ACTION: Motion by Commissioner Hoffman and seconded by Commissioner Izant to adopt the resolution recommending City Council approve the Housing Element with the recommendation that the timelines for the land value recapture and housing trust programs dovetail with the rezoning timeline. 12.REPORT 21-0702 TA 21-04 A Zone Text Amendment request to amend the Hermosa Beach Municipal Code Chapter 17.08 R-1 Single-Family Residential Zone to include Two-unit projects as permitted uses in section 17.08.020 and add a new section 17.08.050 Two-unit projects and a determination the project is exempt pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA). 1. ACTION: Motion by Commissioner Saemann and seconded by Vice Chair Pedersen to adopt the resolution amending Section 17.08.020, Chapter 17.08, and adding Section 17.08.050 of the Hermosa Beach Municipal Code as proposed with the following amendments: eliminate the maximum of 800 square foot units; amend the lot width requirement to be lots that are 50 feet or wider but can split to no less than 25 feet; any lots smaller than 50 feet must be a creative design that employs a flagpole design meeting minimum development standards for driveway or easement and setbacks apply; eliminate the language that requires for split lots to have two units per lot.
