HomeMy WebLinkAboutBZA 154-514 (114 The Strand), 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION B.Z.A. 154-514 A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA BEACH, CALIFORNIA, DENYING A REQUEST FOR A VARIANCE ON PROPERTY LOCATED AT 114 STRAND, HERMOSA BEACH, CALIFORNIA. WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public hearing held on June 20, 1983, in the Council Chambers of the City Hall, considered the request of Mr. & Mrs. Ragnar Thorensen for permission to add a garage and second level deck to an existing six-unit apartment building, for property legally described as Lot 3 , Block 2, Hermosa Beach Tract; WHEREAS, at sai~ public hearing, the following facts were presented for consideration: that this variance involves the addition of a garage and second level deck to an existing six-unit apartment building which is nonconforming to use as there are six units existing and the lot size would only allow two units presently; applicants are also requesting to encroach within .23 feet at the rear property line with the garage addition in lieu of the 3 feet required; the addition will result in a lot coverage exceeding the allowable by 9.95%; this structure provides less than the usable open s~ace of 200 sq . ft. per unit, proposed is a 304 sq. ft. deck. Applicants are also requestinc to add floor space to a structure without providing at least one off-street parking space per unit; 6 -81 Y 18 spaces would be required to add floor space. Existing are three substandard open spaces , the proposed parking is one 9 X 10' enclosed space, one 9 X 15.5' enclosed space and one 8 X 19.5' open space; WHEREAS, at said public hearing, the applicant was present to answer questions regarding parking and turning radius on Beach Drive; WHEREAS, at said public hearing no one appeared to speak ? 'l ) ~--· • 11 1 in opposition to the variance request; 2 11 WHEREAS, after due consideration, it is the opinion of the 311 Board of Zoning Adjustments that the variance request is denied 4 11 for the following reasons: 5 111) There are no special circumstances that warrant this variance, 6112) That this variance would be injurious to the public welfare. 7 11 3) That new construction on a project with this much of a non- 811 conformity does tend to prolong its life which continue~ to have 911 an adverse effect on the General Plan. 10 11 NOW, THEREFORE, BE IT RESOLVED that in view of the above 11 11 findings of fact, the Board of Zoning Adjustments of the City of 1211Hermosa Beach does hereby deny the variance by the following vote: 131 1 AYES: NOES; 14 11 ABSENT: 15 Comms.
