Written materials distributed to the Planning Commission within 72 hours
of the Planning Commission meeting are available for public inspection immediately
upon distribution in the Community Development Department during normal business hours

Final determinations of the Planning Commission may be appealed to the City Council within
10 days of the next regular City Council meeting date. If the 10th day falls on a Friday
or City holiday, the appeal deadline is extended to the next City business day.
Appeals shall be in written form and filed with the City Clerk's office, accompanied by
an appeal fee. The City Clerk will set the appeal for public hearing before
the City of Hermosa Beach City Council at the earliest date possible.
If you challenge any City of Hermosa Beach decision in court, you may be limited

6. C-36 – Discussion of the Semi-Annual on-sale alcohol beverage CUP review

Staff Recommended Action: 1. Direct staff to provide the semi-annual CUP review staff
report with the February and August agenda packets as an informational item, and
schedule the reviews in March and September. 2. Confirm that the code enforcement
data template is appropriate. 3. Direct staff to provide the prior semi-annual review
report with each report.

7. TEXT14-4-- Text amendment to the Municipal Code to modify provisions relating to the definition
and standards for restaurants, bars, places with live entertainment, and on-sale alcoholic beverage

amendments for consistency and determination that the project is exempt for the California

8. TEXT14-5-- Text amendment to the Municipal Code to consider adding provisions to allow and
regulate retail sales/display encroachments on Pier Plaza and related amendments for
consistency and determination that the project is exempt for the California Environmental
Quality Act.
Staff Recommended Action: Provide direction to staff concerning allowance for outdoor
retail sales/display encroachment areas subject to an encroachment permit
addressing the topics outlined and continue the matter to December 3, 2014, directing
staff to return with a text amendment.

9. S-21#15 -- To determine whether a convex slope condition exists and whether alternative

American Junkie prides itself on its commitment to providing good food and an energetic
entertainment venue. And, American Junkie is equally committed and has worked hard
to become a vital member of the Hermosa Beach community. It understands and shares
the strong interest held by the City of Hermosa Beach in insuring that the Pier is a robust
area that is safe for all visitors. Towards that end, ownership and staff have worked
closely with your Police Department and greatly appreciate the working relationship that
has developed. We thank both Chief Papa along with Lieutenant Thompson for offering
their input on how American Junkie can further enhance its standing in the community
and contribute to a prospering and vibrant Pier.
It bears noting that just yesterday I was able to meet with Lt. Thompson, Community
Development Director Ken Robertson along with Code Enforcement Officer Estela Hill.
This meeting was initiated by American Junkie several weeks ago as part of its proactive
efforts to ensure that the restaurant is meeting the expectations of the City, so that we can
address any issues that are brought to our attention.
As you know, American Junkie is an established restaurant subject to a conditional use
permit issued by Planning Commission Resolution No. 96-23 on June 18, 1996. That
conditional use permit specifically allows for live entertainment, dancing and outdoor
seating. American Junkie is the largest establishment on the Hermosa Beach Pier and
totals 6700 sq. ft. — 900 sq. ft. is the exterior patio and 5800 sq. ft. of interior space. It has
approximately 100 employees with a total capacity of 366. American Junkie serves
approximately 3,500 visitors to the Pier per week and roughly 91,000 customers every six
months. American Junkie is dedicated to providing a fantastic venue and towards that end
has invested substantially in this business based on its land use entitlement expending
upwards of $700,000 in remodeling the space. Those efforts are not static and American
Junkie continues to improve the property to ensure it is able to comply with all of its
safety and code obligations while providing a invigorated venue for its patrons.
In addition to investing in its building, American Junkie has also expended significant
resources to maintain a highly qualified staff. American Junkie is mindful of the need for
.solid employees who are properly trained and can make sure that the dining and
entertainment environment is both safe and fun for all. It employs only licensed security
guards, who train with its security manager, and ensures that each guard is familiar with
the established security plan. A copy of American Junkie's security plan is attached.
Additionally, American Junkie requires that all its bartenders and servers take Licensee
Education on Alcohol and Drugs (L.E.A.D.) and Responsible Beverage Service training
as outlined by the California Department of Alcoholic Beverage Control. It is of
paramount importance to American Junkie's operations that staff have the requisite tools
to spot potentially intoxicated customers and know the pertinent Alcoholic Beverage
Control (ABC) rules and regulations. Similarly, American Junkie employs a strict dress
code after 9:00 pm on Friday and Saturday nights.

