Nonetheless, I feel compelled to pause and address an agenda item that I believe warrants serious reconsideration. It has come to my attention that the upcoming closed session includes a Public Employee Evaluation concerning City Manager Suja Lowenthal. I am deeply concerned by this, as it appears to be occurring outside of her regular annual review process. I respectfully question the rationale behind this decision, especially in light of her demonstrable contributions to the City of Hermosa Beach. Under Ms. Lowenthal’s leadership, we have witnessed significant progress. The Capital Improvement Projects have expanded notably during her tenure. It was through her influence and leadership that Chief LeBaron applied for and was appointed as our Police Chief. Together, they have achieved what I have not seen in over 20 years of living in Hermosa Beach: a fully staffed Police Department—an extraordinary accomplishment, especially given current nationwide staffing challenges. Additionally, Ms. Lowenthal’s thoughtful engagement helped facilitate important conversations with St. Cross, ultimately leading to their willingness to participate in the Housing Element—something that had previously seemed unlikely. Her steady presence has brought much-needed stability to a role that, prior to her arrival, saw frequent turnover. It is my sincere hope that this evaluation is not rooted in personality conflicts, which, while not uncommon in city government, should not overshadow performance and results. Should Ms. Lowenthal depart Hermosa Beach under these circumstances, I fear it will significantly hinder our ability to attract high-caliber candidates in the future. Such a decision may send a troubling message about the stability and professionalism of our City Council. I urge you to consider the long-term implications of this evaluation and to weigh Ms. Lowenthal’s substantial achievements and dedication to our city. Thank you, The Rev. I recently learned that some City Council Members have placed an evaluation of City Manager Suja Lowenthal on the agenda for a closed session. However, I have concerns about the lack of transparency and information surrounding this evaluation. As a result, I find it challenging to support this evaluation without a clearer understanding of what's behind it. The need for transparency is paramount in this situation. What specific actions or decisions has Suja Lowenthal taken that warrant an evaluation of her performance? Is there a particular issue or incident that has raised concerns? I think it's crucial that the public is informed about the reasons behind this evaluation, especially if it may impact her job security. Without this information, it's difficult for me to understand the justification for this evaluation. It would also be helpful to know what Suja's staff thinks about her performance. Are there any internal concerns or issues that have led to this evaluation? Or is this a personal issue or disagreement with certain council members? I believe that understanding the perspectives of those who work with Suja Lowenthal could provide valuable context for this evaluation. Given the current state of the city, I question whether this evaluation is necessary at this time. With many projects underway and a strong Police Department, I worry that adding uncertainty and potential destabilization may not be in the best interest of the city. While I may not always agree with Suja's decisions or those of the city council, I haven't seen any evidence that warrants her dismissal or significant disciplinary action. I believe it's essential to evaluate her performance based on facts and a thorough understanding of her actions, rather than on speculation or personal opinions. Learn why this is important Dear City Clerk, City Council and all involved City Officials, My name is Kathy Welch and I am writing to show my support for our city Manager, Suja Lowenthal.  I have been a Hermosa Beach resident for 45 years and a homeowner for over 40 after moving from Manhattan Beach where I was born and raised.   As a resident, I have been grateful and proud to live in Hermosa Beach and benefit from the best little beach city in California, mainly due to our government which includes our police department, public works, and City Manager.  I have been a part of CPAB (Citizens Police Advisory Board) for about 8 years now and have become more aware of the solid direction that our current city manager has provided our city for the last almost 7 years. Suja has brought to our city calm, directed, and balanced leadership.  She works hard to ensure our community has the resources it needs to accomplish its goals in a thoughtful and productive manner.  Suja is a primary reason for such a high  retention rate in our city staff, including our police department. We have no police officer openings currently and have not lost an officer in 4-5 years.  That is a reflection of strong leadership that people want to be a part of. Suja embodies a winning team and people are drawn to winners.  Please do not be swayed by a vocal minority who want to have Suja fired as our City Manager. While it may be legal, this surprise, closed door meeting being held on Tue 4/22/25 is just like a back room, covert attempt to advance a few people's agenda in order to stir things up in the city.  While it may be legal, something this drastic should not be held without public input.  I will do everything I can to show my support for Suja. Learn why this is important Rob, I wanted to take a moment to express a concern regarding the unscheduled performance review for Suja Lowenthal on the council agenda this evening. There seems to be a prevailing idea among many of my friends and neighbors that you would be voting for her removal, despite a string of positive reviews and, as far as I can tell, a fairly notable string of successes. The idea that you would act at the behest of a small group of loud and irrationally angry residents who in general run counter to the opinions and preferences of the vast majority of Hermosa residents, and whose hyperbolic "concerns" are usually complete fiction is extremely troubling.  