RESOLUTION DECLARING THE RESULTS OF THE GENERAL MUNICIPAL
ELECTION OF NOVEMBER 5, 2024

Recommended Action:
Staff recommends City Council adopt a resolution of the City of Hermosa Beach,
California, reciting the fact of the General Municipal Election held on Tuesday, November
5, 2024, declaring the results and such other matters as provided b y law (Attachment 1).
Executive Summary:
The City of Hermosa Beach consolidated its General Municipal Election with the
Statewide General Municipal Election held on Tuesday, November 5, 2024. This election
was coordinated by the Los Angeles County Registrar-Recorder/County Clerk, and the
results were certified by the Los Angeles County Registrar-Recorder/County Clerk on
December 3, 2024.
Background:
The General Municipal Election took place on November 5, 2024 for the election of two
Members of the City Council, the City Treasurer, and one ballot measure. At its March 12,
2024 and June 11, 2024 meetings, City Council consolidated the City’s General Municipal
Election with the Statewide General Election and requested the Los Angeles Registrar-
Recorder/County Clerk render services for the coordination of the election. A lso at its
March 12, 2024 meeting, City Council voted to place Measure HB (Sales Tax) on the
ballot.

and approved related election resolutions.
June 11, 2024 City council adopted a resolution calling and giving notice of
the election for certain officers.

Discussion:
Staff recommends City Council approve resolution (Attachment 1) reciting the fact of the
General Municipal Election held on Tuesday, November 5, 2024, declaring the results of
General Municipal Election.
General Plan Consistency:
This report and associated recommendation have been evaluated for their consistency
with the City’s General Plan. Relevant Policies are listed below:
Governance Element
Goal 1. A high degree of transparency and integrity in the decision-making process.
Policy:
1.1 Open meetings. Maintain the community’s trust by holding meetings in
which decisions are being made, that are open and available for all community
members to attend, participate, or view remotely.
Goal 2. The community is active and engaged in decision-making processes.
Policies:
2.3 Public participation guidelines. Establish parameters and guidelines to
ensure public participation is promoted through diverse methods.
2.4 Public forums. Host periodic public forums on issues important to the
community, facilitating these forums with the purpose of guiding City policy.
2.5 Notification of decision-making. Centralize or consolidate community-
wide mailing lists that include representation from homeowners associations,
neighborhood and service groups, the school districts, the business community
and other interest groups.
2.6 Responsive to community needs. Continue to be responsive to
community inquiries, providing public information and recording feedback from
community interactions.
2.7 Major planning efforts. Require major planning efforts, policies, or
projects to include a public engagement effort.
Fiscal Impact:
There is no fiscal impact associated with the recommended action.

RESOLUTION NO. RES-24-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD TUESDAY, NOVEMBER 5, 2024, DECLARING THE RESULT
AND SUCH OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, a General Municipal Election was held and conducted in the
City of Hermosa Beach, California, on Tuesday, November 5, 2024, as required by
law; and
WHEREAS, notice of election was given in time, form and manner as
provided by law; voting precincts were properly established; election officers
were appointed; and in all respects the election was held and conducted and
the votes were cast, received and canvassed and the returns made and
declared in time, form and manner as required by the provisions of the Election s
Code of the State of California for the holding of elections in general law cities;
and
WHEREAS, pursuant to Resolution No. RES-24-7418 and Resolution No. RES-
24-7438 adopted March 12, 2024 and June 11, 2024, the County Election
Department canvassed the returns of the election and has certified the results of
the City Council, the results are received, attached and made a part hereof as
“Exhibit A.”
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HERMOSA BEACH,
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That there were three (3) voting precinct established in the City
for the purpose of holding said election.
That the whole number of ballots cast in the precincts (except Vote by Mail
and Provisional voter ballots) was 2,715, and the whole number of Vote by Mail
and Provisional voter ballots cast in the City was 9,022, making a total of 11,737
ballots case in the City.

SECTION 2. That the names of the persons voted for at the election for
Member of the City Council were as follows:

SECTION 3. That the names of the persons voted for at the election for City
Treasurer were as follows:
David Pedersen Karen Siemensma Nowicki
SECTION 4. That the measure voted upon at the election is as follows:
MEASURE HB. Shall the measure protecting essential services such as
police, crime prevention, parks, streets and sidewalks, beaches,
cleaning of public areas, addressing homelessness, schools,
supporting local businesses, and for other general governmental use
by enacting a 3/4¢ transaction and use (sales) tax providing
approximately $3,000,000 annually, with a sunset clause 20 years from
the effective date, or until ended by voters, with annual audits, a
citizen oversight committee and all funds staying local, be adopted?

SECTION 5. That the number of votes given at each precinct and the
number of votes given in the City to each of the persons above names for the
respective office for which the persons were candidates were listed in “Exhibit A.”
SECTION 6. That the City Council does declare and determine that:
• Michael Detoy was elected as Member of the City Council for the full
term of four (4) years;
• Michael D. Keegan was elected as Member of the City Council for
the full term of four (4) years;
• David Pedersen was elected as City Treasurer of the City of Hermosa
Beach of four (4) years;
• The majority of those casting votes on Measure HB voted against it,
and the measure failed;
SECTION 7. That the City Clerk shall enter in the records of the City Council
of the City of Hermosa Beach a statement of the results of the election, showing:
(a) the whole number of ballots cast in the City; (b) the names of the persons

voted for; (c) for what office each person was voted for; (d) the number of votes
given at each precinct to each person.
SECTION 8. That the City Clerk shall immediately make and present to the
person so elected a Certificate of Election signed by the City Clerk and
authenticated; that the City Clerk shall also administer to each person elected
the Oath of Office prescribed in the Constitution of the State of California and
shall have them subscribed to it and file it in the office of the City Clerk. Each and
all of the persons so elected shall then be inducted into the respective offices to
which they have been elected.
SECTION 9. That the City Clerk shall certify to the passage and adoption of
this resolution and enter it into the book of original Resolutions.
