RESOLUTION 01-2
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF HERMOSA BEACH, CALIFORNIA, TO
RECOMMEND AMENDING THE CIRCULATION
TRANSPORTATION AND PARKING ELEMENT OF THE
GENERAL PLAN TO PERMANENTLY CLOSE CORONA
STREET AT ITS INTERSECTION WITH PROSPECT
AVENUE AND ADOPTION OF AN ENVIRONMENTAL
NEGATIVE DECLARATION
The Planning Commission of the City of Hermosa Beach does hereby resolve and order as follows:
Section 1, The City Council initiated the process to close Corona to through traffic based
on a request from residents to eliminate cut -through traffic and improve traffic, requiring
amendment to the General Plan.
Section 2, The Planning Commission conducted a duly noticed de novo public hearing to
consider the General Plan Amendment on January 16, 2001, at which testimony and evidence,
both written and oral, was presented to and considered by the Planning Commission
Section 3. Based on evidence received at the public hearing, the Planning Commission
makes the following factual findings:
1. The short segment of Corona Street between 14" Street and Prospect Avenue
allows for vehicles to use Corona Street to as a "cut -through" short cut between Prospect Avenue
and Aviation Boulevard. The General Plan. Map and The Circulation Element "Functional
Classification" map both identify this a through street.
Section 4. Based on the foregoing factual findings, the Planning Commission makes the
following findings for the General Plan Amendment:
1. Modifying the General Plan to close Corona Street to through traffic will serve to
improve traffic and pedestrian safety, and have no significant impact on local traffic circulation.
2. The Planning Commission concurs with the Staff Environmental Review
Committee's recommendation, based on their Environmental Assessment/Initial Study, that this
project will result in a less than significant impact on the environment, and therefore qualifies for
a Negative Declaration.
Sect on 5. Based on the foregoing, the Planning Commission hereby recommends that
the City Council amend the General Plan map to identify Corona Street at its intersection with
Prospect Avenue as a closed street, and to amend Circulation Element of the General Plan as
follows:

1. Amend the Functional Classification Map (Section 3.2, Figure 1) by identifying Corona
Street at its intersection with Prospect Avenue as a closed street.
