than adding high-density hotels to a town already congested with
density especially at its beachfront. Hotels are the highest density use of property.
No one should be blinded by the perception of TOT. This plan could, with time,
quickly turn into a flop-house, as happened with the old once-sterling Biltmore hotel.
19. The developer purchased the properties (evidently as a speculation) and absolutely
has a right to maintain them, or redevelop them per the present laws of the city. The
developer is entitled to no more than any other property owner, as such.
20. That a handful of very misguided “big shot Hermosa politicians”, past and present,
old, too-old with fat-egos, or young, and some others desire to move instantly to
change the entire character of Hermosa’s historic tiny downtown, and in doing so,
significantly impact and damage the living environment of the other 97% of the city,
the residential part of this town, with one, two or possibly even three massive high-
density so-called “catalyst” projects is unconscionable, ignorant, and more than short-
sighted.
21. The environmental and quality-of-life impacts as a result of the developer’s obscene,
ever-changing development-proposal are incalculable, notwithstanding a draft-EIR,
and notwithstanding pages and pages of smoke and mirrors documents.
22. Having a tiny handful of property owners ending up controlling virtually the entire
downtown is also about the worst idea every concocted.
23. People have often compared Hermosa Beach to Huntington Beach. There is no
comparison. Huntington Beach is a massive inland as well as coastal city with Pacific
Coast Highway running right along the beach.
24. Hermosa Beach is little more than a 1.3 square mile beachfront town, virtually all
residential. It’s primarily a beach-town by day and a bedroom-community by night.
25. Trying to convert Hermosa Beach to primarily an adults-focused night-time
destination, which is what this high-density proposal will further accomplish, will only
expand the problems created by the extensive 1990s expansion of the late-night adult
bars impacts by prior city councils. It won’t now correct that problem. It will only fuel it
further.
26. Why else would two prominent bar operators have been among the only 3 who spoke
during the essentially secret, and innocuous City Council Municipal Matters Item 6-c,

back on July 29, 2014 City Council Meeting. The public was not made aware of that
over 2-hour matter in any significant manner? Intentionally?
27. All should not be fooled. Don’t be fooled. This proposal is all about a need-for-greed
of a few, and the expansion of the nighttime destination adult world of Hermosa’s
downtown bars district that’s already cost this city so much in quality-of-life and city
costs.
28. This is a massive, high-density, forever city-changing intrusive proposed
development. It’s definitely a proposed-project that, given all the approvals that will
be needed to be accomplished, will ultimately need to be voted on by the residents as
a package if there is even a scintilla of an honorable council present at that time.
29. No vote by 3, 4, or even 5 lay members of a City Council on such a sea change for
Hermosa Beach should be permitted with other than to place such package on the
ballot.
30. One of the present council members has apparently (given his on occasional
statements in meetings) has most-likely all but been in bed with the developer since
before the July 2014 City Council meeting approval for this developer.
31. Mr. Fangary clearly has, even if not technically illegal (in the view of the City
Attorney), a conflict of interest especially given his gross ethical conflict of interest
given that his wife’s family relations are apparently owners in some manner of
‘Pierside Properties, LLC’, i.e. owners of Loreto Plaza on the north side of Hermosa’s
Pier Plaza, approximately 51 Pier Avenue.
32. Mr. Fangary has a gross ethical conflict of interest, he knows it, and he should on his
own recuse himself from any involvement with projects within a 300-foot radius of Pier
Plaza. Instead he seems to be the one most interested in assisting and being
involved closely with the developer. It’s dead wrong and stinks beyond belief.
33. Is Mr. Fangary attending the Council’s closed session meetings regarding the
negotiations of the air-rights lease that Pierside Properties, LLC has over the city-
owned lot that’s between the two properties of Loreto Plaza? How outrageous would
that be if he’s involved with those negotiations, or aware of what is going on in such
negotiations?
34. With respect to the comparisons of the two surf cities, Hermosa Beach and
Huntington Beach, it’s well known that the residential voting base of this city has no
use for such a massive, high-impact, ultra-high-density monstrosity to be
overwhelming Hermosa’s small downtown. HERMOSA BEACH IS NOT
HUNTINGTON BEACH WHEREAT PACIFIC COAST HIGHWAY RUNS ALONG
ITS BEACHFRONT. HUNTINGTON BEACH HAS ALREADY DESTROYED
THEIR FORMER BEACHFRONT TOWN.