American Junkie has recently taken several additional steps in response to concerns
noted by Code Enforcement Officer Estrela Hill including:
• Obtaining a new rollup door that will be installed on the front face of
American Junkie that borders the Pier. This will be closed at all times
when there is live music and will alleviate any noise issues. This new
roll up door, which required an approximately $18,000 expenditure, will
be installed during the week of October 27, 2014 and will provide a
sound barrier at the front of the restaurant. We have already obtained
the approved building permit for this door.
• Instituting a policy that the security guard stationed at the door will be
charged with monitoring the waiting line to make sure that the queue
does not cross into the center of the pier but instead runs in an easterly
direction along the fence fronting American Junkie. Should the line
grow beyond our fence then we will have the line double back and that
way make sure that the line does not extend past any other business. We
will task the security guard stationed at the door to interface with Code
Enforcement Officer Hill and other City staff to make sure that the entry
line is properly managed and maintained.
American Junkie just received in the last 24 hours copies of the two (2) redacted police
reports that are referenced in the Commission's staff report being considered here this
evening. American Junkie routinely maintains bar incident reports at its restaurant and
pulled our records to understand the circumstances of these incidents. Our initial
investigation reveals that both of these incidents were based on circumstances wherein
American Junkie staff e~ibited sound judgment and made sure adequate security
measures were at play. American Junkie understands that Chief Papa shares this view
and that no supplemental review is warranted. We would also note that American
Junkie has an established solid relationship with the Police Department and that due to
its location on the entrance to the pier on the weekends it is routine for several patrol
cars and at least 2 or more uniformed officers to be stationed right in front of the
restaurant. This allows for immediate police involvement should circumstances ensue
and does not signify a lack of adequate security measures. American Junkie
understands that the Police Department encourages that it reach out and call for
service; it would be contrary to that directive to then use these two incidents to request
additional examination of American Junkie's conditional use permit.

American Junkie prides itself on being a good business and community member and
takes the safety of all its patrons very seriously. We ask for your careful consideration
of the information offered both verbally and in writing at the Commission meeting and
urge your finding that there is no basis to move forward with a further review for
American Junkie. Should the Commission be of a different mind we would respectfully
ask for a modest continuance so we can have an opportunity to more closely review the
two police reports that were just recently made available to us and investigate same.

• EMPLOYEES WILL STAY ON AMERICAN JUNKIE PROPERTY WHILE CLOCKED IN AND IN
UNIFORM. LEAVING THE PROPERTY IS GROUNDS FOR SUSPENSION AND/OR TERMINATION.
• OUR STAFF WILL ENSURE THE REDUCTION OF NOISE POLLUTION FROM
OUR ESTABLISHMENT.
• NO DOORS OR WINDOWS WILL REMAIN OPEN DURING NIGHT TIME HOURS.
• SECURITY WILL BE STATIONED AT THE PATIO DOOR AND THE FRONT ENTRANCE
MAKING SURE THE DOORS ARE ONLY OPENED TO ALLOW GUESTS IN AND OUT
AND ARE CLOSED IMMEDIATELY AFTER.
• AT CLOSING THREE SECURITY GUARDS WILL USHER PATRONS TOWARD THE FRONT IN
A POLITE MANNER WHILE TWO MEN MAINTAIN A CLEAR FIRE LANE ON THE EAST
SIDE.
• EVERY MEMBER OF OUR STAFF IS RESPONSIBLE FOR WATCHING FOR OVER
INTOXICATED PEOPLE. ALL BARTENDERS ARE RBS TRAINED TO RECOGNIZE WHEN A
PATRON SEEMS OVER INTOXICATED AND WILL NOTIFY SECURITY TO HAVE THEM ESCORTED
OUT. IF THERE ARE ANY QUESTIONS REGARDING GUESTS ENTRANCE, SECURITY WILL
RADIO A MANAGER TO THE FRONT.
• ALL STAFF MEMBERS ARE HELD TO THE HIGHEST STANDARDS AND CODE OF CONDUCT.
ABOVE IS THE PLAN FOR FRIDAY AND SATURDAY NIGHTS WHEN THERE IS INCREASED FOOT
TRAFFIC IN THE AREA. CAPACITY AND ALL OTHER REGULATIONS WILL BE FOLLOWED ALL
OTHER NIGHTS BUT ENFORCED WITH LESS SECURITY.

