Written materials distributed to the Planning Commission within 72 hours
of the Planning Commission meeting are available for public inspection immediately
upon distribution in the Community Development Department during normal business hours
from Monday through Thursday, 7:00 a.m. - 6:00 p.m. and on the City's website.
Final determinations of the Planning Commission may be appealed to the City Council within 10 days
of the next regular City Council meeting date. If the 10th day falls on a Friday or City holiday, the appeal
deadline is extended to the next City business day. Appeals shall be in written form and filed with the
City Clerk's office, accompanied by an appeal fee. The City Clerk will set the appeal for public hearing
before the City of Hermosa Beach City Council at the earliest date possible.
If you challenge any City of Hermosa Beach decision in court, you may be limited to raising only those
issues you or someone else raised at the public hearing described on this agenda, or in a written
correspondence delivered to the Planning Commission at, or prior to, the public hearing.

6. PDP 16-6 / CUP16-2 / PARK 16-7 -- Precise Development Plan to allow a food and beverage market (Lazy Acres Market) within an existing 29,653 square foot building at 2510 Pacific
Coast Highway (currently Hope Chapel Youth Center), Conditional Use Permit for outdoor dining accessory to the proposed food and beverage market; and a Parking Plan to allow parking requirements to be met with a shared parking arrangement with the two adjacent
buildings at 950 Artesia Boulevard (currently a multi-tenant office building) and 2420 Pacific

Coast Highway (currently Hope Chapel Church) and the parking lot currently used by Hope
Chapel at 2306 Pacific Coast Highway; and adoption of the Mitigated Negative Declaration

Tentative Parcel Map No. 74291 for a two-unit condominium project at 945 7th Street, and
determination that the project is categorically exempt from the California Environmental Quality Act.
Staff Recommended Action: To adopt the resolution approving the Conditional Use Permit, Precise Development Plan, and Vesting Tentative Parcel Map #74035 for a two-unit detached condominium project subject to conditions and determine the project is categorically exempt
from the California Environmental Quality Act (CEQA).

ACTION: To adopt the resolution, as amended below, approving subject condominium project
and determine the project is categorically exempt from the California Environmental Quality
Act: 1. Section 5, No. 4, last sentence should read “…and one two guest parking spaces is are
provided for Unit B.”
2. Section 5, No. 7, last sentence should read “However, allowance for theThe new curb on 8th Street for Unit B is consistent with City decisions pertaining to residential
development will also result in the loss of one on-street parking space on 8th Street.
Therefore, one additional guest parking space is provided for Unit B for the loss in one on-street parking space from 8th Street and to comply with Section 17.44.020.”
3. Section 6, No. 13, last sentence should read “…and Unit B provides one two guest parking
spaces accessed from 8th Street.” 4. Section 7, Condition 3.b), first sentence should read “Seven (7)Eight (8) parking spaces

(continued from the November 15, 2016 meeting). Staff Recommended Action: To adopt the resolution recommending the City Council adopt a text amendment to regulate short term rentals in existing nonconforming residential units
located in commercial zoning districts, and determine the project is not subject to the California Environmental Quality Act.

commercial office building with payment of in-lieu of on-site parking and confirmation that all proposed alterations are minor at 906-910 Hermosa Avenue.
Staff Recommended Action: To deny by Minute Order the request to extend the expiration
date of the Conditional Use Permit, Precise Development Plan and Parking Plan for a 16,708 square foot commercial office building by 60 days, to March 1, 2017 and confirm that all
proposed alterations are minor.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Hermosa Beach shall hold a public
hearing on Tuesday, January 17, 2017, to consider the following:
1. Reinstatement of an expired Vesting Tentative Parcel Map No. 72883 for a 2-unit condominium project at
605 – 607 Longfellow Avenue, and determination that the project is categorically exempt from the California
Environmental Quality Act.