I think of Carolyn Petty's passionate insistence that, if allowed, Tattoo shops or Cannabis delivery would destroy the fabric of Hermosa. These claims were made loudly and repeatedly over months and years, and the reality simply doesn't match the false rhetoric she continues to insist is somehow true. Of even more concern is Michael Keegan's alliance with Kent Allen, who are on video committing petty larceny together. In Kent's case that's not even the only time he's done so. I have a lot of firsthand knowledge of Kent's bullying, lies, and crimes, as he's falsely accused me of a felony, harassed my wife and 70 year old mother to the point where I've had to submit multiple police reports, and terrorized Polly Schneider, a beloved former schoolteacher in her 90's over something as silly as tree removal.  If youi'd like to see the Police reports, they are here: https://www.dropbox.com/scl/fo/dolg8lg6zl3630oeuzhmr/AG6IQfwMz0vDpQJ3M4x9tSE?rlkey=0pyxtjbetnioea84hb0synktj&dl=0  Kent seems to believe he's "in the know" on something that's "going down" tonight, and is stating publicly that is the case. I'm sure I don't need to tell you that, if true, his apparent foreknowledge of the coordination of 3 council members would appear to constitute a Brown Act Violation. I'd hope he's simply lying here, as is his habit, and you have no intention of voting to remove Suja. Page 7 of 33 More than that, given objective metrics like completion of public works projects and her previous glowing performance reviews, it would seem to leave the city open to a wrongful termination lawsuit.  That's before we get into the chaos a sudden removal of such an active manager would cause, and the likely cascading resignations of her key employees.  There is no upside to this beyond placating a small group of mean spirited malcontents, and from what I know of you I don't think the effective halt and reversal of years of progress under your watch is the legacy you want to leave. Make no mistake, that's the only logical outcome of removing a city manager under these circumstances. If there is information not available to the public, that needs to be brought up in public council session, not rammed through in private session with no feedback from the voters who by and large support Suja and her people. Finally, the incredible public support she seems to have inspired really ought to be the end of the discussion.  I'd love to discuss this with you further if schedule permits. Thank you for reading my email.  Placing the city manager review out of the normal schedule doesn’t feel right and should be a public conversation. This should not be closed door. Two city council members (Francois and Keegan) have been openly discussing firing our city manager with other stakeholders and elected officials (Seeman) before a conversation has been had locally at council. This is wrong. Hermosa Beach has made massive progress in the last several years including completing many community improvement projects and a fully staffed police department with competitive salaries. This isn’t by accident. Our town is small and attracting competent police is difficult if we do not pay competitively. Your city council leaders (Keegan and Francois) are planning what appears to be a coup and have already asked Carolyn Petty to step in as city manager. This isn’t a decision they can and should make. I wanted to take a moment to say goodbye to you, many of the residents don't realise what a difficult function and position City Clerk occupies. I am so proud to have you and all of  the employee of Hermosa as business partners and friends. Hermosa Pie was successful because of the efforts of you, Doug Krause, the building and permitting dept. The city council and Mayor. I and my son William owe a deep sincere appreciation for this city's obvious transparency. You are hard working, open and honest at all times. I have several University degree, I speak 4 different languages fluently and have worked all over the world as a wine and food professional. My last years in this line of work were spent here at home in Hermosa Beach. I have never experienced such a smoothly operating and helpful city government.  I would like to pay particular attention to two individuals who have taken years to garner my support and trust. It's no secret that I have contributed over 1 million dollars in revenue to the South Bay and the greater Los Angeles area in my purchasing power, bills, taxes and licensing fees. It's what we do when we own important local businesses. Businesses drive the local economy. If you could please share with the city council my heartfelt gratitude for Your city's service and support of me, my son and Hermosa Pie. I would like to commend the council for hiring Paul LaBaron as Chief. He is an amazing, hard working dedicated man who obviously loves our small beach town. The second most amazing person I need to thank is Mrs. Suja Lowenthal. We were struggling as a shop, Covid and the post Covid economy almost wiped us out. I was not a recipient of any financial aid during that crisis. I don't believe in that. All of us have to work twice as hard when times are tough, so we can keep a thriving, safe and successful neighborhood and city. You know who taught me those values? Suja. She was able to explain to me how important all of the little businesses are to Hermosas success and strength. I was ready to throw in the towel and declare bankruptcy. If Suja hadn't taken the time to talk with me, and explain city programs and goals