Dear Kent and Members,
American Junkie is proud to be a member of the Hermosa Beach community. Our restaurant is inspired
by national pride and named after the country in which it resides. Similar to such businesses as Surf
Junkie, Yoga Junkie, Cake Junkie, Freedom Junkie, Caffeine Junkie, Burger Junkie and Dance Junkie, the
word junkie denotes an enthusiastic loyalty and in our case, our loyalty is to the United States. The
American Junkie name implies a sense of patriotism. This patriotism is seen in our decor, food and
staff. American Junkie remains true to its name by supporting its nation as follows –
• Utilizing and serving 95% of products made here in the USA with focus on the health and
wellbeing of its customers, employees and planet.
• Seeking out vendors that promote American made products.
• Creating furniture and artwork using reclaimed items from US history.
• Showcasing the American flag.
• Supporting local and national charities to help out the less fortunate.
Charity
American Junkie is passionate about being involved in the surrounding community and regularly sponsors local charities throughout the South bay. We recognize that we can make an impact on our community while spreading the word to our customers about the importance of charitable giving. Customers and employees are encouraged to join our effort.
American Junkie supports national charities, but pays particular attention to those close to home in
Hermosa Beach. We aim to have a charity event every month highlighting a specific organization to
raise awareness and help drive donations for their cause. Kevin Barry and I, local residents and
partners of American Junkie, pay particular attention to being a part of the Hermosa Beach community.
Kevin and I, as well as all of the management team at American Junkie, make a conscious effort to seek
out charitable organizations that would benefit from the help of American Junkie. Here’s an example
of just a few of the events and organizations we have hosted and contributed to –
• Hermosa Beach Education Foundation – Nonprofit organization that creates awareness,
commitment and financial support for continued educational development of the students and
teachers of the Hermosa Beach City School District, thereby ensuring competence,
competitiveness and creativity through community, corporate and private sector involvement.

In January 2014, American Junkie made a $1,000.00 donation as well as a donation $1,500.00
in November 2014 to help HBEF.
• Hermosa Beach Firefighters Foundation – Nonprofit organization
comprised of professional firefighters who serve the Foundation
on a 100% volunteer basis. On October 13, 2012, American Junkie
hosted their annual Poker Casino Night. The event featured
poker, silent auctions and a great night on the pier. Proceeds
from the night went toward the Hermosa Beach Education
Foundation.
• Tri-Beach Sister Cities – The sister city organizations
of Hermosa Beach, Redondo Beach and Manhattan Beach joining forces celebrate their
relationships with their sister cities and to raise funds for their various philanthropic activities.
American Junkie donated a gift certificate to their bi-annual live auction fundraiser on October
12, 2014.
• Tri-Beach Sister Cities – In May 2014, American Junkie donated a gift certificate for their Cinco
de Mayo charity event.
• Sandpipers Philanthropic Trust Fund – A volunteer organization dedicated to serving the needs
of the South Bay community through charitable and philanthropic programs. In January 2013,
American Junkie donated gift certificates to one of their charity events.
• Live Like Sky Foundation – Organization that raises money to teach disadvantaged kids to surf.
On October 18, 2014, American Junkie hosted a taco buffet and made a donation to the
foundation.
• 1736 Family Crisis Center – Nonprofit organization that responds to the growing needs of
victims of domestic violence, runaway and homeless youth, homeless families, unemployed
adults and youth, and other low-income community members in need of assistance. American
Junkie donated a gift certificate to their charity event “A Night of Comedy to Save Children” on
May 29, 2014.
• Friends of Renee – Organization that raises awareness for Lyme disease and fundraiser for the
Renee Avis Treatment Fund. On September 27, 2014, American Junkie participated in the
organization’s event allowing the charity to use our space for their event and helped to raise
over $5,000.

