Clifton E0 Rall» contractor, spoke in behalf of Miss Baldwin, sta·ting that these lots have all been built upon in the rearli thereby creating a 40' set=back on Hermosa Avenue,., He felt that full use of the property would be denied unless this front yard could be built upon,., The lots are presently zoned R-4, but can not be used as such if ·this 40' set-back is required. He further said that, his proposed construction would not extend closer to the property line than 4' except for a stairway which would come to within l'~ There was one written protest received from Jannie Lee Hutchins3 owner of Lot 111 Block 105, Shakespeare Tract. Mrs,., Ilobert Gilbert8 representing Miss Hutchins, said that itiss Hutchins was not too definitely opposed to this variance if it could be done no other way9 but would rather keep the set-back at 1ovo Miss Betty Baldwin stated that a multiple unit to the east of this block was built right to the property line» and that she had noted numerous other such building in other parts of the City, as well. After fur'cher discussion, Comm¢ Miller moved that a 6' set-back be established for the lots in this block0 This will more nearly con-form to existing set-backs in blocks on both sides of this block9 He also moved that a 1° set-back be ullmved on the 30th Street side of the property0 This l' sideyard set-back will confonn to that on adjoining properties and to existing structures on this property. The motion was seconded by Comm. Black. There was further discussion of the question of eave overhang~ Miss baldwin asked to be allowed to use eaves conforming to the eaves on the present structure on the lot. It was felt that since this matter was not a part of the petitionp it should not be con-sidered at this time0 Comm. Miller's motion was voted upon, and Resolution NO.PC 41 was adopted by the following vote: AYES: Comm. DUBBS ~-.. ,1.u .• ··.ug :..on.11.1.i.os::.. ·u September 121 1955 Page Two Petition of Clyde A0 Dubbs covering W 30' of Lot 16» Block JP Hennosa Park Tract, situated at 508-24th Place9 for permission to to erect stairways in both east and west side yards, lone R-20 Miss Anna Lucy~ owner o:£ adjacent property 11 was concerned about the sandy slope on the rear of this property0 Because quite alot of the sand has been removed to make room for the house to be moved onto the lot~ some type of control of this slope seems to be necessary0 Mr0 Dubbs presented photographs of the housep showing it in both its former and present locations0 After further discussion, Commo Black moved that the Planning Commission recommend the granting of this variancev granting per-mission to construct one 36" stairway on the west side of the lot. This would be nec;:essary for ingress and egress to the building)) because of the contour of the lot0 The motion was seconded by Comm., Haneman0 There was further discussion concerning the .fact that a 30" stair-way would not be allowed without a variance, because it would extend too far into the east sideyard under the Ordinance0 After this discussiona Comms0 Black and Haneman withdrew their motion, and Commo Miller moved that the Planning Commission re-commend the granting of this variance~ granting permission to construct a 36" stairway on the west side of the lot in a side-yard of 4'6"" This would allow the 30" stairway on the east side of the lot0 This pe:nnission would be granted provided the house is moved 6° to the west0 This variance would be granted on the basis of the contour of the lot P and because it W>uld be impossible to get in and out of the rear of the building without stairs0 The motion was seconded by Comm0 Haneroan9 and Resolution NO.PC 42 was adopted by the following vote: AYES: Comm. Black~ li'isher, Haneman, Miller, Viault, Chairman Dennie and Mayor ~dwards NOES: None REQUEST FROM LICENSE DEPARTMgNT FOR OPINION Letter from License Department stating that l•ir O Glen Hagen had made application to that Department to operate a business located at 30 Hermosa Avenue, consisting of assembling additional parts to adding machines in a C-2 zone0 The letter requests an opinion as to whether or not this type 0£ business would be more obnoxious1 hazardous or detrimental to the welfare of the district than the • enterprises or businesses enumerated in Section 14 (b) of Ord0No. Ncsog• r-: .. ,.!ll~-.... lg '.