HomeMy WebLinkAboutBZA 154-542 (1050 Aviation)1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION B.Z.A. 154-542 A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA BEACH, CALIFORNIA, GRANTING A VARIANCE ON PROPERTY LOCATED AT 1050 AVIATION BOULEVARD, HERMOSA BEACH, CALIFORNIA. WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public hearing held on January 4, 1984, in the Council'Chambers of the City Hall, considered the request of Mr. & Mrs. Yves Fournier for permission to add approximately 258 sq. ft. to a commercial structure and provide the required six parking spaces in a tandem configuration, on property legally described as Lot 2, Tract 5826; WHEREAS, at said public hearing, the following facts were presented for consideration: that the property is located in a C-3 zone, with a general plan designation of general commercial; existing square footage is 1,517 sq. ft., the·,square footage of the addition is 258 sq. ft.; parking spaces required for the addition and the existing structure is six spaces and the appli- cants propose to provide these six spaces in a tandem configura- tion which is the only method by which these six spaces could be obtained on this site; WHEREAS, at said public hearing, the applicants were present to answer questions; WHEREAS , at said public hearing, no one appeared in opposition to the project; WHEREAS, after due consideration, it is the opinion of the Board of Zoning Adjustments that the variance request is granted for the following reasons : 1. That there are exceptional or extraordinary circumstances or conditions applicable to the property involved because the ~ I / 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 actual physical change of the building is very minor, that being, enclosing a very small breezeway; the rest of the change would be in the direction of reducing the current and projected future requirement for parking. 2. That such variance is necessary for the preservation and enjoyment of a substantial property right possessed by other property in the same vicinity and zone because the variance is necessary for this to be developed as a reasonable business in a way that other businesses have been developed in the same vicinity and zone using the existing structure, There could be no possible upgrading of the structure without the variance. 3. That the granting of such variance will not be materially detrimental to the public welfare or injurious to the property or improveme~ts in such vicinity and zone in which the property is located because the parking requirement of six spaces is virtually met by the tandem parking; the Board has had discussions of suggested methods whereby that tandem parking might be effective 1 and there is no extreme parking problem noted in the current area at this time. 4. That the granting of such variance will not adversely affect the comprehensive General Plan because it does not affect the use of the property. NOW, THEREFORE, BE IT RESOLVED that in view of the above findings of fact, the Board of Zoning Adjustments of the City of Hermosa Beach, California, does hereby grant the variance by the following vote: AYES: NOES: ABSENT: Comms.
