HomeMy WebLinkAboutBZA Resolution 154-282 - (434 Gentry)L RESOLUTION B.Z.A. 154-282 A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA BEACH GRANTING A VARIANCE ON PROPERTY LOCATED AT 434 GENTRY, HERMOSA BEACH, CALIFORNIA. WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public hearing held on August 7, 1978, in the Council Chambers of the City Hall, considered the request of George and Christine Xifo for permission to add to an existing single family residence without providing a legal off-street parking space, on property known as Lot 22, Dillon Tract; and WHEREAS, at said public hearing, the following facts were presented for consideration; that parking in a landscaped front yard does not result in spaces being used for stor- age or housing of manufacturing or a myriad of other uses to which garages are gener- ally being put; and WHEREAS, at said public hearing, the applicant explained that they bought the property on the condition that it would be brought up to code as a single family dwelling, it was previously bootlegged and two units; that aside from adding a room they plan to redo the whole house with an English Tudor treatment; that they are agreeable to receiving a package approval; i.e., that the landscaping be included, the bricked in area to be done, etc.; and WHEREAS, at said public hearing, no one appeared to speak in opposition to the request and a petition was submitted signed by 11 residents in support of the request; and WHEREAS, after due consideration, it is the opinion of the Board of Zoning Adjustments that the variance request is justified for the following reasons: 1. That there are exceptional or extraordinary circumstances or conditions applicable to the property involved because of the way the original structure was built and because of the existing landscaping and structures; that the trade off of requiring a garage versus a nice landscaped, offstreet parking area would not be in the best interest of the city and the surrounding areas. 2. That such variance is necessary for the preservation and enjoyment of a substantial property right possessed by other property in the same vicinity and zone, and denied to the property in question because the city is gaining something; i.e., requiring landscaping, etc. in lieu of a garage structure. 3. That the granting of such variance will not be materially detrimental to the public welfare or injurious to the property or improvements in such vic- inity and zone in which the property is located because this scheme doesn't encroach or infringe on adjacent properties. It is a visual improvement to the neighborhood. 4. That the granting of such variance will not adversely affect the compre- hensive General Plan because the number of dwelling units remains within the guidelines of the General Plan. AND, FURTHER, that the variance is granted subject to the following condition: 1. That the landscaping as seen on the rendering, especially in the parking area, be included. NOW, THEREFORE, BE IT RESOLVED, that in view of the above findings of fact, the Board of Zoning Adjustments does hereby grant the variance request by the following vote: AYES: Comms.
