Resolution ®1 The Planning Commission of the City of Hermosa Beach does hereby resolve and order as follows: Section 1, The City Council has authorized use of a wall on the south elevation of the Municipal !I Structure (Lot C) by a local nonprofit organization known as the Hermosa Beach Murals Project to mount an approximate 520 square foot display. Section 2. The Hermosa Beach Murals Project to paint an approximate 520 square foot image onto the east elevation of the existing building at 73 Pier Avenue, said image celebrating punk rock music and local artists and skateboarding. Section 3. Section 5. Hermosa Beach Municipal Code Section 17.50.130(B) provides that murals approved by the Planning Commission may be permitted, and in its review the Planning Commission may waive specific provisions of the City's sign regulations related to total sign area, coverage, height, type and style. Section.6, The Planning Commission at its public meeting of July 17, 2018 considered testimony and evidence, both written and oral. Section 7. The project is Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 because the project involves minor alteration to an existing facility. Section 8. Based on the evidence received at the public meeting, the Planning Commission makes the -following findings: 1. The display meets the definition of a mural as set forth in Hermosa Beach Municipal Code Section 17.50,030, because: a. The display is a pictorial representation not specifically identifying goods or services offered by the business on the premises. b. The display's primary purpose is not to identify a product, event, or person, but rather celebrate music, activity, and local artists associated with that music closely associated will�l the history and culture of the city. 2. Pursuant to Zoning Ordinance Section 17.50.130(B), it is appropriate to waive the specific provisions of the sign code pertaining to sign area, coverage and height for the mural display because: b.
