A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LOPMENT PLAN FOR A T' NG UNIT PRONE PRECISE
BERM O (2) OSA BEACH, CALIFORNIA, APP B'�ELLI CT AT 43
ROVING
20"' STREET, LEGALLY DESCRIBED AS BLOCK 21. LOT 19, H.ER OSA
BEACH TRACT.
The Planning Commission of the City of Hermosa Beach does hereby resolve and order as
follows:
Section 1. An application was filed by Karinna Cassidy, owner of property located at
43 20`h Street, seeking approval of a Precise Development Plan for a two (2) dwelling unit
project.
Section 2. The Planning Commission conducted a duly noticed de novo public hearing
to consider the subject application on March 21, 2000, at which testimony and evidence, both
written and oral, was presented to and considered by the Planning Commission.
Section 3. Based on evidence received at the public hearing, the Planning Commission
makes the following factual findings:
1. The applicant is proposing to remodel an existing dwelling unit and develop the
property with a second -unit.
2. The subject property proposed for development contains 3,784 square feet, is
designated Medium Density Residential on the General Plan Map, and designated R-2B on the
Zoning Map.
Section 4. Based on the foregoing factual findings, the Planning Commission makes
the following findings pertaining to the application for a Precise Development Plan:
1. The map is consistent with applicable general and specific plans;
2. The site is zoned R-2B and is physically suitable for the type and density of
proposed development;
3. The type of improvements is not likely to cause serious public health problems;
4. Design of the proposed project is compatible and consistent with applicable
elements of the City's General Plan, and is compatible with the immediate environment;
5. The project, as conditioned, will conform to the Zoning Ordinance and will be
compatible with neighboring residential properties;
6. The project is Categorically Exempt from the requirement for an environmental
assessment, pursuant to the California Environmental Quality Act Guidelines, Sections
1 1 15303 Class3 (b) and 15315 with the finding that the project is in an area with available
services.

section 5. Based on the foregoing, the Plaiming Commission hereby approves the
subject Precise Development Plan, subject to the following Conditions of Approval:

1. s The development and continued use of the property shall be in conformance with
submitted plans received and reviewed by the Commission at their meeting of
6 March 21, 2000 and with all the modifications noted in the Conditions of
'
Approval. Any other minor, modification shall be reviewed and may be approved
by the Community Development Director.
8 a) If provided, the location of the vacuum canister shall be shown on plans.
b) A trash enclosure shall be provided.
9 c) The open parking space shall have a minimum 23 foot turning area.

2. Decorative paving or colored concrete (not salt or broomed finished natural color
11 11 concrete) shall be provided in the driveway to the satisfaction of the Community
12 Development Director.
13 3. There shall be compliance with all requirements of the Public Works Department

1s 4. A Landscaping plan indicating size, type, and quantity of plant material shall be pr(

18 5. Architectural treatment shall be as shown on building elevations. Any
19 modification shall require approval by the Community Development Director.
a) Precise building height shall be reviewed at the time of plan check to the
20 satisfaction of the Community Development Director.

6. Any satellite dish antennas and/or similar equipment shall comply with the
22 requirements of Section 17.46.240 of the Zoning Ordinance.
23 7. Conduit shall be installed in each unit for cable television.

8. The address of each unit shall be conspicuously displayed on the street side of the
building with externally or internally lit numbers and the method for illumination
26 shall be as shown on plans. All addresses shall be displayed at the main entry to
27
the development. Addressing numbering and display shall be denoted on plans
submitted for structural plan check and subject to approval by the Community
28 Development Department.
29 119. Two copies of final construction plans, including site, elevation and floor plans,
which are consistent with the Conditions of Approval of this Resolution, shall be
reviewed and approved by the Planning Division for consistency with Planning
1 11 Commission approved plans prior to the submittal to the Building Division for
plan check.
2 10. Prior to the submittal of structural plans to the Building Division for plan check:
3 an Acceptance of Conditions affidavit shall be filed with the Planning Division of
the Community Development Department stating that the applicant/property
4 owner is aware of, and agrees to accept, all of the conditions of this grant). If the
drainage of surface waters onto the property requires a sump pump to discharge
s said waters, onto the street, the proper owner(s) shall record an agreement to
assume the risk associated with use and operation of said sump pump, release the
6 City from any liability; and indemnify the City regarding receipt of surface waters
onto the property.

e ii. The Precise Development Plan shall be null and void eighteen months from the
date of approval unless building permits have been obtained. The applicant may
9 apply in writing for an extension of time to the Planning Commission prior to the
date of expiration.