• Miracles for Kids – Nonprofit organization
whose mission is to improve the lives of
children with cancer and other life-threatening
illnesses. On August 14, 2014, American Junkie
held a pizza and ice cream party for these
wonderful children. It was an amazing event
with a great turn-out from our staff and the
community.
• ASU Foundation – Arizona State University is a top ranked research university in the greater
Phoenix metropolitan area. In 2014, American Junkie made significant donations towards
scholarships for low-income individuals wishing to study at a research university.
• Tillman Foundation – Nonprofit organization that invests in military veterans and their spouses
through educational scholarships. On April 26, 2014, the charity's annual charity race started at
American Junkie. Over 175 runners, walkers and volunteers from Hermosa Beach participated
in this event. The walk also ended at American Junkie where participants were treated to tasty
post-race breakfast. American Junkie helped to raise over $7,000 for the Tillman Foundation.
• The Samburu Project – Non-profit that collaborates with communities in developing countries
to enhance men, women and children's daily lives by providing resources that address
immediate needs while promoting long term sustainability and self-sufficiency along with
cultural integrity. On March 30, 2014, American Junkie hosted their Walk for Water & Pancake
Breakfast event. The 4-mile walk along the beautiful and famous ocean side strand culminated
with a delicious pancake breakfast and exciting raffle at American Junkie Restaurant.
• A Christmas to Remember – For Christmas 2013, American Junkie adopted three families in
need. We provided them with toys and clothing.
• Crawl2Cure – Fundraising organization driven to plan and host events that support lifesaving
research and those affected by cancer while having a little fun doing it. Proceeds for events go
to the American Cancer Society. On September 27, 2013, along with other establishments on
the strand, American Junkie took part in one of the largest neon bar crawls in the nation.
• Peacock Foundation – Nonprofit organization that supports the provision of animal-assisted
interventions (AAI) and activities (AAA) for at-risk youth by partnering with mental health
practitioners, public service agencies, and community organizations. In August 2013, American
Junkie donated a gift certificate to one of their charity events.
• The Raise Foundation – Nonprofit organization dedicated to stopping the cycle of abuse
through education, advocacy, community collaboration, and comprehensive services for
families and children. In July 2013, American Junkie donated to a gift certificate to one of their
charity events.
• Heal the Bay – Nonprofit organization dedicated to protecting California’s Santa Monica Bay.
From May 23 to 24, 2013 proceeds from a Heal the Bay specialty drink went directly to the
organization. American Junkie hosted a “Fundrager” event to promote the charity’s cause and
also made a donation to the organization.
A glimpse at the charity events and donations scheduled in the near future –
• In November, American Junkie will be hosting a community food drive with the LA Food Bank.
• In December, American Junkie will again adopt families in need during the holiday season.
Marketing Efforts
Safety and Compliance Measures
American Junkie knows that safety on the pier is a major concern with the city. We have taken the
city’s recommendations on changes to our operations to further represent the community in the right
light. In addition, we also enforce a strict dress code in our establishment including no hats or sports
attire after 9 pm on Friday and Saturday nights.
In an effort to work with the city and actively participate
in the city's efforts to keep the pier a safe and fun
environment, American Junkie Hermosa Beach is making
conscious efforts to minimize noise on the pier. We
have implemented new sound-reduction strategies,
including the installation of a double-paned, noise

American Junkie prides itself on its commitment to providing good food and an energetic
entertainment venue. And, American Junkie is equally committed and has worked hard
to become a vital member of the Hermosa Beach community. It understands and shares
the strong interest held by the City of Hermosa Beach in insuring that the Pier is a robust
area that is safe for all visitors. Towards that end, ownership and staff have worked
closely with your Police Department and greatly appreciate the working relationship that
has developed. We thank both Chief Papa along with Lieutenant Thompson for offering
their input on how American Junkie can further enhance its standing in the community
and contribute to a prospering and vibrant Pier.
It bears noting that just yesterday I was able to meet with Lt. Thompson, Community
Development Director Ken Robertson along with Code Enforcement Officer Estela Hill.
This meeting was initiated by American Junkie several weeks ago as part of its proactive
efforts to ensure that the restaurant is meeting the expectations of the City, so that we can
address any issues that are brought to our attention.
As you know, American Junkie is an established restaurant subject to a conditional use
permit issued by Planning Commission Resolution No. 96-23 on June 18, 1996. That
conditional use permit specifically allows for live entertainment, dancing and outdoor
seating. American Junkie is the largest establishment on the Hermosa Beach Pier and
totals 6700 sq. ft. — 900 sq. ft. is the exterior patio and 5800 sq. ft. of interior space. It has
approximately 100 employees with a total capacity of 366. American Junkie serves
approximately 3,500 visitors to the Pier per week and roughly 91,000 customers every six
months. American Junkie is dedicated to providing a fantastic venue and towards that end
has invested substantially in this business based on its land use entitlement expending
upwards of $700,000 in remodeling the space. Those efforts are not static and American
Junkie continues to improve the property to ensure it is able to comply with all of its
safety and code obligations while providing a invigorated venue for its patrons.
In addition to investing in its building, American Junkie has also expended significant
resources to maintain a highly qualified staff. American Junkie is mindful of the need for
.solid employees who are properly trained and can make sure that the dining and
entertainment environment is both safe and fun for all. It employs only licensed security
guards, who train with its security manager, and ensures that each guard is familiar with
the established security plan. A copy of American Junkie's security plan is attached.
Additionally, American Junkie requires that all its bartenders and servers take Licensee
Education on Alcohol and Drugs (L.E.A.D.) and Responsible Beverage Service training
as outlined by the California Department of Alcoholic Beverage Control. It is of

code after 9:00 pm on Friday and Saturday nights.