with me, I wouldn't have made it through those dark days. As a learned professional, I ask only that you share this with our mayor and city council. I couldn't have been the successful father, community leader and business that we are. Therefore, I want to provide my perspectives as a former City Council member who worked directly with Suja through most of my Council tenure. I was part of the Council body that hired Suja and had a front row view of her outstanding leadership knowledge and capabilities and how she used them to “turn the Titanic” on a significant number of seemingly intractable challenges we were facing at the time she stepped into the role. I was (and still am) enormously impressed by how quickly she assessed and addressed multiple organizational issues that required immediate and significant attention. I was able to directly observe her identify the root causes for areas needing improvement and make the many important strategic decisions required to organize City resources to realize critical improvements in the ways we manage operational systems and technologies, strengthen public safety departments and staffing levels, and grow a talented workforce into a more cohesive and high-functioning system of departments. This has benefited our entire community. So much of what our City Staff do every day goes unnoticed and underacknowledged by most residents. While most know that this goes with the territory in public service work, it is important to call attention to the complexities of the jobs they do each day and how wholeheartedly they work on our behalf. We are so fortunate. No one works harder and takes that job more seriously than Suja Lowenthal. Moreover, she has earned deep respect and loyalty from the city employees that have also had a front row view of her dedication to her role and this precious community. That doesn’t happen by accident, and it doesn’t happen overnight. I hope this same level of integrity is present in the closed session meeting discussions this evening. I have had the pleasure of interacting with Mrs. Lowenthal several times during my residency in Hermosa Beach through my organization of several events in the city. she has always been helpful and competent in her role as City Manager.  The mere consideration of an off-cycle performance” review” for an exceptionally competent and highly regarded city manager like Suja Lowenthal—without clear justification—sends a destabilizing message to both city staff and the broader Hermosa Beach community. For staff, it undermines morale, disrupts continuity, and creates uncertainty around leadership priorities, making it harder to retain talent and sustain productivity. Suja is a highly skilled and steadying presence in City Hall, coordinating departments, ensuring operational efficiency, and fostering collaboration across agencies. Forcing a sudden and unexplained departure would erode public trust, appearing politically motivated and lacking transparency. Such disruption, with all that’s going on right now, will weaken institutional memory, stall important initiatives, and ultimately compromises the effectiveness and responsiveness of Hermosa Beach’s  government. I’m concerned that the discussion around her performance is being agendized outside of the normal review schedule and without adequate public transparency. A decision of this magnitude should be handled through a deliberate and open process, not rushed behind closed doors. It’s troubling to hear that some councilmembers may have been discussing her potential removal with external stakeholders before having a local, public dialogue. This undermines trust and creates unnecessary instability in our city government—both for staff and residents. In the years Suja has served our city, I’ve seen tangible improvements: from fully staffing our police department to completing community improvement projects that have enhanced our quality of life. I’ve seen Hermosa evolve, and while change is inevitable, I believe it should reflect the spirit and legacy of this special place. I’m writing with concern over the potential ousting of our city manager. Agendizing a city manager review outside the normal schedule doesn’t feel right and deserves transparent, public discussion. It’s troubling to hear that some council members may have already been discussing this matter with outside stakeholders before even bringing it up formally within council chambers. Our city has made undeniable progress in recent years—completing key community projects and fully staffing our police department. I feel safer in Hermosa than I did just 8 years ago, and I credit that stability to effective leadership. Abruptly changing course jeopardizes the momentum we’ve built and could destabilize the hard-working staff who serve this city every day. Every single time we have contacted her; she has contacted us back and has dealt with the difficult situations faced by our members. The labor movement and working people are facing difficulties in these trying times not only to make ends meet but most importantly to have a sense of security, health, safety, protections and overall progress in pay and benefits. The beautiful City of Hermosa beach continues to lead by example just like we did during trying times including difficult negotiations and COVID 19. All of this is to say that I feel that Im deeply invested in the City and, as resident/voter, I also greatly appreciate that each of you give of your time freely to make Hermosa continue to be the best place in the world to live. I deeply regret that I am personally unable to attend tonights hearing, as I am in Boise for the night working on a project based in Salt Lake City (yes, I realize that makes no sense). To that end, youll have to settle for my written submittal. In my professional life, Im a 26-year attorney