<hh~,~ .... 2i~.:.-•-!.: • September 12; 1955 Page Three After short discussion, Comm~ Fisher moved that it is the opinion of the Planning Commission that this type of' business in a c ... 2 zone would not be any more obnoxious, hazardous or detrimental to the welfare ,)f the di strict than other enterprises or busi-nesses enumerated in Section 14 (b) of Ord.No.N0S980 The motion was seconded by Comm0 Black and carried unanimously0 PETITION FOR CHANrzE OF ZONE OF MADGE WEND! Petition for c;1ange of Zone submitted by Madge Wendt~ covering a portion of J,ot 56, E.B. Smith's Replat9 situated at 1411 Pro-spect Avenue for a change of zone from R-2 to R-30 Cormn0 Fisher moved that the provision in Ord0No. N0S08 requiring that a list. of property owners within JOO' radius be submitted with the pt:tition be waived., This will be taken care of by the Secretary :>f the Planning Cornmission0 Comrn0 Miller seconded the motion, a,jd it carried unanimously. By unanimous consent of the Cornmissi,:n, the date of hearing on this change of zone was set for Octo~er 10, 1955. LEE HUTCHINS -·-Petition of Jannie Lee Hutchins for a variance covering Lot 19 Block 105, Shakespeare Tract, situated at Hermosa Avenue between 30th Street and 31st Street, Zone R=4~ to permit a variance from the required 3' sideyard on the north side, and .from the required 401 front yard set-back0 Mrs0 Gilbert was present represen-ting Mias Hutchins0 After a short discussion, Comm, Haneman moved the granting of this pet,i tion, allowing the requested 611 sideyard set-back on the 31st Street side and allowing the 6• front yard set-back established for the block by the recommending of' the granting o.f a previous variance. South School: W 5105' of Lot 5~ Block K, Tract No0l686 2~ Valley Vista School: Lots 12 and 13~ Hermosa Garden Tract 3n Hermosa View School: Lots 1g2 and 1833 Walter Ransom's Redondo Home Tract 4;, North School: Rear portion o:f Lot 18, Block 5t Hermosa Terrace Tract The letter stated that all of these properties are already owned by the School District or are now in escrow0 Comm,., Fisher moved that the School District be given exceptions to use the above described parcels £or all school purposes with the provision that when all properties are purchased or otherwise acquired.P parking facilities will be provided at, the rati.o of one parking space for each two employees in the whole school District0 Comm0 Black seconded the motion, and Resolution NO. PC 45 was adopted by the following vote: AYES: Comm0 Black9 Fisher, Haneman, Viault, Chairman Dennie and Mayor Edwards NOES: None PASS: Corom0 Miller PETITIOt; Oft' BARBAHA KENNETT Petition of Barbara Kennett covering SE 151 of Lot 53 and all of Lot 549 Tract No0 1562, situated at 1545 Silver Street, Zone R-2, requesting a variance to permit proposed addition to existing house to extend into the established front yard Bet~back of approxi-mately 15' to within gr of the property line. There were 11 signatures of property owners favoring the granting of this petition. WlLSQN Petition of Lester Ro Wilson covering the W portion of Lot 10, Block 85., Second Addition to Hermosa Beach11 situated on 6th Street, between Prospect Avenue and Pacific Coast Highway, Zone R-3, re-questing permission to subdivide a 909 frontage into two 459 x 1509 lots, each having 6750 square feet, but less than the required 50' frontages .. After discussion, Commo Miller moved the granting of this petition, each lot having the required 5000 square feet, because it will not be detrimental to the neighborhood, and each portion will be larger than the surrounding lotsQ The motion was seconded by Com.mo Viau)t, and Resolution NooPC 47 was adopted by the following vote: AYES: Commo ·alack, Fisher, Haneman, Miller, Viault, Chairman Dennie and May,or Edwards NOES: None APPROVAL OF MINUTES,_ Commo Black moved the approval of the minutes as received of the meeting of August 8, 1955, with Commo Fisher seconding the motion, and with the unanimous approval of the Commission.