American Junkie has recently taken several additional steps in response to concerns
noted by Code Enforcement Officer Estrela Hill including:
• Obtaining a new rollup door that will be installed on the front face of
American Junkie that borders the Pier. This will be closed at all times
when there is live music and will alleviate any noise issues. This new
roll up door, which required an approximately $18,000 expenditure, will
be installed during the week of October 27, 2014 and will provide a
sound barrier at the front of the restaurant. We have already obtained
the approved building permit for this door.
• Instituting a policy that the security guard stationed at the door will be
charged with monitoring the waiting line to make sure that the queue
does not cross into the center of the pier but instead runs in an easterly
direction along the fence fronting American Junkie. Should the line
grow beyond our fence then we will have the line double back and that
way make sure that the line does not extend past any other business. We
will task the security guard stationed at the door to interface with Code
Enforcement Officer Hill and other City staff to make sure that the entry
line is properly managed and maintained.
American Junkie just received in the last 24 hours copies of the two (2) redacted police
reports that are referenced in the Commission's staff report being considered here this
evening. American Junkie routinely maintains bar incident reports at its restaurant and
pulled our records to understand the circumstances of these incidents. Our initial
investigation reveals that both of these incidents were based on circumstances wherein
American Junkie staff e~ibited sound judgment and made sure adequate security
measures were at play. American Junkie understands that Chief Papa shares this view
and that no supplemental review is warranted. We would also note that American
Junkie has an established solid relationship with the Police Department and that due to
its location on the entrance to the pier on the weekends it is routine for several patrol
cars and at least 2 or more uniformed officers to be stationed right in front of the
restaurant. This allows for immediate police involvement should circumstances ensue
and does not signify a lack of adequate security measures. American Junkie
understands that the Police Department encourages that it reach out and call for
service; it would be contrary to that directive to then use these two incidents to request
additional examination of American Junkie's conditional use permit.

word junkie denotes an enthusiastic loyalty and in our case, our loyalty is to the United States. The
American Junkie name implies a sense of patriotism. This patriotism is seen in our decor, food and
staff. American Junkie remains true to its name by supporting its nation as follows –
• Utilizing and serving 95% of products made here in the USA with focus on the health and
wellbeing of its customers, employees and planet.
• Seeking out vendors that promote American made products.
• Creating furniture and artwork using reclaimed items from US history.

Charity
American Junkie is passionate about being involved in the surrounding community and regularly sponsors local charities throughout the South bay. We recognize that we can make an impact on our community while spreading the word to our customers about the importance of charitable giving. American Junkie supports national charities, but pays particular attention to those close to home in
Hermosa Beach. We aim to have a charity event every month highlighting a specific organization to

• Hermosa Beach Education Foundation – Nonprofit organization that creates awareness,
commitment and financial support for continued educational development of the students and
teachers of the Hermosa Beach City School District, thereby ensuring competence,
competitiveness and creativity through community, corporate and private sector involvement.

• Hermosa Beach Firefighters Foundation – Nonprofit organization

on a 100% volunteer basis. On October 13, 2012, American Junkie
hosted their annual Poker Casino Night. The event featured
poker, silent auctions and a great night on the pier. Proceeds
from the night went toward the Hermosa Beach Education
Foundation.
• Tri-Beach Sister Cities – The sister city organizations
of Hermosa Beach, Redondo Beach and Manhattan Beach joining forces celebrate their
relationships with their sister cities and to raise funds for their various philanthropic activities.
American Junkie donated a gift certificate to their bi-annual live auction fundraiser on October
12, 2014.
• Tri-Beach Sister Cities – In May 2014, American Junkie donated a gift certificate for their Cinco
de Mayo charity event.
• Sandpipers Philanthropic Trust Fund – A volunteer organization dedicated to serving the needs
of the South Bay community through charitable and philanthropic programs. In January 2013,
American Junkie donated gift certificates to one of their charity events.
• Live Like Sky Foundation – Organization that raises money to teach disadvantaged kids to surf.
On October 18, 2014, American Junkie hosted a taco buffet and made a donation to the
foundation.
• 1736 Family Crisis Center – Nonprofit organization that responds to the growing needs of
victims of domestic violence, runaway and homeless youth, homeless families, unemployed
adults and youth, and other low-income community members in need of assistance. American
Junkie donated a gift certificate to their charity event “A Night of Comedy to Save Children” on
May 29, 2014.
• Friends of Renee – Organization that raises awareness for Lyme disease and fundraiser for the
Renee Avis Treatment Fund. On September 27, 2014, American Junkie participated in the
organization’s event allowing the charity to use our space for their event and helped to raise
over $5,000.

