HomeMy WebLinkAboutPC Resolution 14-02 - (TA Limited Gym Use in M-1)RESOLUTION P.C. 14-2 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA BEACH RECOMMENDING CITY COUNCIL APPROVAL OF A ZONE TEXT AMENDMENT TO THE MUNICIPAL CODE TO CREATE A NEW USE TYPE, LIMITED FITNESS CENTERS NOT EXCEEDING 6,000 SQUARE FEET OF GROSS FLOOR AREA, AND TO ALLOW THIS USE IN THE M-1 (LIGHT MANUFACTURING) ZONE, AMENDMENT TO PARKING STANDARDS FOR THIS USE (APPLICABLE TO ALL ZONES), AND ADOPTION OF AN ENVIRONMENTAL NEGATIVE DECLARATION The Planning Commission of the City of Hermosa Beach does hereby resolve as follows: SECTION 1. On December, 19, 2013, Hermosa Fitness, LLC/Jed Sanford applied for a Text Amendment to the Municipal Code to allow a fitness use at 725 Cypress Avenue in the M-1 (Light Manufacturing) zone, providing classes with not more than 40 persons, and supplying 28 parking spaces. SECTION 2. The Planning Commission held a duly noticed public hearing on February 18, 2014 to consider amending the Municipal Code to allow the proposed use in the M-1 zone (TEXT 14-1). SECTION 3. Pursuant to the provisions of the California Environmental Quality Act, an Initial Study and Negative Declaration were prepared and noticed for a 30 day period, no comments were received, and it was determined that no significant impacts on the environment would result from the project. The Negative Declaration prepared for this project reflects the City's independent judgment and analysis. The Planning Commission finds that with the addition of limitations on hours of operation there is no substantial evidence that the project would have a significant impact on the environment. The Planning Commission recommends that the City Council of the City of Hermosa Beach adopt the Initial Study and Negative Declaration as adequate and complete and approve the Final Negative Declaration. SECTION 4. The proposed text amendment is consistent with the purposes of the General Plan and M-1 zone and will not create adverse impacts to the environment or surrounding area as substantiated in the Staff Report for this amendment. SECTION 5. The Planning Commission hereby recommends City Council approval of the following amendment to the Hermosa Beach Municipal Code: 1. Section 17.28.050 of Chapter 17.28 of Title 17 of the Hermosa Beach Municipal Code is amended by adding the following use to the alphabetical list of uses as a permitted use as follows: 3. Amend Subsection (E)(11) of Section 17.44.030 of Chapter 17.44 of Title 17 of the Hermosa Beach Municipal Code is amended to read as follows: 17.44.030 Off-street parking --Commercial and business uses. 11. Section 17.28.040 is added to Chapter 17.28 of Title 17 of the Hermosa Beach Municipal Code to read as follows: 17.28.040 Fitness centers, limited.
