Written materials pertaining to matters listed on the posted agenda received after the agenda has been posted will be added as supplemental materials under the relevant agenda item on the City's website at the same time as they are distributed to the Planning Commission by email. Supplemental materials may be submitted via eComment (instructions below) or emailed to: communitydevelopment@hermosabeach.gov. Supplemental materials must be received before 12:00 p.m. on the date of the meeting to ensure the Planning Commission and staff have the ability to review materials prior to the meeting. Public comments on the agenda items called Verbal Reports, Staff Items, Commissioner items, Consent Calendar items that are not pulled for separate consideration and Future Agenda Items will only be heard at this time. Further, comments on public hearing items are heard only during the public hearing. Members of the audience may also speak during discussion of items removed from the Consent Calendar for separate consideration; during Public Hearings; and, during discussion of items appearing under Municipal Matters. All comments from the public under this agenda item are limited to three minutes per speaker, but this time allotment may be reduced due to time constraints. The Planning Commission acknowledges receipt of the written communications listed below. No action will be taken on matters raised in oral and written communications, except that the Commission may take action to schedule issues raised in oral and written communications for a future agenda. Speakers with comments regarding City management or departmental operations are encouraged to submit those comments directly to the Community Development Director or to the City Manager. V. CONSENT CALENDAR The following matters will be acted upon collectively with a single motion and vote to approve with the majority consent of the Planning Commission. Planning Commission members may orally register a negative vote on any consent calendar item without pulling the item for separate consideration prior to the vote on the consent calendar. There will be no separate discussion of these items unless a Commission member removes an item from the Consent Calendar prior to the vote on the consent calendar item. Items removed will be considered under a latter agenda item, with public comment permitted at that time. MUNICIPAL MATTERS a.REPORT 22-0572 INFORMATION ONLY: PUBLIC HEARING NOTICES AND PROJECT ZONING MAPS (Administrative Assistant Melanie Bristow) b.REPORT 22-0557 CONVEX SLOPE DETERMINATION REQUEST (CSD22-02) TO UTILIZE ALTERNATE SPOT ELEVATIONS RATHER THAN PROPERTY CORNER ELEVATIONS ALONG THE NORTH PROPERTY LINE FOR THE PURPOSES OF DETERMINING BUILDING HEIGHT AT 330 MANHATTAN AVENUE Page 4 City of Hermosa Beach Printed on 9/20/2022 September 20, 2022Planning Commission Regular Meeting Agenda (Assistant Planner Johnathon Masi) Recommendation:Staff recommends Planning Commission approve the request determining the property to be a convex sloping lot and the use of alternative spot elevations, excluding fill soils, for determining building height along the north and south property lines. c.REPORT 22-0562 CONVEX SLOPE DETERMINATION REQUEST (CSD22-01) TO UTILIZE ALTERNATE SPOT ELEVATIONS RATHER THAN PROPERTY CORNER ELEVATIONS ALONG THE NORTH PROPERTY LINE FOR THE PURPOSES OF DETERMINING BUILDING HEIGHT AT 1921 MANHATTAN AVENUE (Assistant Planner Johnathon Masi) Recommendation:Staff recommends Planning Commission approve the convex slope determination request, determining the property to be a convex sloping lot and approving the use of alternative spot elevations, excluding fill soils, for determining building height along the north and south property lines. d.REPORT 22-0563 MURAL DETERMINATION REQUEST (MD22-01) FOR A TRI-IMAGE 65.26 SQUARE FOOT PAINTED DISPLAY PROPOSED ON THE NORTHERLY WALL OF AN EXISTING COMMERCIAL BUILDING LOCATED AT 8 PIER AVENUE (HENNESSEY’S TAVERN) AND DETERMINE THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (Assistant Planner Johnathon Masi) Recommendation:Staff recommends Planning Commission determine that the artistic renderings are inconsistent with HBMC 17.50.030 definition of a mural and describe the subject images as signs, subject to HBMC 17.50.130 sign standards. e.REPORT 22-0568 MURAL DETERMINATION REQUEST (MD22-02) FOR A 125 SQUARE FOOT DISPLAY PROPOSED ON THE NORTHERLY WALL FACING 13TH STREET AND A 128 SQUARE FOOT PAINTED DISPLAY PROPOSED ON THE EASTERLY WALL FACING BEACH DRIVE ON AN EXISTING COMMERCIAL BUILDING LOCATED AT 1286 THE STRAND AND DETERMINE THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (Senior Planner Christy Teague) Recommendation:Staff recommends Planning Commission adopt Resolution No. 22-XX and determine that the 49 square foot painted display on the wall facing 13th Street and a 128 square foot painted display on the wall facing Beach Drive on the north and east facades of an existing commercial building are consistent, as conditioned, with the Hermosa Beach Municipal Code (HBMC) definition of "Mural," and determine that the 96 square foot painted display on the wall facing 13th Street is a sign within the limits of HBMC 17.50.130 at 1286 The Strand (Good Stuff), and determine the project is exempt from the California Environmental Quality Act.
