A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA
BEACH RECOMMENDING CITY COUNCIL APPROVAL OF A ZONE TEXT
AMENDMENT TO THE MUNICIPAL CODE TO ALLOW ELECTRONIC MESSAGE
DISPLAY SIGNS IN OPEN SPACE ZONES, SPECIFICALLY THE HERMOSA BEACH
COMMUNITY CENTER AND CIVIC CENTER
The Planning Commission hereby resolves and orders as follows:
SECTION 1. The Planning Commission held duly noticed public hearings on January 20, 2009,
February 17, 2009 and March 17, 2009 to consider amending Chapter 17.50 of the Municipal Code to allow
electronic message display signs in the OS and OS-1 zones (Text Amendment 08-7).
SECTION 2. The Planning Commission concurs with the Staff Environmental Review Committee's
recommendation, based on the Environmental Assessment/Initial Study, that this project will result in a less
than significant impact on the environment; a Mitigated Negative Declaration and Mitigation Monitoring Plan
is prepared in accordance with the California Environmental Quality Act incorporating the findings in the
environmental documents; and the Department of Fish and Game has made a "No Effect Determination" that
the project will not impact fish or wildlife or the habitat on which it depends.
SECTION 3. The Planning Commission of the City of Hermosa Beach has considered and
recommends adoption of a mitigated Negative Declaration and Mitigation Monitoring Plan including
measures to reduce potential impacts resulting from the proposal to insignificant, to be applied to electronic
display signs and community sign programs, and to ensure the amendment is compatible with the City as a
whole, and is consistent with the General Plan and zoning code.
SECTION 4. In accordance with Hermosa Beach Municipal Code Section 17.66.060, the Planning
Commission finds that this zone text amendment is necessary to serve the public health, safety and general
welfare by providing the unique public benefit of creating an additional forum for municipal communication
and enhancing the ability of the City to communicate matters of public interest to the general public. The text
amendment is consistent with the General Plan because as mitigated visual impacts will not occur and
historical resources will be protected.
SECTION 5. The Planning Commission hereby recommends City Council approval of the following
amendments to the Hermosa Beach Municipal Code and adoption of the Negative Declaration No. 08-7:
Section 17.50.030 of the Hermosa Beach Municipal Code shall be amended by adding "'electronic
message display sign" to read as follows:
"Electronic message display sign" is any sign with an LED (light emittingdiode) iode) or comparable
electronic display screen that is capable of changeable copy, moving images animation video or
changes of intensfty of lighting by electronic means Excludes signs that indicate only time or
temperature.
2. Section 17.50.110 of the Hermosa Beach Municipal Code shall be amended to read as follows:
17.50.110 Sign requirements and regulations in the OS (open space) and OS-1 (restricted
open space) zone,
A. All new signs shall require approval by the planning commission and,except as
otherwise provided in this Section, are limited to wall signs and ground signs, which should be
constructed of appropriate natural appearing materials such as wood, shall not be illuminated

except where necessary for safety purposes, and shall blend in with the natural setting of the
open space area.
B. One electronic message display sign of an sign (ground, pole wall etc.) is
permitted both at the Community Center located at Pier Avenue and Pacific Coast Highwgy and
the Civic Center complex located at Pier Avenue and Valley Drive subject to the following
standards:
1. The electronic message &playsh.all contain. only static messages without movement, such as
animation flashing blinking fading in scrolling changes in color or light intensity, intermittent or
full -motion video, or other effects. Messages shall remain fixed for a minimum of thiM 30)
seconds. Fading-in/out and scrolling shall be permitted as transitions not to exceed two (2) seconds In -
length.
2. The electronic message display shall conform to the general provision and prohibitions of this
chapter except as modified by this section. No audio component shall be allowed. Any movement
or effect which may be confused with or construed as a traffic control device or cause unacceptable
light intensity, glare or effects on motorists pedestrians residential uses or surrounding pr9perties is
prohibited.
3. The electronic message display shall function as a community bulletin board and shall not be
used as a billboard or off -premises sign as those terms are defined in Section 17.50.030 of this Code.
The name of event sponsors or venues is allowed provided the depiction shall not exceed or be of
greater intensity or more conspicuous than the related community -oriented message
4. Ambient light monitors that automatically djust light intensity based on ambient light
conditions shall be installed and at all times operated so that the display does not exceed
manufacturer's recommended levels or traffic control devices and minimizes energy use. The
electronic display shall not be operated and shall be turned off no later than 11:00 p.m. and turned on
no earlier than 6:00 a.m.
5. The electronic message display screen shall not exceed the height of the closest building on
the same site, but not more than twenty (20) feet or less than eight (8) feet in height measured from
existing grade. Sign area of each face shall not exceed sixty-four 64) square feet
6. The electronic message display shall be incorporated into a high -quality structure com ap tible
with site elements or architectural design of building(s) on the site and maintained in good condition
at all times. The sign shall not obscure other signs or dominate the immediate vicinity to such an
extent as to detract from the visibility of other signs buildings of historic significance or public view
corridors.
7. The Planning; Commission may impose additional requirements to ensure the sign is
compatible with and limits impacts to motorists pedestrians the environment residential uses and
other properties in the vicinity.