and real estate developer, and I spend much of my time in front of city councils nationwide. Unlike certain of the blundering bureaucracy that we see in state and national government, I believe that municipal government is where the rubber quite literally hits the road things have to get done and, with the right resources, they do. In my experience, the engine that drives that train is necessarily the City Manager. This person is not elected and therefore insusceptible to political headwinds. They also touch, quite plainly, everything in the City. I have worked (and am presently working) with City Managers of differing calibers and levels of experience. It makes all the difference to have someone smart, confident and decisive. Alas, that is exactly what I believe that we have with Suja Lowenthal. I dont know how I would characterize myself politically, but I will say that if I didnt feel that our money was being well-spent on her position, you would certainly be hearing from me in a polite, but very direct way. I mention this because it because my consistent silence since Sujas ascension emblematic of her success as our City Manager since 2018.I first met Suja in 2020 during the pandemic. I was disgruntled by a couple of things my car had been stolen from our driveway and I was bothered by what felt to me at the time like a hands-off approach to certain crimes and homelessness in Hermosa, combined with overzealousness in policing non-crimes like playing with my dog off leash. Suja came over to my house with the police chief and various other senior officers in the department, we sat in my backyard and discussed the functional elements of prosecution in the County of Los Angeles (or, at the time, the lack thereof) as well as the Martin v. Boise decision that was then-binding on the 9th circuit (of which California is a part) which required cities to permit camping in public areas (its since been overturned). Suja was thoughtful, inclusive and direct as were all of her colleagues. My son, who was having massive anxiety over the notion that criminals had been in our driveway, was greatly comforted. Suja followed up many times and she has always made herself available to listen to any thoughts or concerns that I have regarding the City or any of the various policies that are being advanced or otherwise. If the Council acts in a manner adverse to Suja, we will all soon come to regret it. Suja will quickly be swooped up by wise and envious neighboring city, but well be left with whomever attempts to fill her shoes wondering why we let a good thing go. Suja failed to get the sales tax passed in good part because she lost considerable public confidence because she didnt provide an honest accounting of the tax measure pros & cons in the city mailers and infomercials. On top of that she claimed these mailers and informercials were "educational material" when everyone could see it was one-sided promotional material. Meanwhile Manhattan and Redondo passed their funding measures. This resulted in an anti-sales tax campaign. Suja allowed the Civic Facilities consultant to lead us by the nose towards HER preferred "Option A" solution In addition to overseeing a completely dysfunctional civic facilities community engagement process. This was discussed extensively by the council several months back. Now ask yourself whats been done to improve the Civic Facilities community engagement process since then?Suja was years late with the housing element putting us at risk of builders remedy. Suja still dont have an approved coastal plan after 7 years meaning we don't have local control of our coastal zone and the city and even small changes like raising parking meter rates by a nickel would require approval from the coastal commission Suja claimed she would bring stability to the executive team but we have had 3 different community development directors and 3 different City Clerks. Suja went against the best advice of LA county health officials and ignored LA county health-orders banning outdoor dining sending the message it was ok to ignore health & safety laws during the peak of a pandemic. And this is just off the top of my head. th-Katie SotheranRegarding the evaluation of City Manager Suja Lowenthal, I would like to voice my support for Suja and her efforts for Hermosa Beach. We recently constructed a home in Hermosa Beach and in our interactions with the city found the departments to be efficient and effective. As a parent I appreciate the improvements to our parks including the improved restrooms at Clark Field and South Park that have been overseen by Suja and her team. I have also organized a couple of community events which required police permits, and I valued the responsiveness of our police department: I understand Suja was instrumental in the recruitment of Chief LeBaron and the improvements to HBPD, some of which have been nationally recognized. Lets not add Hermosa Beach to the list. Hermosa is a well-run, well-policed, business-friendly town. It has minimal staff turnover, responsive public officials, positive community energy, and a fully-staffed, dedicated police department. Full credit is due to city manager Suja Lowenthal, and police chief Paul LeBaron. Dont believe me? For an object lesson about what can go wrong, check out the experience of our neighboring city, Palos Verdes Estates (PVE). In April 2019, PVE fired Tony Dahlerbruch, its city manager for nearly 6 years. The city had to buy him out with substantial severance payout. But the aftermath was much, much worse. The city suffered through 6 different interim and city managers in 6 years, with multiple police chiefs, no human resources director, no public works director, serious shortfalls in city staffing and a police force that was so demoralized and overwhelmed as to cause the city to seriously consider