All Planning Commission meetings are open to the public. PLEASE ATTEND. Currently, meetings are
being held in-person in the City Hall Council Chambers and virtually via Zoom.
The Planning Commission receives a packet with detailed information for every agenda item. Planning
Commission agenda packets are available for your review on the City's website located at
www.hermosabeach.gov. Complete agenda packets are also available for public inspection in the
Community Development office at City Hall. Community Development hours are Monday through
Thursday from 7:00 AM to 6:00 PM.

HOUSING ELEMENT STRATEGIES AND SITES LIST

Recommended Action:
Staff recommends the Planning Commission:
1. Receive staff and consultant presentation;
2. Solicit public comments; and
3. Provide feedback on strategies and sites list.
Executive Summary:
This is a progress update on the Housing Element Update,including review of the sites inventory list
designate sites for to meet the City’s Regional Housing Needs Assessment (RHNA)of558 units.for
potential rezoning necessary to meet the housing requirements.Staff requests that the Planning
Commission review and provide input on the on the identified updated approaches to the Housing
Element, with the ultimate goal to receive State certification of the Housing Element.
Background:
The City of Hermosa Beach’s RHNA is 558 housing units for the 6th Cycle Housing Element,which
represents an eight-year planning period (2021-2029).The units are distributed among the following
income categories:
Since late 2020,staff and consultants have been working with the Planning Commission and City
Council to update the Housing Element to meet the RHNA, and implement State housing laws.
State law now requires zone changes to accommodate the RHNA to be complete within one year
from the October 15,2022 Housing Element due date.This has affected the Zoning Code Update

from the October 15,2022 Housing Element due date.This has affected the Zoning Code Update
process currently underway to include the zone changes needed for the Housing Element.This new
requirement has resulted in a revised schedule.This schedule is outlined in the “Next Steps”section
of the report and is also included in the February 9,2023 City Council Information Memo provided as
Attachment 4.

Discussion:
The sites inventory list from the previously adopted Housing Element,which is provided as
Attachment 1.Staff has updated the sites inventory to address HCD’s comments;the updated sites

Attachment 1.Staff has updated the sites inventory to address HCD’s comments;the updated sites
inventory is discussed below and represented on a sites inventory map provided as Attachment 2.
Staff is working closely with Veronica Tam &Associates and Miller Planning Group to address state
housing laws,including an expanded sites analysis prior to review of the Planning Commission and
City Council authorization to submit to HCD.Once HCD determines the Housing Element is in
substantial compliance with state law,the document will come back to the Planning Commission for
consideration for a recommendation to the City Council for adoption.
Housing Element Strategies
1.Add Residential Uses to Commercial Sites -The largest potential number of new units would
require the commercial zones to introduce housing as allowable uses,either as mixed use with
commercial uses or as 100%residential with a portion of units designated for low-income or
moderate-income housing.
2.Lot Consolidations -Some sites could become feasible for housing if consolidated with
adjacent sites under the same ownership.HCD requires an affordable housing site to be a
minimum of one-half acre in size.Through a lot consolidation program,more sites would be
considered feasible for housing development by HCD.
3.Accessory Dwelling Units (ADUs)-HCD requests a more feasible,lower number of units to be
included in the Housing Element to meet the RHNA based on the number of ADU permits issued
during the last five years.
State law encouraging ADUs became effective January 1,2021.This has resulted in significant
increase in building permits issued for ADUs.ADUs continue to be an important strategy to count
toward the City’s RHNA units and can be considered as moderate-income units.
A program to encourage ADUs will be included in the updated Housing Element,including an
informational brochure and trained staff available to assist interested residents on a designated day