35. Is that what Hermosa Beach is going to now accomplish. Just look at the obscene
“Plastic-ville” developments that Huntington Beach permitted to replace their former
“surf city” beachfront area.
Huntington Beach’s former surf city (Their Pier Avenue as seen from their ocean pier
looking inland. (Is this the hi-density “Plastic-Ville” crapola to be coming to
Hermosa Beach’s downtown?) Such tacky, height-of-ugliness crapola belongs-
not in any small beachfront community, let alone Hermosa Beach.
36. Hotel TOT revenue notwithstanding (and which revenue will of course be eaten alive
by increased city bureaucracy, and costly quality-of-life impacts and degradation to
the growth of residential property values), this current proposal is clearly beyond
insane, ill-advised, foolish and more than irrational.
37. The first proposal from the current developer, some five years ago was also for the
largest land-aggregation project that’s ever been constructed in city, west of Valley
Drive.
38. At the time it was apparent he desired to build not only this humongous land-
encompassing project, but also have it being 45-feet tall, some 50% above the
downtown’s already too-high height limit of 30-feet. The developer proposed moving
forward, and having the downtown height-limit for the developer’s project raised to 45
feet via the developer’s own qualifying and placing of a people’s initiative on the
ballot.
39. It wasn’t long after that, that the developer received approvals (July 29, 2014) to
submit a development application that included consideration of using city properties
and easements, such as building on Beach Drive, and using Parking Lot-B west of the
“Bijou” building, that the developer got religion and realized that there was not a
snowball’s chance in Hell of convincing the city’s voters to approve raising the height
to 45-feet, especially given that Manhattan Beach’s downtown height limit is just 26-
feet and then given that their much smaller Shade Hotel at Valley Drive was itself built
to their 26 feet limit and with nothing above the height limit.

40. All Planning Commissioners and City Council Members need to review again the 2-hr
3-min, July 29, 2014 item 6-c video clip via the direct link I’m providing below.
41. Note that City Attorney Jenkins spoke in detail about three or four times during the
Item’s discussion; however his first detailed comment of a few minutes is especially
important for all to view.
42. Following then is a direct Granicus link to just the clip with City Attorney
Jenkins addressing the Council with respect to the agreement the Council was
to be approving. All should view this brief clip. Reload as necessary if you get

44. Also do view the current ‘Bolour Associates Inc’ developments that they are involved
with at their website link below. Their projects appear to be mostly maxed-out, boxy-
high-density (essentially of shipping container modular) designs.
45. Boxy, high-density designs, seem to be a hallmark of this developer’s major projects.
46. Such high-density high-impact stuff definitely does not belong in Hermosa Beach!
Bolour and Associates would best build to the present generous city codes on their
own property and fully park their designs as other developers do, on their own
property, and by doing so help to lower density in Hermosa Beach rather than adding
to the city more un-needed high density, traffic generating and need-for-greed
crapola. Life is too short for such a high-density need-for-greed, approach.

Meeting. Minutes were much more detailed than this clip, in years before 2014.
Minutes were already being watered down to nothing prior to 2014. That this is all
there is in the Minutes of the over 2-hour significant item is just another disgrace
brought about by Hermosa City Councils of the last decade especially. (Note: There
apparently is/are contained therein, Minutes-typo(s) in the spelling of ‘Bolour
Associates Inc’?)

Subject:I Support The Strand and Pier Development in Hermosa Beach
Dear Ken,
I support Bolour Associates proposal to develop a 100-room hotel at 11 and 19 Pier Avenue, 1250-1272 The Strand
& 20, 30, and 32 13th Street, in downtown Hermosa Beach.
I appreciate the willingness of the developer to initiate dialogue with local residents and stakeholders, as well as with
neighborhood organizations. The project will be an iconic and much needed addition to the Hermosa Beach Strand and
Pier Plaza, with multiple restaurants, public facilities, and panoramic rooftop lounges.
The developer has designed a project that meets or exceeds the zoning code requirements with the latest in green
building techniques and strategies. The project will also be sustainably designed to encourage biking, pedestrian
activity, and alternative modes of transportation.

There have been no approval for this project as of today and this EIR is what the applicant would like to build.

