A RESOLUTION OF THE BOARD OF ZONING ADJUSTMENTS OF THE CITY OF HERMOSA
BEACH GRANTING A VARIANCE ON PROPERTY LOCATED AT 552 -11th PLACE,
HERMOSA BEACH, CALIFORNIA.
WHEREAS, the Board of Zoning Adjustments of the City of Hermosa Beach, at a public
hearing held on November 8, 1978, in the Council Chambers of the City Hall, considered
the request of Mr. Richard Thielscher for an exception to Section 1153 of the Zoning
Code which requires one parking space for each 500 sq. ft. of gross floor area in the
building, on property known as part of Lot 1, Tract 780 and part of Lot 2, Block 74,
2nd Addition to Hermosa Beach Tract; and
WHEREAS, at said public hearing, the following facts were presented for consideration,
that this section of the code was adopted in 1965 before the advent of mini-storage;
the building contains 23,540 sq. ft. in the first floor and 2,360 sq. ft. in the
second floor for a total of 25,900 sq. ft., which would require 52 parking spaces;
that department research indicates that the maximum requirement for this use would be
two parking spaces per hundred cabinets and the applicant is proposing nine parking
spaces for 474 cabinets; and
WHEREAS, at said public hearing, the applicant was present to answer questions from
the Board; and
WHEREAS, at said public hearing, no one appeared to speak in opposition to the
request; and
WHEREAS, after due consideration, it is the opinion of the Board of Zoning Adjustments
that the variance request is justified for the following reasons:
1. That there are exceptional or extraordinary circumstances or conditions applicable
to the property involved because the parking ordinance predates the advent of
_ mini-storage. {!) That such variance is necessary for the preservation and enjoyment of a substantial
property right possessed by other property in the same vicinity and zone, and
denied to the property in question because the present manufacturing operation in
this building requires more parking than mini-storage and the other industri~l
~~ properties in the vicinity have been developed without parking. {2) That the granting of such variance will not be materially detrimental to the
public welfare or injurious to the property or improvements in such vicinity and
zone in which the property is located because this project will not be injurious
to surrounding area because use of the storage facilities by properties in the
vicinity will prevent some garages from being converted to storage and will enable
,~ residents to enjoy some relief from parking congestion.
~ That the granting of such variance will not adversely affect the comprehensive
General Plan because the proposed project has no adverse effect on the General Plan
and rather has a beneficial impact on the General Plan.
NOW, THEREFORE, BE IT RESOLVED, that in view of the above findings of fact, the Board
of Zoning Adjustments does hereby grant the variance request by the following vote:
AYES: Comms. Beard, DeBellis, Simpson, Chmn. Cummings
NOES: None
ABSENT: Conms. Ebey, Toth
