HomeMy WebLinkAboutBZA Resolution 154-304 - (2630 The Strand)RESOLUTION B.Z.A. 154-304 A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA BEACH GRANTING A VARIANCE ON PROPERTY LOCATED AT 2630 STRAND, HERMOSA BEACH, CALIFORNIA. WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public hearing held on January 10, 1979, in the Council Chambers of the City Hall, consid- ered the request of Mr. Norman Quient for pennission to enlarge five windows and relocate one door in the west facade of a four-unit apartment building which is nonconforming because it is in the R-1 zone, on property known as Lot 5, Block 27, Hermosa Beach Tract; and WHEREAS, at said public hearing, the applicant stated there are three parking spaces on the property; that although on the drawings it appears that the front door will be moved, they do not plan to relocate it; that enlarging the windows would allow them to take more advantage of the view and would improve the looks of the building; that the windows have to be replaced because they are so old; and WHEREAS, at said public hearing, no one appeared to speak in opposition to the request; and WHEREAS, after due consideration, it is the opinion of the Board of Zoning Adjust- ments that the request is justified for the following reasons: 1. That there are exceptional or extraordinary circumstances or conditions applicable to the property involved because the windows are in need of replacement and will increase enjoyment of the view. 2. That such variance is necessary for the preservation and enjoyment of a substantial property right possessed by other property in the same vicinity and zone, and denied to the property in question because it is the change in zoning that creates the necessity for this variance; and the view is a substantial property right. 3. That the granting of such variance will not be materially detrimental to the public welfare or injurious to thie property or improvements in such vic- inity and zone in which the property is located because there is no square footage change. 4. That the granting of such variance will not adversely affect the compre- hensive General Plan because it does not affect :the General Plan. NOW, THEREFORE, BE IT RESOLVED, that in view of the above findings of fact, the Board of Zoning Adjustments does hereby grant the variance by the following vote: AYES: Comms. Beard, Simpson, Chmn. Toth NOES: Comms. DeBellis, Ebey ABSENT: Cormis. Cummings, Sims CERTIFICATION I hereby certify that the foregoing Resolution BZA 154-304 was adopted by the Board of Zoning Adjustments at a regular meeting held on the 10th day of January, 1979.