By approving the reinstatement, the expiration date of the Tentative Parcel Map No. 72883 will be
January 17, 2019.
Background:
Tentative Parcel Map No. 72883 for a two-unit condominium project at 605-607 Longfellow Avenue
expired on July 15, 2016 and the applicant has applied for reinstatement. The units are currently
under construction and the existing Conditional Use Permit 14-7 and Precise Development Plan 14-8
remain in effect and will not be modified as a part of this reinstatement.
The reinstatement of an expired Tentative Parcel Map is Categorically Exempt from the California
Environmental Quality Act under Section 15315 related to minor land divisions.
Analysis:
Subdivision Map: The 5,009 square foot lot with a 50-foot street frontage is consistent with
prevailing lot sizes and lot frontages within the same zone and General Plan designation in the
vicinity, and thus complies with the City’s Subdivision Ordinance (Section 16.08.060). The project has
previously been conditioned upon payment of Park and Recreation Area Dedication fees for both
units as there is inadequate area on-site for land dedication per Section 16.12.040.
Utilities provided serve the existing development, and capacity exists for public water, sewers, storm
drains and utilities to serve the increased density. The plans approved by Planning Commission on

July 15, 2014 were reviewed by the Fire Department, Public Works Department and Building
Division, and no major concerns were identified.
The reinstatement of the subdivision and improvements are compliant with Section 16.08.070 and
are not likely to cause serious public health problems within the proposed subdivision. Design of the
subdivision remains compatible and consistent with applicable elements of the City’s General Plan as
addressed above, and remains compatible with the immediate residential environment.
Summary:
Staff has determined that the reinstatement of expired Tentative Parcel Map No. 72883 for a two-unit
condominium project at 605-607 Longfellow Avenue, as previously conditioned through P.C.
Resolution 14-12, remains consistent with the General Plan, zoning code, subdivision laws and other
relevant provisions of the Municipal Code. Therefore, Staff recommends that Planning Commission
adopt the attached Resolution approving the reinstatement of an expired Tentative Parcel Map No.
72883 for a two-unit condominium project at 605-607 Longfellow Avenue, and determination that the
project is categorically exempt from the California Environmental Quality Act (CEQA).
By approving the reinstatement, the expiration date of the Tentative Parcel Map No. 72883 will be
January 17, 2019.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A TENTATIVE PARCEL MAP #72883 FOR A TWO-UNIT CONDOMINIUM PROJECT, AT 605-607 LONGFELLOW AVENUE, LEGALLY DESCRIBED AS LOTS 59 AND 60, SOUTHERN CALIFORNIA CONVENTION HALL AND MARINE VIEW PARK, AS PER MAP RECORDED IN BOOK 18, PAGES 2 AND 3 OF MAPS IN THE OFFICE OF THE COUNTY RECORDER OF LOS ANGELES, CITY OF HERMOSA BEACH.
The Planning Commission of the City of Hermosa Beach does hereby resolve and order as follows:
Section 1. An application was filed by HBL Development, LLC, owner of real property
located at 605-607 Longfellow Avenue, seeking reinstatement of expired Tentative Parcel Map
No. 72883 for a two-unit condominium project.
Section 2. The Planning Commission conducted a duly noticed public hearing to consider
the subject application on January 17, 2017, at which testimony and evidence, both written and
oral, was presented to and considered by the Planning Commission.
Section 3. Based on evidence received at the public hearing, the Planning Commission
makes the following factual findings:
1. July 15, 2014, the Planning Commission approved a Conditional Use Permit, Precise
Development Plan, and Tentative Parcel Map No. 72883 for a two-unit condominium project.
2. The Tentative Parcel Map expired on July 15, 2016 and must be reinstated before a
Final Parcel Map can be approved by the City and recorded with the County.
Section 4. Based on the foregoing factual findings, the Planning Commission makes the
following findings pertaining to the application for a Tentative Parcel Map:
1. Design of the proposed subdivision is compatible and consistent with applicable elements
of the City’s General Plan and specific plans, and is compatible with the immediate environment;
2. The site is zoned Limited Multiple Family Residential (R-2B) and is physically suitable
for the type and density of the proposed development;
3. The subdivision or types of improvements are not likely to cause serious public health
problems;
4. The subdivision or type of improvements will not conflict with easements, acquired by
the public at large, for access through or use of property within the proposed subdivision;
5. The project, as conditioned, will conform to all zoning and condominium laws and criteria
and will be compatible with neighboring residential properties;

6. The project is Categorically Exempt from the requirement for an environmental
assessment, pursuant to the California Environmental Quality Act Guidelines, Section 15303(b)
and 15315 with the finding that the project is in an area with available services and has an
average slope of less than 20 percent.
Section 5. Based on the foregoing, the Planning Commission hereby approves the subject
Tentative Parcel Map subject to the following Conditions of Approval:
1. The Tentative Parcel Map shall be null and void twenty-four months from the date
of approval unless the map is finaled and the project implemented. The applicant
may apply in writing for an extension of time to the Planning Commission prior to
the date of expiration.
2. Prior to approval of the Final Map, and prior to issuance of a Certificate of
Occupancy, outstanding assessments must either be paid in full or apportioned to
any newly created parcels. Notice of same shall be provided to the Community
Development Director. Assessment payoff amounts may be obtained by calling the
City’s Assessment Administrator at (800) 755-6864. Applications for apportionment
may be obtained in the Public Works Department.
Section 6. Pursuant to the Code of Civil Procedure Section 1094.6, any legal challenge to
the decision of the Planning Commission, after a formal appeal to the City Council, must be made
within 90 days after the final decision by the City Council.