of the week, such as “ADU Mondays” and other incentives.
Housing Element Sites
Since the Planning Commission last reviewed the sites inventory list in 2021,a few revisions have
been made to the list. These are explained below.
1.Sites Removed - Two sites were removed due to lack of feasibility:
·725 10th Street - This existing long-term RV park currently provides affordable housing
and would not be able to yield additional units.
·1529 Valley Drive - This site is an active utility site and is unlikely to be considered for
housing uses.
2.Sites Added - Additional opportunity sites have been added upon further evaluation:
·900 and 1000 block of Aviation can be considered feasible with sites consolidation.
·824 1st Street - This is an unfinished office condo project that could be converted to
residential units.
·700 Pacific Coast Highway - This site is currently for sale and the owners have
approached the City to discuss potential reconstruction, possibly with
commercial use on the ground floor and residential use above.
3.Notes Added,including Developer and Owner Interest -The list includes notes indicating
developer or property owner interest in development to demonstrate feasibility.
4.Future Zoning Code Designations -The sites inventory list shows possible zoning to be the
revised zoning corresponding with the Zoning Code update.The Zoning Code update and
Housing Element are planned to be approved concurrently after HCD has deemed the
Housing Element in compliance with all state laws.
Next Steps
The tentative schedule and next steps are identified below:
·March/April 2023-Planning Commission study sessions to:
-Present Housing Element draft sites inventory,and summary of other items that will be
incorporated into the Housing Element revisions.
-Discuss zoning approaches to accommodate housing in the sites inventory,this will be
discussed at the next regular.
·May 2023-Planning Commission review of draft Housing Element.
·May 2023-Planning Commission study session to review draft Zoning Code Update
summarizing revisions from the public and Planning Commission input.
·June 2023-Planning Commission study session to review draft Zoning Code Update (if

needed).
·Summer 2023-Planning Commission adoption hearing(s)to recommend to City Council with
Zoning Ordinances, Housing Element, and environmental review; and
·Late Summer 2023-City Council adoption hearing(s)to consider Zoning Code Update,
Housing Element update, and CEQA review.

General Plan Consistency:
PLAN Hermosa,the City’s General Plan,was adopted by the City Council in August 2017.Since the
State requires General Plan Housing Elements in 8-year cycles,the last Housing Element for the
2014-2021 cycle had been recently updated and was not included in the development of PLAN
Hermosa.Upon adoption,the 2021-2029 Housing Element will become a component of the PLAN
Hermosa General Plan.
Public Notification:
For the March 9,2023 Special Planning Commission meeting,a total of 1,550 public notices were
emailed to community members that have added contact information on interest lists for the Housing
Element.A Public Meeting Notice was also posted on our website (Attachment 5).As of the writing
of the report, staff has received no public comments.

SUBJECT: Update on Zoning Code Update and Housing Element
Executive Summary
Since 2020, the Community Development Department has been working on two major
projects: 1) a comprehensive Zoning Code Update; and 2) a Housing Element update for
the 2021–2029 planning period. Due to a State law change in July 2022, necessary
zoning changes must now be adopted prior to Housing Element certification by the State.
For this reason, the two efforts will become jointly coordinated and proceed as one
package in order to accommodate housing-related revisions. Over the next several
months, staff will present this effort to the Planning Commission and City Council with
related General Plan Amendment and California Environmental Quality Act (CEQA)
review. This memorandum provides a summary on background and next steps.
Background
Zoning Code Update
The City adopted PLAN Hermosa in 2017, which expressed the community’s long -range
goals for the future of Hermosa Beach. The comprehensive update of the Zoning Code
(Title 17 of the Hermosa Beach Municipal Code) implements the community vision
articulated in PLAN Hermosa by creating a flexible, user-friendly set of land use and
development regulations. Staff facilitated several Planning Commission study sessions
on this effort and has steadily advanced to a mostly complete working draft document.
Housing Element
State law requires that each city adopt a General Plan to guide land use and development.
Among the various “elements” of the General Plan is the Housing Element, which describes
City policies and programs for maintaining and improving existing housing as well as
accommodating development of new housing to meet the City’s assigned share of regional
growth under the Regional Housing Needs Assessment (“RHNA”).

