WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public hearing held on April 2, 1984, in the City Hall Council Chambers, considered the request of Helen . . DiVelbliss for permission to add floor area to an existing single family dwelling without providing a minimum of one off-street parking space of 8½ X 18', for property legally described as SE 42' of NW 84.22' of Lots 32 & 33, Trafto~ Heights Tract; WHEREAS, at said public hearing, the following facts were presented for consideration: that the property is in an R-P High Density Residential zone; that the proposed addition conforms to all other zoning ordinance requirements; and that the appli- cant's garage is unique in that the one space is part of a double garage that is bisected by the property line; WHEREAS, at said pubiic hearing, the applic"ant was present to answer questions; WHEREAS, at said public hearing, no one appeared to speak in opposition to the project; WHEREAS, after due consideration ; it is the opinion of the Board of Zoning Adjustments that the variance request is granted for the _following reasons: 1. That there are exceptional or extraordinary circumstances or conditions applicable to the property involved because the house, ~ as constructed, predates the existing Code requirements; any - modification of the house would tritger the requirement f6r :extra parking; the garage is l9cated in stich a way that any modification to the garage would in itself require a variance; this property • ~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 . 22 23 24 25 26 27 28 -~ ,,......, cannot be touched without some sort of varia_nce, 2. That such variance is necessary for the preservation and enjoyment of a substantial property right posses·sed by other property in the same vicinity and zone because a modest addition . to the structure is proposed which in all ways meets the Code and it cannot be carried out without a variance. 3. That the granting of such variance will not be materially detrimental to the public welfare or injurious to the property or improvements in such vicinity and zone in which the property is located because the construction project actually _proposed is completely within the Code; the garage appears to be a reasonable garage within the limits to the variability that the Board finds; it appears to the Board .that one advantage is that the garage will be used as a garage. 4. That the granting of such variance will not adversely affect the comprehensive General Plan because there is no change in use. NOW, THEREFORE, BE IT RESOLVED that ih·view of the above findings of fact, the Board of Zoning Adjustments of the City of Hermosa Beach, California, does hereby grant the variance by the following vote: AYES: NOES: Cornms. Berardo, Corder, Cutler, Chmn ·. Moore Comm.
