WHEREAS, the Planning Commission held a public hearing on June 4, 1991 and made the following Findings: A. Planning issues are too intricate to place on the ballot; B. Placing issue on the ballot results in a lack of public input, no staff analysis, and no moderation since the voter can only vote either yes or no for each measure; C. The advisory measures are unclear and confusing because of the lack of precise language, and two issues are combined on one measure; NOW, THEREFORE, the Planning Commission of the City of Hermosa Beach, California, does hereby resolve that the current public hearing process should be the method utilized to change maximum height limitations found within the zoning ordinance, and therefore should not be placed on the ballot, and further, each advisory measure should deal with one issue with more precise wording.