Hermosa Beach was assigned a total housing need of 558 additional units during the 8 -
year period distributed among the following income categories:

Every city in California is required to update their Housing Element for the 6th planning cycle,
which spans the 2021–2029 period. Housing Elements must be reviewed and certified by
the State of California Housing and Community Development Department (HCD) in order
for the City to comply with State law. The due date for jurisdictions in the Southern California
Association of Governments (“SCAG”) region was October 15, 2021. The City submitted a
first Draft Housing Element on August 6, 2021 and received an HCD comment letter
requesting additional information and analyses on October 5, 2021. The City submitted a
second revised and adopted Housing Element on December 21, 2021 and received an HCD
comment letter requesting additional information and analyses on March 23, 2022. In mid-
2022, the City’s then-Housing Element consultant was no longer able to support the effort,
resulting in staff having to secure another consultant for this purpose.
Community Engagement
Over the past two-and-half years, the City held 21 meetings about the Zoning Code Update
and 10 meetings about the Housing Element. Outreach for both work efforts was highly
targeted to stakeholders such as commercial and residential property owners, developers,
and professionals such as architects. The City maintained webpages for each project.
Next Steps and Tentative Timeline
As the City did not receive HCD certification of its Housing Element before October 15,
2022, the State now requires any zoning changes needed to meet the City’s RHNA to be
completed prior to HCD certification of the Housing Element. Staff has coordinated the
consultants for the Housing Element update and Zoning Code Update, Veronica Tam and
Associates and Miller Planning Associates, respectively, to prepare analysis and revisions
for the coordinated Housing Element and Zoning Code package. Staff will also develop a
strategic communications plan for this joint effort. This will include tactics for enhanced
community engagement, such as an educational social media campaign, informal
outreach at in-person community events, and broader advertising about upcoming

Housing Element and Zoning Code meetings and project milestones to ensure this work
effort is more visible to the general public.
The tentative schedule and next steps are identified below:
• March/April 2023—Planning Commission study sessions to:
− Present Housing Element draft sites inventory, and summary of other
items that will be incorporated into the Housing Element revisions;
− Discuss zoning approaches to accommodate housing in the sites
inventory;
• May 2023—Planning Commission review of draft Housing Element;
• May 2023—Planning Commission study session to review draft Zoning Code
Update summarizing revisions from the public and Planning Commission input;
• June 2023—Planning Commission study session to review draft Zoning Code
Update (if needed);
• Summer 2023—Planning Commission adoption hearing(s) to recommend to City
Council with Zoning Ordinances, Housing Element, and environmental review;
and
• Late Summer 2023—City Council adoption hearing(s) to consider Zoning Code
Update, Housing Element update, and CEQA review.
After City Council adoption, the Housing Element update would be submitted to HCD for
review and certification. Additional revisions required by HCD would be presented to the
City Council for review and adoption. Any corresponding Zoning Code changes would
also need to be reviewed and adopted for consistency purposes.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Hermosa Beach shall hold a hybrid
public meeting on Thursday, March 9, 2023 to discuss the following:
1. Planning Commission Special Meeting to discuss the Housing Element.
SAID PUBLIC MEETING shall be held as a hybrid meeting and open to the public both virtually and in-person at
7:00 PM, or as soon thereafter as the matter may be heard.
Public meetings are broadcast live on Spectrum Channel 8 and Frontier Channel 31 in Hermosa Beach.

eComment: Thank you for the opportunity to submit my comments & ?s for your consideration. If
ADUs are 'Moderate income' what are sizes and income levels of the Low & Very Low
categories? Where does a JADU fit in? Although understandable, it seems a real shame to see
710 Pier Ave. & 522 11th Place properties on the block. And it looks like the upper levels of
businesses are once again in play. As this potential increase in residents awaits Hermosa, and
thinking of the recent Parking discussion, where I believe it was warned that new ADU's don't
require offsite parking, please consider that all of these units under discussion would be eligible
for Only 1 resident sticker pass per address.
