HomeMy WebLinkAboutPC Resolution 154-921.RESOLUTION P.C. 154-921 A RESOLUTION OF THE CITY PLANNING COMMISSION OF HERMOSA BEACH DENYING A REQUEST FOR CHANGE OF ZONE AT 2400 BLOCK OF PACIFIC COAST HIGHWAY WHEREAS, the City Planning Commission of Hermosa Beach, at a public hearing held September 11, 1973, considered the request of Wallace and Malorrus for a change of land use zone from C-3 to R•3 er R•3 potential on lots 1 through 10 and 22, 23, and 24 of block 2 Mont Mar ie Tract, located on t he west side of Pacific Coast Hwy between 24th Street and 24th Place; and WHEREAS, at said public hearing testimony was received both for and against the proposed change; and WHEREAS, the proponents stated that in their opinion, no feasible commer- cial use existed for the site, and the proposed use represented the highest and best use; and WHEREAS, the opponents stated that the proposed zone and uses allowed would result in increased traffic burden on 24th Street and 2li-th Place, that high density residential use would be less desirable than commercial developments, that high density residential use would result in over crowding the neighbor- hood; and WHEREAs, after due consideration, it is the opinion of the Conunission that a real need for additional R-3 zoned property in this area has not been demon- strated, that the impracticability of use of the site as zoned has not been established, that the potential imposition of vehicle and resident crowding resulting from R-3 zone would appear to be detrimental to the neighborhood; NOW THEREFORE BE IT RESOLVED that the City Planning Commission of Hermosa Beach hereby denies the subject request based on the findings that: VOTE: 1. There is no demonstrated need for additional R-3 zoned property at this location. 2. R-3 type development would not be feasible without dependence on use of substandard single family streets for ingress and egress. 3. R-3 type development would be materially detrimental to the immed• iate neighborhood. Ayes: Comm,.
