I• (' RESOLUTION B.Z.A. 154-423 A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA BEACH GRANTING A CONDITIONAL USE PERMIT FOR OPERATION OF A NON-PROFIT PRIVATE SCHOOL ON PROPERTY LOCATED AT 425 HOLLOWELL AVENUE, HERMOSA BEACH, CALIFORNIA. WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public hearing held on August 17, 1981, considered the request of the Institute for International Bilingual Education for permission to operate a non-profit private school for Japanese children from Japan on property legally described as Lots 5 through 17, Hollowell Tract and Lots 23 through 35, Dillon Tract; and WHEREAS, at said public hearing, the Board heard testimony from the applicant that the school will be operated for the benefit of children of Japanese business people temporarily located in the area; that the hours of operation of the school will be from 8:00 a.m. to 5:00 p.m.; that all of the proposed conditions are acceptable to them; and WHEREAS, the proposed conditional use permit is in conformance with the area's zoning and general plan designation; NOW, THEREFORE, BE IT RESOLVED, that the Board .of Zoning Adjustments of the City of Hermosa Beach does hereby approve a conditional use permit for the operation of a non-profit private school at 425 Hollo- well, subject to the following conditions: 1. That a circulation plan be developed and submitted to the Public Works Department for the loading and unloading of students within the school property. A safety zone should be created through the use of cross-hatching painted on the asphalt to provide a loading and unloading zone for the children. 2. That all signs posted on the property be bilingual. 3. That the lower asphalt playground not be used for parking purposes. 4. That the school be open to the public on weekends and after 5:00 p.m. on weekdays. 5. That this conditional use permit is awarded on the condition that the applicant will demonstrate due appreciation to the laws and regulations of the agencies having jurisdiction over the school. The applicant hs signed a statement attached to his business license application which reads: "The issuance of this business license is for revenue purposes only and does not constitute a waiver on behalf of the City to enforce any City ordinance which might be violated by the business activity." Applicant's atten- tion is directed to the Hermosa Beach City Code, especially the chapters on licensing, nuisances and signs. Willful and contin- uing violations of the City Code will constitute.grounds for a hearing to show why this permit should not be revoked. AYES: Comms. Merrill, Moore, Williams, Chmn.
