HomeMy WebLinkAboutPC Resolution 23-06 - 707 3rd StreetPC Resolution 23-06 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT, PRECISE DEVELOPMENT PLAN AND VESTING TENTATIVE PARCEL MAP NO. 84115 FOR A TWO-UNIT DETACHED CONDOMINIUM AT 707 3RD STREET, AND DETERMINING THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA). The Planning Commission of the City of Hermosa Beach does hereby resolve, and order as follows: Section 1. An application was filed on March 6, 2023, by the applicant/owner Kimiko Inoue, for development of the property located at 707 3rd Street, .seeking approval of Conditional Use Permit 23-03, Precise Development Plan 23-03, and Vesting Tentative Parcel Map VTPM #84115 for the construction of two-unit detached condominium project. Section 2. The Planning Commission conducted a duly noticed public hearing to consider the subject application on June 20, 2023, at which time testimony and evidence, both written and oral, was presented to and considered by the Planning Commission. Section 3. The proposed project is Categorically Exempt from the California Environmental Quality Act as defined in Section 15303(b), Class 3 Exemption, New Construction or Conversion of Small Structures, because the proposal pertains to construction of limited numbers (two) new, small structures. More specifically, the project is comprised of construction of two condominium units in an urbanized area, totaling no more than six dwelling units. Moreover, none of the exceptions to the Categorical Exemptions apply, nor will the project result in a significant cumulative impact of successive projects of the same type in the same place over time or have a significant effect on the environment due to unusual circumstances or damage a scenic highway or scenic resources within a state scenic highway. The site is not located on a hazardous waste site and will not cause a substantial adverse change in the significance of a historical resource. Section 4. The proposed subdivision is Categorically Exempt from the California Environmental Quality Act as defined in Section 15315, Minor Land Divisions, because the subdivision relates to a residential property in an urbanized area. More specifically, the project proposes a subdivision of four or fewer parcels, in conformance with the General Plan and local zoning standards, no variances or exceptions are required, all services and access to the proposed parcels to local standards are available, the parcel was not involved in a division of a larger