Background:
Tentative Parcel Map No. 73031 for a two-unit condominium project at 609-611 Longfellow Avenue
expired on September 16, 2016 and the applicant has applied for reinstatement. The units are
currently under construction and the existing Conditional Use Permit 14-13 and Precise Development
Plan 14-20 remain in effect and will not be modified as a part of this reinstatement.
The reinstatement of an expired Tentative Parcel Map is Categorically Exempt from the California
Environmental Quality Act under Section 15315 related to minor land divisions.
Analysis:
Subdivision Map: The 5,008 square foot lot with a 50- foot street frontage is consistent with
prevailing lot sizes and lot frontages within the same zone and General Plan designation in the
vicinity, and thus complies with the City’s Subdivision Ordinance (Section 16.08.060). The project has
previously been conditioned upon payment of Park and Recreation Area Dedication fees for both
units as there is inadequate area on-site for land dedication per Section 16.12.040.
Utilities provided serve the existing development, and capacity exists for public water, sewers, storm

Summary:
Staff has determined that the reinstatement of expired Tentative Parcel Map No. 73031 for a two-unit

Resolution 14-23, remains consistent with the General Plan, zoning code, subdivision laws and other
relevant provisions of the Municipal Code. Therefore, Staff recommends that Planning Commission

Section 2. The Planning Commission conducted a duly noticed public hearing to consider
the subject application on January 17, 2017, at which testimony and evidence, both written and
oral, was presented to and considered by the Planning Commission.
Section 3. Based on evidence received at the public hearing, the Planning Commission
makes the following factual findings:
1. On September 16, 2014, the Planning Commission approved a Conditional Use Permit,
Precise Development Plan, and Tentative Parcel Map No. 72886 for a two-unit condominium
project.
2. The Tentative Parcel Map expired on September 16, 2016 and must be reinstated
before a Final Parcel Map can be approved by the City and recorded with the County.
Section 4. Based on the foregoing factual findings, the Planning Commission makes the
following findings pertaining to the application for a Tentative Parcel Map:
1. Design of the proposed subdivision is compatible and consistent with applicable elements
of the City’s General Plan and specific plans, and is compatible with the immediate environment;
2. The site is zoned Two-Family Residential (R-2) and is physically suitable for the type and
density of the proposed development;
3. The subdivision or types of improvements are not likely to cause serious public health
problems;
4. The subdivision or type of improvements will not conflict with easements, acquired by
the public at large, for access through or use of property within the proposed subdivision;
5. The project, as conditioned, will conform to all zoning and condominium laws and criteria
and will be compatible with neighboring residential properties;

6. The project is Categorically Exempt from the requirement for an environmental
assessment, pursuant to the California Environmental Quality Act Guidelines, Section 15303(b)
and 15315 with the finding that the project is in an area with available services and has an
average slope of less than 20 percent.
Section 5. Based on the foregoing, the Planning Commission hereby approves the subject
Tentative Parcel Map subject to the following Conditions of Approval:
1. The Tentative Parcel Map shall be null and void twenty-four months from the date
of approval unless the map is finaled and the project implemented. The applicant
may apply in writing for an extension of time to the Planning Commission prior to
the date of expiration.
2. Prior to approval of the Final Map, and prior to issuance of a Certificate of
Occupancy, outstanding assessments must either be paid in full or apportioned to
any newly created parcels. Notice of same shall be provided to the Community
Development Director. Assessment payoff amounts may be obtained by calling the
City’s Assessment Administrator at (800) 755-6864. Applications for apportionment
may be obtained in the Public Works Department.
Section 6. Pursuant to the Code of Civil Procedure Section 1094.6, any legal challenge to
the decision of the Planning Commission, after a formal appeal to the City Council, must be made
within 90 days after the final decision by the City Council.