shutting it down entirely and contracting with the county sheriffs department. By 2026-2027, the citys revenues are projected to be insufficient to meet the citys expenses. PVE is just beginning to get back on its feet. Theres another HB City Huntington Beach that has engulfed itself in turmoil and culture wars. Is disorder, instability and staff turnover the future we want for Hermosa? Lets give our next mayor and mayor pro tem a professional group of civil servants to carry forward the work that needs to be done. I was surprised to see the Performance Evaluation of our City Manager, Suja Lowenthal, on the agenda for tomorrow. As I recall, Suja received a positive evaluation just last fall, and as such would not be scheduled for another one now. Doing so would typically only be done for a serious violation of contract, etc. It is no secret that a few in our community frequently complain about our City and Staff, and likely have allies on the Council bringing this item. I strongly believe that the normal order of business should be followed, and our staff appraisals should follow the schedules outlined. This sort of action is no doubt demoralizing and confusing to our staff as a whole. There are so many positive things I could say about the job Suja has been doing; most have been written in these comments already. Have we had some problems in Hermosa? Yes, but in my opinion many have been caused by strident complaints from very vocal residents convincing Council to delay decisions, with staff being directed to rewrite proposals repeatedly. The lesson is that sometimes trying to please everyone can cause more problems in the end. In short, I believe scheduling this item appears to be an underhanded move. Any attempted change in leadership, particularly during a valid contract period, would only lead to chaos. We are lucky to have such a qualified and competent manager that is so responsive to the community. Let's be sure to keep her! Capital expenditure projects have been completed at a solid rate. Turnover seems to be reasonable, despite sub-optimal facilities. Sujas staff and City Council have worked together to keep the city on solid financial ground. Losing Suja would result in a loss of her leadership, likely some of her management team, her breadth of Hermosa knowledge and her expertise regarding the Coastal Commission. The City would have to hire a search firm, utilize a temporary City Manager for a number of months, get the new City Manager up to speed (more months) and then hope the new person stays. In addition, it would validate the personal vendetta by Francois, Keegan and their behind the scene supporters. Lets hope the Council does the right thing and tables this unnecessary and unscheduled distraction. While I understand that personnel evaluations are generally handled in private, I believe this particular situation warrants greater transparency and public engagement, given the citywide implications of any decision related to the City Manager's future with Hermosa. The position of City Manager is not simply an internal staff role. It is one of the most visible and impactful positions in our city government. The decisions made by the City Manager affect every resident and business owner from budgeting and public safety to sustainability and long-term strategic planning. For that reason, any consideration of her continued employment, especially if it involves termination or forced resignation, should involve input from the public and be part of a more open and accountable process.Whats especially troubling is the increasing sense that this evaluation process may not be entirely fair or procedurally appropriate. Ive become aware as have many residents that certain councilmembers have openly discussed firing Ms. Lowenthal, even before any formal public discussion or performance evaluation took place. If true, this calls into question the impartiality of the process and raises concerns about whether her evaluation is based on objective criteria, or whether it has become politicized or personal in nature.Public trust is vital in government, and it's undermined when backdoor conversations appear to preempt formal procedures. If councilmembers have already made up their minds or are discussing termination outside the appropriate forums, thats not only deeply inappropriate, it may also be a violation of city protocol and potentially a legal liability.Lets also not forget that Suja Lowenthal has previously received a positive performance evaluation. There is no publicly documented history of misconduct, negligence, or failure to perform her duties. Her tenure has included strong leadership through challenging times, such as the COVID-19 pandemic, complex regional partnerships, and climate and infrastructure initiatives that align with Hermosa Beachs values. To abruptly reverse course without clearly stated reasons or a transparent evaluation process seems not only unfair to Ms. Lowenthal, but risky for the city as a whole.I am seriously concerned that if this process leads to her dismissal under questionable circumstances, the city could face legal action and likely an expensive one. In an era where public agencies are expected to demonstrate transparency, accountability, and good governance, the perception of retaliation or pretextual firing could open the city up to a lawsuit that diverts public funds away from the services and programs our residents depend on.Regardless of how any one person feels about the City Manager personally, this situation is bigger than one individual. Its about how we as a city conduct ourselves with integrity, openness, and due process. As a resident, I expect my elected officials to follow the rules, respect protocols, and ensure that all personnel matters especially those involving high-level leadership are handled in a way