A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HERMOSA,
BEACH, CALIFORNIA, APPROVING A CONDITIONAL USE PERMIT
AMENDMENT TO ALLOW FLOOR PLAN MODIFICATIONS INCLUDING
ELIMINATION OF A BAR AND ENLARGEMENT OF THE KITCHEN AND
INSTALLATION OF OPERABLE WINDOWS TO ACCOMMODATE OPEN-AIR
DINING, AT A RESTAURANT WITH ON-SALE GENERAL ALCOHOL AT 934
HERMOSA AVENUE (RADICI RESTAURANT FORMERLY CALI CANTINA);
LEGALLY DESCRIBED AS LOTS 27-30, TRACT NO. 1564; AND DETERMINATION
THAT THE PROJECT IS CATEGORICALLY EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT.
The Planning Commission of the City of Hermosa Beach does hereby resolve and order as
follows:
Section 1. An application was filed by Pacentro2015, LLC, seeking approval of an
amendment to a Conditional Use Permit to allow floor plan modifications and installation of
operable windows at an existing restaurant at 934 Hermosa Avenue.
Section 2. The Planning Commission conducted a duly noticed public hearing to
consider the application for Conditional Use Permit Amendment 16-4 on September 20, 2016 at
which time testimony and evidence, both oral and written, was presented to and considered by
the Planning Commission.
Section 3. Based on the testimony and evidence received, the Planning Commission
makes the factual findings:
1. The site is located at 934 Hermosa Avenue, within Sandcastle Plaza, in the City of
Hermosa Beach and is zoned C-2, which allows on-sale general alcoholic beverages at
restaurants with approval of a Conditional Use Permit.
2. The existing restaurant with on-sale general alcohol and outside seating is operating
pursuant to the guidelines of P.C. Resolution No. 06-11.
3. Parking for the multi-tenant complex, “Sand Castle Plaza”, operates pursuant to a Master
Parking Plan approved via P.C. Resolution 95-2.
4. Existing permitted hours of operation are 8:00 a.m. to 11:00 p.m. daily. There are no
proposed changes to the hours of operation.
Section 4. Based on the foregoing factual findings the Planning Commission makes the
following findings pertaining to the application for a Conditional Use Permit Amendment
pursuant to Section 17.40.020 and Section 17.40.080.B.2 of the Municipal Code:
