Motion by Commissioner Izant and seconded by Vice Chair Rice to adopt amended
resolution 24-05 determining that the project is categorically exempt from the
California Environmental Quality Act (CEQA), and approving with conditions
Conditional Use Permit (CUP 24-03) for the on-site sale and consumption of alcohol
(beer only) with an added condition of approval requiring the installation of a
movable barrier spanning the width of the roll-up door in order to prevent patrons
from leaving with alcoholic beverages at 1048 Hermosa Avenue. Motion carried as
follows:

Motion by Vice Chair Rice and seconded by Commissioner Izant to adopt a
Resolution recommending the City Council adopt Zone Text Amendment (TA24-01)
to amend Title 17 of the Hermosa Beach Municipal Code (HBMC) pertaining to
Administrative Procedures, a part of the Comprehensive Zoning Code Update,
including all proposed changes, to amending the zoning code to add and revise
definitions; repealing and replacing the discussed chapters or section(s) of the
Municipal Code; and determine that the project is exempt from the California
Environmental Quality Act (CEQA) pursuant to State CEQA guidelines section
15061(b)(3) as it can be seen with certainty that the subject modifications would not
have the potential for significant effect upon the environment and directing Staff to:
add a definition of ministerial and clarify the zoning clearance processes, adjust CUP
timelines; add rationale and clarify threshold for CUP expiration or abandonment
before forwarding to City Council. Motion carried as follows:

VII. STAFF ITEMS
a. VERBAL REPORT ON CITY COUNCIL ACTIONS
Community Development Director Carrie Tai reported that City Council met on May
15th. Councilmembers asked questions about the use of portions of the public right
of way for private parking. There is a provision in our code that seems to allow at
least a portion of that. Staff will be returning to City Council soon with an
informational item.
City Council will be conducting a retreat on June 1st comprised of a series of
discussions including an item involving Public Works and Community Development
counter processes.
The Housing Element was resubmitted to California H.C.D. on May 13th and the
revisions are currently under review. The Zone Text Amendment that the Planning
Commission acted on tonight will be taken to City Council on June 11th.

contribution to the community.