that is above board and in the best interest of the public.I urge the Council to consider the long-term ramifications of its actions and to recommit to a process that values fairness, public input, and transparency. Things like this get out to the greater community and at times put a sour taste in others mouths when Hermosa Beach is mentioned.Can you tell how disgusted I am yet?Over the past few years I have had the privilege of working with and meeting with City Manager Lowenthal on many issues that pertain to the business community. While I have not always agreed with the outcome or the cause of my meetings I have found a greater respect for City Manager Lowenthal and an equal respect for our City, and in fact learned more on how a City works. I have also had many occasions to work and communicate with her on issues that she did not realize the greater business community was experiencing. I have never felt this sort of open door policy with past City officials. Many of whom have been and are on this City Council. Before her we had a (IMO) terribly run police department that needed rehab of its own. With her efforts we have a police chief who is active in the community as well as a smoother running department. Nothing is perfect, but we have come far from where we were. With City Manager Lowenthal, works being done to update codes that this City needs to bring it to the front of the future like many around us have done or are currently in the process of. Many residents are stunned that the city has suffered so much loss from a lack of transparency, ineffective management, and misplaced priorities under her reign.The greatest loss by far is the mishandling of our Housing Element. For two years, critical deadlines were missed and residents werent informed and missed the opportunity to help resolve. When residents spoke out about the St. Cross location, local realtors were given a narrow 14-day window to identify other viable properties. They succeeded. Ironically, the city did not get the Housing Element certified on time. The result, a Builders Remedy, project in north Hermosa that is grossly out of scale with the existing homes.Then they missed the next deadline to the state. We dont know the full extent of the damage to our rights and resulting losses, but they missed the State mandated deadlines because St Cross and the city had worked for two years undercover. In contrast, neighboring cities such as Palos Verdes approached this process with open forums, stakeholder engagement, and collaborative problem-solving involving business and community leaders. Hermosa Beach residents were denied that same transparency and involvement. This is unacceptable. We wondered how El Segundo and other cities handled the statewide issue so much more favorably. It falls directly on our lack of leadership and transparency. The same neglect has been to resolve residents concerns about the lack of disclosures, ineffective mailings, supervision about the cell tower, parking permits and the sales tax mailers.They consistently make it harder for Senior citizens to participate. Further concerns include excessive spending and questionable staffing decisions. The City Managers salary is reportedly doubled, and she has added a second assistant along with multiple hires from her former post in Long Beach. Meanwhile, critical infrastructure issues remain unresolved. There has even been talk of constructing a new $120 million civic center, because they didnt repair or complete basic public facilities like the Clark Building and City Yard, also go unfinished. This raises serious questions, why build new when they can't even build a bathroom for under a million. Hermosa Beach deserves leadership that is responsive, transparent, and aligned with the values of our community. I respectfully ask that you consider these concerns carefully and advocate for the change we need. Who better to evaluate the performance of their manager than those who on a day-to-day basis take their orders from the City Manager and look to her for support for the work that they do for our city. Even the former Mayor, shortly before this meeting, stated: “Our city is well positioned for the future” and that “It enters 2025 with a balanced budget and we are focused on back to basic essential spending.” “ We switched health care providers for the first time in 10 years, saving $200,00.” “We hired an emergency management coordinator” and, referring directly to the performance of our City Manager, “What a great job she has done helping us to guide with the challenges we have in our city.” The detractors point to cost overruns and delays of city projects as reason to call for replacing Suja. This is a preposterous complaint as almost every municipality and public and private enterprise, in this post-Covid era, is suffering from rising costs of materials and labor; all of our neighboring cities are experiencing the same thing -- it’s a sign of the times. In fact, the leaders of our neighboring cities are laughing at us and saying “What’s up with Hermosa?” at the suggestion of replacing our outstanding City Manager, Suja Lowenthal! However, I was notified about this meeting at the last minute.  As a decade long resident of Hermosa Beach, I would like to thank Suja for her service to the city  with that said , I do think and have felt this way for a long time that it is time for someone else to serve as city manager. I found it particularly off putting that a city manager should get a raise when the economy wasn’t doing well. Also, an increase in sales tax was also another misguided call. The list goes on… Hate to say it, but my parents who fled a communist country often would say that when politicians allow people to speak up - it’s often just for show and at the end of the day the politicians will just do what they want anyway.
