City Council & Mayor: I believe you are foolishly meeting to discuss suing the Hermosa School District. Except for Jeff Duclos, the rest of the council was not living in Hermosa Beach when the city of Hermosa Beach last litigated with the School District. I suggest you do some research on those records and discussions including the litigation that went on before even having this meeting. In the 1980's and part of the 1990's, the school boards and city councils did not work well together. It benefited no one except the lawyers representing each elected body. Both the city council and the school boards are elected. If the citizens of Hermosa Beach do not like the way the school they are run, the voters can replace the officials whose performance is unsatisfactory. The school board is doing their job and the city ought to stay out of micro- managing the planning and construction of school property. Not all groups will be satisfied with any change. If residents don't like the process and want to sue the district let them do so independent from the city. The city should not do the neighbors bidding. The city should work to support the district and its building efforts. These building will be the assets of future generations and the city council needs to let each jurisdiction manage its own affairs. The school should not wait for the city to spend more time evaluating the new school development. This has been in the works for years. I urge you to not enter into any spending of our city tax dollars suing another taxpayer funded entity in our city. Those city council members who waste money on this endeavour will be exposed to the public and I will urge the voters of the city not to support them in the future. SUPPLEMENTAL testimony requested to be attached to the 2/7/2019, 7-PM Agenda of the Special Hermosa Beach City Council meeting called by Mayor Stacey Armato, for an ‘Open Session’ followed by a “Closed Session”. February 6, 2019 To: The Hermosa Beach City Council and Others. From: Howard Longacre, Hermosa Beach resident. Re: 2/7/2019 Closed Session Meeting. Honorable Councilmembers and Others, Further below (in black) is a copy of an email I sent earlier today to various city officials and some others re: the two Special Closed Sessions called by the Mayor for 1/31/2019 and 2/07/2019 regarding “Initiation of Litigation”, and also re: the intervening Special Closed Session of the Hermosa Beach School Board held 2/5/2019 regarding “Anticipated Litigation – Significant Exposure to Litigation”. Subsequently then later today, I resent the email with the following addendum. Addendum: A response I received from the Hermosa Beach City Manager's office today indicated, "These would be the speakers’ own assumptions. We have not disseminated any information to anyone about the closed session topic other than what’s posted on the agenda." The above evidently sent to me in response to my questioning as to how some appear to clearly know what these closed-sessions pertain to. Well, whatever, it appears clear that one or more councilmembers perhaps passed on the information, but the bottom line is that this is not rocket science. In any event, what's the big secret if it is in regards to the proposed school project. Notwithstanding which side of this massive school spending project one may be on, the bottom line is that the Final Environmental Impact Report (FEIR) was "rubber-stamped" by the School Board on January 9th. There's probably a 30-day period for any entity to challenge that FEIR approval. That perhaps means 5 Page 2 of 3 Supplemental to the 2/7/2019, 7-PM Special Hermosa Beach ‘Open and Closed Session’ meeting as called by Mayor Stacey. February 9 may be a deadline for such challenge, i.e. Saturday, which may extend to next Monday, February 11. I don't know. Someone should clarify that. Frankly, in my view, given that the substantial FEIR was oddly released for review during the 2018 Christmas holiday season, you have to wonder if this is turning out to be little more than a massive 'railroad job' by the school district with a bunch of consultants, lawyers, architects, and contractors to be the monetary beneficiaries, to insanely add a third elementary school (meaning triple bureaucracy) to this tiny city. It really does appear more and more that this again has become a massive railroad job by well-intentioned supporters on and off The School Board, blindly lost in their own sense of being such important, insider do-gooders for the children, especially given that this is far and away an absolutely dumb, and beyond ignorant solution for a 21st century elementary school facilities system in Hermosa Beach; I.e. The having of school kids, K-8, divided into three schools by grade is more than loony to say the least. Perhaps some entity with the wherewithal does need to challenge this lunacy. That might well be the City via its City Council. What is the rush to build? When there's a rush, one really wonders why? It's interesting that some speakers appear to know what the "closed session" litigation pertains, however such information does not appear on the agendas. How, and from whom, is such information being disseminated to those few, but apparently not to all appearing at the open-session portion of the special closed session meetings? Thank you. Scaled back or not, on time daily school trip traffic increases. Incumbent upon the City of Hermosa Beach should include a proposed alternative addressing congestion. Schools in the South Bay all have residential neighbors. Varying degrees of inconvenience actualizes for residents living adjacent to a school. It’s axiomatic, unavoidable, and inevitable. City Council could or should seek alternative solutions for mitigating congestion other than suing the School district over the size and scope of the new North School. Lights, stripes, signs, and traffic guards would seem to be a plausible offering out the gate. Other options may include one-way streets, parking on one side only, school busses, and walking maps for parents. Unintended consequences are just that. You do not see them coming. It’s a much better option to cooperate closely with the neighbors once the traffic starts to flow. Reasonable and efficient solutions should be granted to those who’s access may be blocked, limited or other.
