Haneman PETITIOB or H§LEI Ju WDKS Pe~ttion of Helen Lo Weeks, covering Lot l, Block i, Hermosa Park Trac·t, situated on the northweerG corner of Valley Drive and 25-t-h Street, zone R-2» to permit the construction of a single family dwelling with garage facing 25th Street and a double dwelling with garages f~cing Valley Driven This variance was granted by the City Council on April 21, 195), but t.ime has expired within-which var:t.ance is valid_ making it necessary to re-apply for a variance~ The petition was signed by 7 property owners (original petition), and the~• w~re no signatures 1n favor on the new peti~ion~ There waa no one ptesent in support of this petition .. Discussion waa held over for a time while other matters were discussed. • When discussion was resumed on t}lis pef~i:tion II there was· much dis"' eussion as to whether or not the lot 1-.,as larger than ~ur.rounding lotso It waa noted that this area is proposed as R~2·dn·the new mapg • After more discussion. Commo Hixson moved the denial of this petition on the groun.ds that there is no basis for the granting of the petlt.iono The owner is not being denied through hardship ·the full use of bis property and to grant it would be granting him a privilege not allowed h1s neighboring propartieso The motion was seconded by Commo Fisher and Resoluttion Noo PC 21 was adopted by the £ol1o~na · vote: • • Yes~ No: Absent fETITION OF RUTH J..e_ MAYFIELD _ Commo Black, Dennie, Fisher. Mayfield, covering Lot l411 Glorietta Villa Tract, situated at, 103g~7th Street and 10/.i.0-7th Street g consisting of 2 houses and 1 double garage, zone R-3 9 to permit the cons·truction of a garage on the site of present old garageo This will require the waiving of. side and rear yard sat.~back requiremen·~s; a. condition which exists at present with the old garageo Mrs~ Mayfield wae present in support of this petitione There were no comments either for or against the granting of this pet:i.tion.,
r' Mro lv"Jayfield established the .fact "that the lot is 409 wide and that, there is a building approximately 5v from the rear property linem The property owners on one side and the rear signed the petition in favor of this change .. After f~ther discussion, Commo Miller moved the granting or this variance because it is an extreme hardship, due to the proximity of buildings and width of lot .. There wouilid not .. be enoµgh turning radius if the set=backs had to be conformed to in this caseo It will also be a definite improve~ m':nt over the o~d,. 14oo~~m struc·t;ure o The motion was seconded by Comm~ Fisher and Resolution Noo PC 22 was adopted by the following vote: Yes: No: Abseiit: Commo Black, Denn.ie, Fisher:i Hixson and Miller None Commo Haneman COMMUNICATION FROM CITY COUNCIL RE ·JOHN Ao THRALLS' REQUEST FOR BUILDING ncEP?IQN _This matter was brought before the City Council at its meeting of April 5th, il955 and referred to the Planning Commission for study and its recommendat on., ~to Thralls is asking to be allowed to build a dwelling without garage 'facilities and ,1ith less than 900 square feet on his property at 38-4th Court o The lot ialong and narrow, and it is not possible to improve the front portion or the lot without an exception to the building codeo There will be not area for a garage. but he felt the driveway was large enough to accomodate parkingo Chairman Dennie suggested that, this matter be held over to the meeting of May 9t at wh:tch time a plot pl/3.1"1 li!ith exact measurements should ba submitted$ 50 that. the Commission can study ·the matter more fully., Mro Thralls said this would not inconvenience him materiallyc It was moved by Comm., Miller and seconded by Commo Black that the minutes of the regular meeting of the Planning Commission he~d March 14thp 1955, be approved as :recei.,10d·o The motion carried unanimousllto EXCEPTIONS ON NEl.f .S.CJiOOl, PARCELS Chairman Dennie presented a letter from the Board of Trustees of ·cha Hermosa Beach City School District, requesting a zone change on properties in escrow at present and propertj_es anticipated for purchase in the future~ Chairman Dennie pointed out that at present there is no specified zone for school usage0 there.fore the Planning Commission would have to allow an exception on those parcels for school usageo

It was es·tablished that there seems to be a reasonable amount of par~ing provided for~ Further discussion centered about whether or not it would be necessary to.r0quest a more comprehensive outline of the whole plan of the school additions, as .far as they have planned at presento After further diEJeussion, Comm., Fisher moved that a resolution be adopted and presented to the City Council, granting an exception to OrdoNo~NoS.8 on the 6 parcels of land now in escrow, being purchased by the Hermosa Beach C-ity School System.. These parcels are described as follows: lo North S,:hool: 2., Nor.th School: 3,. South tJchool: 4,. South School: 5., Pier Avenue: 6 .. Pier A-ranue: Northerly 50' of Lot 19, Block 51> Hermosa Terrace Tract, complete with buildings and improvements thereon. Lot 2, Block 11, Shakespeare Tract, complete with buildings and improvements thereono Lot 11, Block "K", Trac·G No .. 1686 • Lots 6 and 7, Block ttKn, Tract No.. 1686 E'ly 439 of the wely gg, of Lot; 38, Block 7$, Second Addition to Hermosa Beach Wtly 45' of Lot JS11 Block 7g, Second Addi·tion to Hermosa Beacho • Commo Fisher's motion included the proyisiQn that when all parcels of land :required r~·.1d shown on the plans are acquired11 adequate parking space for all employoes be provided in the ratio: of one parking space for each two employeeso This e1tception will be for the benefit of the public and the welfare of the City of Hermosa Beach.
