RESOLUTION BZA 154-546
A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF
HERMOSA BEACH, CALIFORNIA, GRANTING A VARIANCE ON PROPERTY
LOCATED AT 904 AVIATION BOULEVARD.
WHEREAS , the Board of Zoning Adjustments of the City of
Hermosa Beach, California, at a public hea~tng held on February 6,
1984, in the City Hall Council Chambers, considered the request of
Eddie Talbot for permission to add a mezzanine level to his
existing retail store and provide eleven (11) parking spaces in
lieu of the sixteen (16) spaces required on property legally
described as Lots 97 & 98 of Tract 5650;
WHEREAS, at said public hearing, the following facts were
presented for consideration: that a conditional use permit was
granted for surfboard manufacturing at 916 Aviation Blvd. on
August 24, 1974 by Resolution P.C. 143-984 and a requirement
of that permit was to provide ten (10) off-street parking spaces;
there are four (4) lots (each a separate parcel) contained within
the site plan indicated and staff suggests that a deed restricti6~
OfLrequired as a condition to prevent separate sale of these lots
resulting in no parking fbr one or both of the existing buildings;
WHEREAS, at the public hearing, the applicant stated that
most of his customers arrive on bicycles and would have a bicycle
rack to accomodate them and that he owns the parking lot at
Hermosa Ocean Plaza and parking may be used for his customers in
that lot. He also added that the mezzanine will be used for
storage purposes;
WHEREAS, at said public hearing no one appeared to
speak in opposition of the variance;
WHEREAS, after due consideration, it is the opinion of
the Board of Zoning Adjustments that the variance request 1s

justified, for the following reasons:
1) That there are exceptional or extraordinary circum-
stances or conditions applicable to the property involved because
the addition to the building is a relatively minor addition; the
nature of the addition is not likely to increase the demand for
parking of either the existing building or any possible new
business that might go in that would not be subject to the
conditional use permit process.
2) That such variance is necessary for the preservation
and enjoyment of a substantial property right possessed by other
property in the same vicinity and zone because there are many
businesses in town that are able to mo dify their physical
structure to increase the ·ease of doing business; such modifica-
tion for this business would not be possible without this
variance;
3) That the granting of such variance will not b~
materially detrimental to the public welfare or injurious to the
property or improvements in such vicinity and zone in which the
property is located because no additional significant impacts of
parking is anticipated as a result of this variance.
4) That the granting of such variance will not
adversely affect the comprehensive General Plan because there is
no change in the general plan envisioned by this permit.
AND FURTHER, that the variance be granted subject to the
following condition:
That a deed restriction be recorded which would
combine the lots into a single salable entity.
NOW, THEREFORE, BE IT RESOLVED that in view of the above

findings of fact, the Board of Zoning Adjustments does hereby
grant the variance by the following vote:

NOES:
Comms. Berardo, Corder, Chmn. Moore
Comms. Cutler, Williams
ABSENT : None
CERTIFICATION
I hereby certify that the foregoing Resolution BZA 154~546 was
adopted by the Board of Zoning Adjustments of the City of Hermosa
Beach, California at a regular meeting held on the 6th day of
February, 1984.