• Miracles for Kids – Nonprofit organization
whose mission is to improve the lives of
children with cancer and other life-threatening
illnesses. On August 14, 2014, American Junkie
held a pizza and ice cream party for these
wonderful children. It was an amazing event
with a great turn-out from our staff and the
community.
• ASU Foundation – Arizona State University is a top ranked research university in the greater
Phoenix metropolitan area. In 2014, American Junkie made significant donations towards
scholarships for low-income individuals wishing to study at a research university.
• Tillman Foundation – Nonprofit organization that invests in military veterans and their spouses
through educational scholarships. On April 26, 2014, the charity's annual charity race started at
American Junkie. Over 175 runners, walkers and volunteers from Hermosa Beach participated
in this event. The walk also ended at American Junkie where participants were treated to tasty
post-race breakfast. American Junkie helped to raise over $7,000 for the Tillman Foundation.
• The Samburu Project – Non-profit that collaborates with communities in developing countries
to enhance men, women and children's daily lives by providing resources that address
immediate needs while promoting long term sustainability and self-sufficiency along with
cultural integrity. On March 30, 2014, American Junkie hosted their Walk for Water & Pancake
Breakfast event. The 4-mile walk along the beautiful and famous ocean side strand culminated
with a delicious pancake breakfast and exciting raffle at American Junkie Restaurant.
• A Christmas to Remember – For Christmas 2013, American Junkie adopted three families in
need. We provided them with toys and clothing.
• Crawl2Cure – Fundraising organization driven to plan and host events that support lifesaving
research and those affected by cancer while having a little fun doing it. Proceeds for events go
to the American Cancer Society. On September 27, 2013, along with other establishments on
the strand, American Junkie took part in one of the largest neon bar crawls in the nation.
• Peacock Foundation – Nonprofit organization that supports the provision of animal-assisted
interventions (AAI) and activities (AAA) for at-risk youth by partnering with mental health
practitioners, public service agencies, and community organizations. In August 2013, American
Junkie donated a gift certificate to one of their charity events.
• The Raise Foundation – Nonprofit organization dedicated to stopping the cycle of abuse
through education, advocacy, community collaboration, and comprehensive services for
families and children. In July 2013, American Junkie donated to a gift certificate to one of their
charity events.
• Heal the Bay – Nonprofit organization dedicated to protecting California’s Santa Monica Bay.
From May 23 to 24, 2013 proceeds from a Heal the Bay specialty drink went directly to the
organization. American Junkie hosted a “Fundrager” event to promote the charity’s cause and
also made a donation to the organization.

PUBLIC NOTICE
NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Hermosa Beach shall hold a public
hearing on Monday, November 17, 2014, to consider the following:
1. Text amendment to the Municipal Code to modify provisions relating to the definition and standards for
restaurants, bars, places with live entertainment, and on-sale alcoholic beverage establishments including the
food to alcohol sales ratio and standards and procedures for the design and operation of outdoor dining area
encroachments on Pier Plaza and related amendments for consistency and determination that the project is
exempt for the California Environmental Quality Act.
2. Text amendment to the Municipal Code to consider adding provisions to allow and regulate retail sales/display
encroachments on Pier Plaza and related amendments for consistency and determination that the project is
exempt for the California Environmental Quality Act.
SAID PUBLIC HEARINGS shall be held at 7:00 P.M., or as soon thereafter as the matter may be heard, in the City
Council Chambers, City Hall, 1315 Valley Drive, Hermosa Beach, CA 90254.
ANY AND ALL PERSONS interested are invited to participate and speak at these hearings at the above time and
place. For inclusion in the agenda packet to be distributed, written comments of interested parties should be
submitted to the Community Development Department, Planning Division, in care of City Hall at 1315 Valley Drive,
Hermosa Beach, CA 90254 prior to Thursday, November 13, 2014, at 12:00 noon. All written testimony by any
interested party will be accepted prior to or at the scheduled time on the agenda for the matter.

else raised at the public hearing described in this notice, or in written correspondence delivered to the Community
Development Department, Planning Division, at, or prior to, the public hearing.
