A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
HERMOSA BEACH, CALIFORNIA, APPROVING AN AMENDMENT TO THE
CONDITIONS OF APPROVAL FOR A PRECISE DEVELOPMENT PLAN FOR A
72-ROOM HOTEL, TO REDUCE THE REQUIRED WALL HEIGHT ALONG
THE WESTERLY PROPERTY LINE FROM EIGHT (8) FEET TO SIX (6) FEET
The Planning Commission of the City of Hermosa Beach does hereby resolve and order as follows:
Section 1. An application was filed by Formosa Hotel Inc. owners of property at 125 Pacific
Coast Highway seeking amendment of the Conditions of Approval of P.C. Resolution No. 99-11 which
approved a Precise Development Plan to construct an 72-room hotel, in order to reduce the required wall
height of the westerly property line wall from eight (8) feet to six (6) feet.
Section 2. The Planning Commission conducted a duly noticed de novo public hearing to consider
the application for amending the Precise Development Plan on August 15, 2000, at which testimony and
evidence, both written and oral, was presented to and considered by the Planning Commission.
Section 3. Based on evidence received at the public hearing, the Planning Commission makes the
following findings:
1. The condition for an 8-foot high wall rather than the typical 6-foot wall was imposed to
mitigate the impact on existing residential development located to the west along First Place, including an
adjacent residential use with a door entry facing the hotel site.
2. The existing residential uses along First Place are planned to be replaced by a new 7-unit
condominium project, with an adjacent below grade driveway and retaining wall, which would result in up
to a 12-foot high combination retaining wall as measured from the driveway with the 8-foot wall as
proposed.
3. A 6-foot wall in conjunction with proposed landscaping will be adequate to buffer adjacent
existing uses and the new buildings as proposed.
Section 5. Based on the foregoing, the Planning Commission hereby approves the subject Precise
Development Plan and amends condition No. 3 of P.C. Resolution No.99-11 to read as follows:
3. A decorative block wall, a minimum 6-feet and maximum eight feet high, shall be
provided along the westerly property line, with decorative wall type to be approved by the
Community Development Director.
