The Planning Commission hereby resolves and orders as follows: SECTION 1. The Planning Commission held a duly noticed public hearing on August 19, 2008 based on initial direction from the City Council to add educational facilities and related provisions to the C-3 zoning district of the Municipal Code (Text Amendment 08-04). SECTION 2. Based on the evidence presented in the Staff Report and considered at the public hearing, the Planning Commission makes the following findings: On July 8, 2008 the City Council considered a request by the Community Development Department on behalf of the 'The Center for Learning Unlimited', a nonprofit enterprise that supplements public education at local schools to consider a text amendment to allow educational facilities in the C-3 and on that basis initiated said text amendment subject to study of potential impacts, mitigations and conditions associated with such uses. 2.