Dear City Council Members, City Planners and City Clerk:
We are Hermosa Beach residents whose home is on Manhattan Avenue just off (south) of Gould. The traffic along
Gould and Manhattan Avenue has significantly increased since our purchase of this home only three years ago. Yet,
we have learned that developer, Bolour, along with its “team” Provenance Hotels based in Portland and Hill Glazier
architects, have planned a large-scale development including a 111 Room hotel called Strand & Pier, the traffic related
to which will significantly impact us and our neighbors to varying degrees over not only the long construction period
but also the ling-term once the hotel is open and operating. As such, the traffic mitigation requirements for a project of
this scale for our small beach community must be taken very, very seriously and you are the custodians of that on
behalf of the residents who elected and who support you and our community.
Taking the construction period first, I read that the EIR proposes construction trucks’ route to the hotel will be from
the 405 freeway down Gould/ 27th (see pages 2-37). How is that even a consideration? Gould is a narrow single lane
west and east road that is not adequate to bear the traffic and weight in the shorter run (during construction) or
indefinitely (once the hotel is open and operating) of large construction trucks and cranes.
Moreover and more importantly, the four-way stop sign at the corner of our street (Manhattan Avenue and Gould) is
one of THE MOST dangerous intersections in our City. Cars do not stop, and we fear for my children’s’ lives already
as they try to cross this street by foot, skateboard or bike. We fear for our own safety and we walk or drive this
intersection daily, several times a day.
Furthermore, the EIR indicates the developer/contractor are proposing that large, heavy, noisy concrete trucks can and
should be routed down Gould/27th from 7pm- 3am!!!!! This nothing short of an outrage. The noise pollution at this
intersection of Hermosa Beach is already so high that sleeping is nearly impossible. Impairing our right to quiet
enjoyment of our residences and putting at risk our health and our safety by even considering permitting large
construction vehicles along this small, narrow downhill-sloped road through the night is just impossible to
comprehend.

An EIR - by definition - is required so that the environmental impacts of development projects are considered so that
the least impact and the highest mitigation are determined. Again - this is an outrage - and possibly illegal. Per CEQA -
YOU - as members of the state and local agencies approving such projects - are REQUIRED to identify the significant
environmental impacts and avoid or mitigate those impacts. They don’t get much more significant than this.
The EIR also notes that these type of trucks would not only be present for a long construction period ... but we’ll
beyond ... in fact, in essence FOREVER - for the ongoing operation of the hotel for daily deliveries, etc.
This is a huge burden that would unfairly impact, disrupt, and cause direct harm to the he tax paying residents of
Hermosa Beach, while also likely impairing the value of our properties.
PCH to Herondo - a large wide street with no street facing residences - or Pier Avenue - a commercial thoroughfare -
EACH are more proximate and provide DIRECT access to the Hotel construction site and the ultimate Hotel operating
location. These routes avoid residential areas and should have been those considered in this EIR.
Our outrage and opposition cannot be stated strongly enough and we urge to to immediately reject this EIR.

Good day Planning Commission,
My name is Dennis Jarvis Founder/CEO of Spyder Surf based in Hermosa beach. Myself and my partner
Richard O’Reilly would like to weigh in on the concept of parking loss in such a devastating way.
We have just learned that the New Hotel; STRAND AND PIER is asking to have the usage of lot “B” for a total of
30 months for staging and other construction uses. This does NOT sit well with the Businesses on the Plaza where
Drive up traffic, within close proximity, is key to our success. As limited as that is, it is key to keeping our doors open.
I have discussed the new Hotel with many in our industry (action sports), from Presidents of major companies
to sales reps as there was a Hotel built in Venture near a similar kind of district. I was told that 60% of the local
businesses that were in the area went out of business during the construction of the hotel. That scares the you know
what out of us and our staff.
I personally also have spoken with a few construction companies and engineers/Architects that have done
construction similar in nature. They all stated that the least distractive manner to accomplish any type of build of this
magnitude, the parking situation must fall on the builders and owners of the build, in this case the Strand and Pier
owners and investors. There is a way to mitigate the negative effects of this giant build‐out, the construction
company simply uses the space as it becomes available. Meaning after stage 1 is finished, the construction will use
the total space to park their workers and materials, as they move to stage 2 they move their “camp” to the next open
space until they are at the last stage in which they can use pedestrian parking for a very limited time. It has and does
work, as per my contacts.
I can also open the idea up that we should look into usage of the Pier Ave. “Black street" (formally called the
Plaza) as it was originally intended, give us our parking back, even if it just during the construction period. Destination
parking is paramount in any business and when you took that away from us, it too 6 years to get anywhere near our
numbers. I would hope that STRAND and PIER would be able to help with the costs of opening the Parking back up, it
would be a source of revenue for the city with a 2 hour parking limit and hopefully keep us from falling the way of all
those businesses in Ventura as few years ago.
