Motion by Vice Chair Rice and seconded by Chair Hoffman to adopt the amended resolution, modifying condition 23 of Resolution 18-16 to say, "Prior to issuance of Certificate of Occupancy or passing of final inspection, the applicant shall record a Final Map approved by City Council, that is consistent with Vesting Tentative Parcel Map 84202." approving a Precise Development Plan (PDP 23-05) and Vesting Tentative Parcel Map (VTPM) No. 84202 for a 234-square-foot addition to an existing condominium unit at 168 Hill Street, and determine the project is exempt from the California Environmental Quality Act (CEQA). Motion by Commissioner Izant and seconded by Vice Chair Rice to approve amended resolution 23-13, deleting the words in the first WHEREAS, “….and to modify the floor plan to legalize the existing 170-square foot outdoor rear patio;” to craft language in #22 as verbally expressed by Director Tai and Staff; to removing any reference to legalizing the outdoor patio; and the floor plan to be amended to remove the outdoor patio; therefore approving Conditional Use Permit 23-07 to modify the existing Type 41 On-Sale Beer & Wine - Eating Place license, to a Type 47 On-Sale General - Eating Place license, for the sale of beer, wine, and distilled spirits for consumption on the license premises and to make the determination that the project is categorically exempt from the California Environmental Quality Act (CEQA). Motion by Commissioner Hirsh and seconded by Vice Chair Rice to adopt resolutions recommending that the City Council adopt the General Plan Amendment Map Change (GPA 23-01), the amended Zoning Text Amendment (TA 23-02) and Zone Change (ZC 23-01) to change the land use designation and zoning for certain sites to allow realization of housing capacity, align zoning on certain sites with the General Plan, designate Housing Element sites on the Zoning Map, and update the zoning ordinance to implement Housing Element policies, with minor corrections to the Zoning Text Amendment regarding affordable housing agreements, density bonus, incentives, mixed-use standards, land value recapture section, and work/live provisions. STAFF ITEMS a.REPORT 23-0467 ROTATION OF PLANNING COMMISSION CHAIR AND VICE CHAIR ON SEPTEMBER 1, 2023 (Administrative Assistant Melanie Bristow) Pursuant to Commission direction, the Chair and Vice Chair of the Planning Commission rotate every nine months. Stephen Izant served as Chair and Peter Hoffman served as Vice Chair from December 1, 2022 through August 31, 2023. Page 10City of Hermosa Beach September 19, 2023Planning Commission Action Minutes - Final On September 1, 2023, the Chair position rotated to Peter Hoffman and the Vice Chair position rotated to Marie Rice for the term of September 1, 2023 through May 31, 2024. b. VERBAL REPORT ON CITY COUNCIL ACTIONS Director Tai announced that City Council held a de novo hearing on the Aka Sushi CUP modification that the Planning Commission had acted on. Council readopted all the conditions of approval that the Planning Commission had voted on and added a ten-day suspension on service of alcohol until Saturday, September 23rd. The Short-Term Rental Pilot Program was extended on first reading to Council and will return for second reading. The Cannabis delivery item was revised for language modifications and adopted on first reading. The Staff presented an item on Home Occupations and Council asked Staff to review Home Occupation regulations in different zones. The Housing Element was submitted to California Housing and Community Development for sixty-day review, which ends on Halloween. The RTI Cable Project environmental impact report was completed and is in its forty-five day review period. It is expected to have a public hearing with Planning Commission in November or December. c. In the event the Council initiates a review, the review will be placed on a future agenda of City Council within a reasonable time, and the Commission’s decision is stayed pending Council’s review and final decision.
