Wireless access is available in the City Council Chambers for mobile devices: Network ID: City Council and Password: chb13 Written materials distributed to the Planning Commission within 72 hours of the Planning Commission meeting are available for public inspection immediately upon distribution in the Community Development Department during normal business hours from Monday through Thursday, 7:00 a.m. - 6:00 p.m. and on the City’s website. Final determinations of the Planning Commission may be appealed to the City Council within 10 days of the next regular City Council meeting date. If the 10th day falls on a Friday or City holiday, the appeal deadline is extended to the next City business day. Appeals shall be in written form and filed with the City Clerk's office, accompanied by an appeal fee. The City Clerk will set the appeal for public hearing before the City of Hermosa Beach City Council at the earliest date possible. If you challenge any City of Hermosa Beach decision in court, you may be limited to raising only those issues you or someone else raised at the public hearing described on this agenda, or in a written correspondence delivered to the Planning Commission at, or prior to, the public hearing. To comply with the Americans with Disabilities Act (ADA) of 1990, Assistive Listening Devices will be available for check out at the meeting. Staff Recommended Action: To adopt the resolution approving subject Conditional Use Permit, Precise Development Plan, and Tentative Parcel Map subject to conditions. 7. CON 13-3 / PDP 13-4 -- Conditional Use Permit, Precise Development Plan and Tentative Parcel Map No. 72199 for a 2-unit condominium on west lot at 920 17th Street (continued from the May 22, 2013 meeting). Staff Recommended Action: To adopt the resolution approving subject Conditional Use Permit, Precise Development Plan, and Tentative Parcel Map subject to conditions. 8. CUP 13-4 -- Conditional Use Permit Amendment proposing to change an existing restaurant with on-sale beer and wine and hours of operation from 11 a.m. to 11:00 p.m. daily, to allow an earlier opening to accommodate breakfast dining, open air dining, and an amended floor plan, at 425 Pier Avenue (currently Buona Vita Pizzeria). Staff Recommended Action: To adopt the resolution approving subject Conditional Use Permit amendment subject to conditions. Section III 9. Staff Items a. CUP 12-11 / PDP 12-11 -- Conditional Use Permit and Precise Development Plan Amendments to convert an existing auto body, painting and general repair use (Mike’s Foreign Car Service) to auto repair and sales for a maximum of two vehicles use (Lexology Auto Care); substantially replace 4,816+ sq. ft. of buildings with 9,203+ sq. ft. of buildings (6,000+ sq. ft. auto repair and 3,203 sq. ft. accessory office/storage) surface parking and 2 Planning Commission Action Minutes June 18, 2013 landscaping; and amend hours of operation and other conditions for consistency with the revised use and site plan, in the C-3 zone at 1086 Aviation Boulevard and 1111 Prospect Avenue; and adoption of an Environmental Negative Declaration (continued from the April 16 and May 22, 2013 meetings). Staff Recommended Action: To adopt the resolution approving the Conditional Use Permit and Precise Development Plan amendments subject to the conditions, and adopting a Negative Declaration. ACTION: To adopt the resolution approving subject Conditional Use Permit and Precise Development Plan amendments as presented, and adopting a Negative Declaration. PDP 13-1 / CUP 13-1 / PARK 13-1 -- (1) Precise Development Plan to allow a 29,544+ square foot hotel with 30 rooms and common areas on an undeveloped 11,516+ square foot lot at 1429 Hermosa Avenue; (2) Conditional Use Permit to allow on-sale general alcohol (mini-bars) in guest rooms and in common areas for hotel guests; (3) Parking Plan to allow a valet program including less than required parking and parking in tandem; and adoption of environmental Mitigated Negative Declaration and Mitigation Monitoring Plan (continued from the May 22, 2013 meeting). Staff Recommended Action: To adopt the resolution approving Precise Development Plan, Parking Plan, and Conditional Use Permit subject to conditions and adopting an environmental Mitigated Negative Declaration and Mitigation Monitoring Plan. ACTION: To adopt the resolution approving subject Precise Development Plan, Conditional Use Permit and Parking Plan with modifications to conditions to limit alcohol to mini-bars only, require one in-lieu parking space fee due to loss of one on-street space, prohibit location of bicycle facilities in 5’ setback at rear of lot, modifying findings accordingly and renumbering conditions, and adopting an environmental Mitigated Negative Declaration and Mitigation Monitoring Plan. PARK 13-3 -- Parking Plan to classify a proposed ice-cream and baked goods (cookies and cakes) retail business (“Baby g’s Cookies and Ice Cream”) as a ‘snack shop’ for the purpose of calculating parking requirements, at 243 Pacific Coast Highway (previously Brothers Laundry & Cleaners). Staff Recommended Action: To adopt the resolution approving a Parking Plan finding that 3 Planning Commission Action Minutes June 18, 2013 the use is a snack shop and less than required parking is merited due to the parking demand characteristics of the proposed use. ACTION: To adopt the resolution approving subject Parking Plan at 243 Pacific Coast Highway as presented. MOTION by Commissioner Perrotti, seconded by Commissioner Hoffman. 13-127 Street Improvements - Various Locations PROJECT DESCRIPTION: This project proposes pavement rehabilitation of streets at various locations. The selection of streets is prioritized based on their respective Pavement Condition Index (PCI, a numerical index ranging from 0 for failed pavement to 100 indicating pavement in perfect condition) established by the City’s Pavement Management Program Report. Candidates for this Fiscal Year’s Street Improvement Program are a continuation of past year’s PCI based list of streets as established in the Pavement Management Report. The project will also address limited quantities of deteriorated concrete sidewalk, curb and gutter, curb ramps and drainage deficiencies. It will also include the City’s Slurry Seal Program. JUSTIFICATION: To repair and/or maintain the City’s street infrastructure identified by the City’s Pavement Management Program Report in accordance with the City’s annual Street Improvement Program. STATUS: Design to begin FY 12-13 and construction scheduled for FY 13-14. Specific streets to be determined. The work is intended to widen and upgrade the intersections by possible construction of dedicated right and left-hand turn pockets, restriping, and re-signalization. The proposed project also includes improvements including but not restricted to signage, parking, and channelization improvements of the segment on PCH between Anita Street and Artesia Boulevard and cross streets as required. This segment was identified for improvement as per SCAG’s study (User-based Microanalysis of SR 1, PCH) which was done in July 2009. The scope of work will also include preliminary engineering of PCH/Aviation Boulevard since this intersection is a major intersection and is part of the project study area. The scope shown above is from the list of projects funded through the South Bay Measure R Program. Traffic signal and pedestrian improvements at the intersection of Pacific Coast Highway and Pier Avenue are also included in the scope of this project. JUSTIFICATION: Security Gate: The ramp off of Bard Street is used to park police vehicles, transport prisoners to the jail, to access the fire department and for the fire department to use in emergencies when their front door is inoperative. The security of the police and fire departments is important. Expensive city equipment is exposed, as well as, personal property. To prevent access by unauthorized personnel, it is recommended that a security gate be installed. Modular Traffic Office: The traffic bureau is exchanging locations with the friends of the library. The new location will give the ability to use the added space for an armory, traffic office, and parking area for the police motorcycles. This work would also include the installation of a garage door at the front of the building, roofing and run electrical and data cables to the modular unit. JUSTIFICATION: The parking structure is approximately ten years old and beginning to degrade in the marine environment. Timely repairs may minimize damage and reduce the need for future maintenance and repairs. Items showing signs of deterioration include the concrete deck, exposed metal work, and surface painting.
