Smith, Building SUpt .. ., Bud Trott, License Collector PETITION OF H, .. s.nRKWOQp_ Petition of HeS.Kirlatood covering the Sly 128.13~ of Lot 5~ Block 8411 Second Addit,ion to Hermosa Beach, located be-tween 15th and 16th Streets.. This pe·ti-tion was held over from the mee•ting of' October 10th~ pending receipt of more detailed plans to include sewer arrangements, larger stree•i:i, 3 lots instead of' the originally requested 4 lots~ etc. Petitioner requests permission to div-lde this large parcel into 3 lots, each having 51~8" fron·tage and including a 2~• private drive to provide ingress and egress to these 1ots. Mr• Smith questioned 1tr. Kir~100d regarding what arrangement had been made for the sewer. Mr. Kirkwood said he would obtain an easement from the adjacent property owner and make arrangements in the deed for the property owner to maintain the sewer. Another problem i1as t~he 15% grade oz the proposed street,, uhich Mr. Smith pointed out vas steeper than is usually allowed in a sub-division for Tesidantial use. The question also arose regarding maintenance of this private drive. Comm. Miller moved that the gran~ing 0£ ~his pe~i~ion be recommended t.o the Ci·Gy Council, allottl11g this property to be divided into 3 lo~s. with the private drive of adequate size (289). and because each lot has more than the required minimum frontage and square footage. A 10' front yai-d set-back will be required on the south side of the street. The motion was s~conded by Comm. Black, and Resa No.PC 49 was adopted by the following vote: YES; Comm. Mr., Smith sketched the new arrangement, and Mrso Wheeler aaked what this would do to the £ron~ yard ae~-back as it now exist.a. Constwction Co. 11 covering Lots 41-44, Hermosa He~ghts Tract, situated on Prospect Avenue0 near Massey Avenue., Petitioner requests permission to change the sises of the above lots and decrease set-back requi~ements to 15°. This would, in ettects makt1 3 lots out of 4, and make them more usable than they. presently are. Mr. Griffin was not present .. Comm~ Haneman mOYed the recommendation of granting or this petition to the City Council on the basis that an increase in the sizes ot lots is desirable; there will be 3 lots ins·tead of 4J and it will be an improvement in the neighborhood. Plug, owner 0£ Lots 23 through 2S, Tract No. 2548, asked what depi;h the proposed new lots ~rould have •. Mrs. McBride said tht-.1 would bo 51.9' deep and that she Zelt this was as deep as most of the lots in the neighborhood. Mr. Plug said most o~ ·the surrounding lots ws·t.•e at least a little deepar, if' not much deeper. The quention arose as to whether or not a 25' wide lot is worse than a ).ot 50' square. Mrs. McBride offered to change her petition to prov:i.de for a ½ and i-split, making 2 lots of 62.501 width. The Comn:ri.ssion expressed various opinions regarding the advisability of allow:L,g this variance, with the quest.:ions of se·~-backs II sub-standard. ).l)ts and utilization of property arising in the discussions. Block 7!, Second Addition to Henaosa Beach, which faces the private street known as 19th Street, west or Villey Drive. Comm. Black asked how to establish a set-back vi.th a private street as frontage for the lots. Mr. Smi·th explained that the problem is tba·t this street is a private street, therefore Mra Stevenson would have no access ·to this lot o He would have to have an easement from the owner of the street to use it as tr.ontage for his houses. There was also a question 0£ ~h~~her or not the Planning Commission has jurisdiction in this matte~~ since all residences are supposed to front on a public street. However, it was felt that good judg-ment would have to be usod in the matter, since there are already houses facing this private street on the other sideo Comme Miller felt that a letter should be sent to the Building Dept. expl.&11d ng the situation and asking for more precise detail~, before the Commission can take action. It t1as the consensus or the Commiseion that a letter should be addressed to th• Building Dept. requesting Mr. Stevenson to be pr-esent at the Planning Commisaion meeting to be held December 12 with a more precise plan for hia proposed deyelopment or this entire parcel.
